AN ORDINANCE AMENDING SECTION 28 OF COMMISSION FORM
ORDINANCE N0 . 1189, PASSED AND APPROVED BY THE CITY
COUNCIL OF' THE CITY OF CAPE GIRARDEAU, MISSOURI ON
THE 28TH DAY OF FEBRUARY, 191+9, DESIGNATING FOUR-WAY
STOPS AT THE INTERSECTIONS IN THE CITY OF CAPE
GIRARDEAU, MISSOURI, NOW CONTROLLED BY TRaFFIC CONTROL
SIGNALS WHEN SAID SIGNALS ARE 1VOT IN OPERA TION, AND
REPEALING ALL ORDINANCES IN CQNFLICT I�REWITH AND
CONTAINING AN EMERGENCY CLAUSE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI , AS FOLLOWS :
SECTION 1. That Section 28 of Commission Form Ordinance Ido.
1189: passed and approved by the City Council of the City of Cape
Girardeau, Missouri on the 28th day of February, 1949 shall be and the
same is hereby amended by adding to the said Section the following:
At the intersections of Broadway and Spri�g Streets;
Sprigg and Independence Streets; Broadway and Pacific
Streets; Good Hope and Sprigg Streets; West End
Boulevard and Independence Streets and Pacific and
Independence Streets which are now controlled by
electric traffic control signals shall be designated
as Four-way stops when and in the event these traffic
control systems fail to operate because of inechanical
failure or when the said traffic control signals are
turned off by authorized off icials of the City� o,£.

SECTION 2. All Ordinances or parts of Ordinances in conflict
with the provisions hereof are hereby repealed. But the provisions of
Section 28 of Commission Form Ordinance No. 1189 above referred to,
which are not amended or changed hereby, shall remain in full force and
effect.
SECTION 3. Because of the immediate and great dan�er to per-
sons, property, life, limb, health and safety of the people and vehicles,
on and about the streets and highways of the City of Cape Girardeau,
Missouri, due to traffic accidents, an emergency is hereby deelared to
exist within the meaning of the Constitution and laws governing cities
of the third class; therefore, this Ordinance shall be in full force
and effect from and after its passa�e and approval .
