There is hereby created the office of City Clerk, who shall
be elected by a ma�ority of the City Council, and hold his offiee
durin� the will or pleasure of the Cauneil, and shall be duly ap- �
pointed and qualified, and who shall discharge sue'ci du�ies as are

office he shall take and subscribe. to the oath required to be taken
and sbuscribed by City Officers, and shall execute a bond . to the

redeemed and all �napers relatin� to accounts ancl con�racts of the

accura��te accounts between the City and all officers charged wi �h the
eollecting, custody or distursements o�' publie moneys an.d shall enter
thereon all receipts and payments, from what sources derived and on
what account paid.
He shall keep a complete record of all branches of the City
Revenue, operiin� an accoun�; with every appropriation or fund which
by la�rr o-r ordinance, is :na.de a separate fund, crediting the same with
all moneys paid into the City Treasury on account thereof, or appropria'k
�; ed therefor, and ch��r�ing said appropriation or fund wi th all warrants
�. drawn thereon.
�� He shall keep a regis ter of all tirarrants drawn upon the City
Tre�.surer, specifyin� the num,er, date, to vahom p�yable, on what �,ind
or appropriation drawn and the amount of each �rarrant.
He sh�ll keep a reeord of all bonds and obligations of t.�e
City, date of issue, for wnat purpose issued, rate of interest, time
when principal a,nd interest becomes due , amount of principal to
�� whora payable and the re-;istered number of each bond and caupon.

of the Ci ly, the public -rccords, the or3:g' nal �'2fdinances and resolutions

public nature as .�ay be delivered into his custociy.
He shall affix the common seal of the City to all publie: � :��
�' instruements and official acts of the P1Iayor whieh i�y law or ordinance
are required to be so attested, and countersign che same, and affix the
�; com�on seal to and certify to any record, document, copies of papers or
ordinances that may be rquired for evi ence in any court of this sta�e �
or of the Uni�ed Sta�es by an indi ridual or th��t may be requireci z"or the
use of any officer of the Cit� and shall f'urnish to the City At�orney -t�
�,, <.k., G�:ty Counsellor any record or document in his of�ice necessary to be
used in any proceeding in Cout to which the City is a party, when ordered
to da so by the Council.
He srall attend all meetir�s of che City Council, and keep
a correct �ournal of its proceedin�s.
He shall prepare all certificazs of election, commis:;ions,
appointments and other oft'icial documents required by ordinance to be
issued, or which the PRayor in the discharge of his ducy is required to �
issue, and shall countersign and affix t`t�.e common seal thereot, and keep �
a reeord of all such certi�ieates of electi,�ns , cammissions, appointments
and docUments .

He shall be and remain at his office �or �he transaction of

durin� each and every week day, unless prevented by sickness or some

It shall be the duty ot the City Clerk, on or beiore �he

� him collected on account of �he revenues of this city, on vvha�ever

the las� day of each month, together wi th a detailed statement show-
ing t'rom what so�rce and on what account collected, and tne a�;�regate
arriount of money collected, which s�atement sha:Ll be sworn to by the
City Clerk.

� lists, receiving cre .it therefor, and nis successor shall be cil�,rged
� therev�rith; provicied, that �he Cit;y Council may declare worthless any
and all personal delinquent taxes �R�h�ch the Council may deem uncollect-
ible; but the Council sh�.11 not allow the Ci�y Clerk credit �or any
delinquent personal �ax which i� may believe he c�uld have collected
but has ��.iled to do so.

Uroon the first day of January o� each year all uni�aid city taxes
shall become delinquent, and �h e t�.xes upon real p�onerty are hereby
ma�e a pe�netual lien thereon against all persons in favor of the City.
The enforcement of all taxes levied shall be :aade in the sa�e
manner and under �he same rules and �e:�ulations as are, or may be, pro-
ivded by law t'o�� �he collection and en�orcem�;nt of the payu�en.t of state

at wnzch said delinquent lis� shall ae returned, or as soon as may be

as delinquent , the Council shall approve the same, and cause a record
