BE IT ORDAIN�'D BY Tf�L� CITY COUNCIL OF THE CITY OF C�FE GIRAR.DEAU,
- MISSOURI, AS FOLLGWS:
SECTION 1. Commission rorm Ordinance No. 1466, passed and approved
June 10, 1953, is hereb� in all things repealed.
SECTION 2. That from and after the effective date of this ordinance
there shall be established the office of City Traffic Engineer, who shall
be the City Engineer. It shall be the duties of said Traffic Engineer
to consult with the City Traffic Advisory Committee, make recommendations
to the City �ouncil concerning traffic accidents and problems on the
streets and highways of said city, develop a program for street maintenance
and traffic maintenance and develop plans for traffic control. This
engineer shall further ma,ke traffic counts, check major route congestion
including speed and delay, develop city routes for trucks and buses� check
pedestrian volume and actions and make recommendations to the City Council
for the correction and elimination of traffic congestion and accident
hazards.
SECTIOI3 3. That from and after the effective date of this ordinance
there shall be established in the City of Cape Girar deau Missouri, a
� "City Traffic Advisory Comrnittee" consistin� of seven (7� citizens from
the City of Cape Girardeau to be appointed by the Mayor and approved by
the Gity Council. The seven (7) citizen members shall consist of a
Chairman, who shall be appointed for a term of three (3) years from the
effective date of this ordinance; three (3) cor�mi.ttee rr�mbers who shall
be appointed for a term of three (3) years from the date of' this ordinance,
and three (3) committee members who shall be appointed for a term of two
years from the effective date of this ordinance. At the expiration of
such terms of office, succeeding appointments for filling sueh offices
shall be for a term of three (3) yemrs each. The commi:ttee shall be
appointed from a representative group of workers, business and pro-
fessional men and women and others interested in traffic safety, control,
and research. It shall be the duty of the City Traffic Advisory �o�ittee
to perform five principal duties:
l. Act as a clearing agency for all complaints, requests,
suggestions or recommendations relating to traffic.
2. Study reports of the city�s traffic accidents and make
recommendations as to corrective measures.
3. Initiate a long range traffic improvement master plan
with suggested improvements for immediate adoption as
part of the master plan.

5. Set forth all recommendati�ns in writing to the City
Council for their attention and action.
The Committee shall organize within fifteen (15) days after its
appointment and shall appoin.t a vice-chairman, who shall serve in the
absence of the chairman, and a secretary, who shall keep the minutes
of said committee in a well bound baok, and shall prepare all reconmen-
dations to the City Council. All recommendations to the City Gouncil
shall be signed by the chairman and attested to by the secretary.
2'he City Traffic Advisory Committee shall meet at least once a
month on a date to be set by said committee and at such other times
as the chairman or a majority of the raembers shall determine is necessary.
A quorum shall eonsist of four (4) of the �ambers of the committee.
SECTION 4. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
SECTIOld 5. This ordinance shall take effect and be in force within
ten (10) days from and after its passage and approval.
