AN ORDINANCE PROVIDING FOR THE APPOINTMENT,
RETENTI�N A ND �MPLOYMENT QF JACK 0. KNEHANS
AS CITY AT'FORPiEY OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, ON A PART-TIME CONSULTAN'� BASIS,
PROVIDING FOR THE BASIS OF HIS COMPENSATIOlrT
AND THE EFFECTIVE DATE TI3EREOF.

WIi�R�AS, Jack 0. Knehans, the duly appointed, qualified
and �acting City Attorney of the Citg of Cape Girardeau, Mis�ouri,
tendered hi$ resi�nation on June 1, 1953, �ffective as of that -
date; and
WHEREAS, the City Council accepted suah resignation
upon ths condition and with the understanding that he would
temporarily continue performing the duties of the office of City
Attorney until his stzccessor was appointed and qualified; and
WHERFAS, the said Jack 0. Knehans cannot further contir�ue
in the eapacity of City Attorney arsd perform the duties of' such
oPfiee on a full-time basis, but, at the reque�t of the Mayor and
the City Council, he has expressad hig willingness to as�iat on
a part-time con�ultant basis and adnise the Council and handle such
lega]. matters as are ab�olutely imperatine at such times and under
circumstances when he would be available and his private law
practice would perr�it for a reasonable length of time or until
his �ucce�sor is appointed and qualifies, provided such appoint-
ment and qualification sha11 occur without undue delay and on or

NOW, TH�REFORE, BE IT ORDAINED BY THE CI�'Y COUNCIL OF ���,���
TH�; CITY OF CAPE GIRARDEAII, MISS�URI, AS FOLLOWS:
SECTION 1.. Jack 0. Knehans is hereby appointed, retained
and employed as City Attorns�y for the City of Cape sirardeau, Mis- .
souri, on a part-time consultant basis from and aPter June 15s 1953,

provided that such appointment is made by the City Council and
accepted by the said Jaek 0. Knehans npon the express condition
and understanding th at he sh all not be required to devote more
time to his duties than his aff airs and nrivate law practice will
permit, and provided further that he shall be called upon a.nd
handl�s onl� su�h legel matters as are ab�olutely imperative, and
that he ahall not b� required to handle any lsgal �tatters if,
in his jud�ment, he does not have an opportunity so to do because
of his other business and private practice.
SECTI4N 2. No fixed nor set salary shall be paid said
attorney, but his eompensation. for sueh le�al duties and services
as he performs and renders shall be billed b�r him on the first
and fifteenth days of each ealendax month, based on the u�ual,
customary and reasonable fees and char�ss ordinarily made for
such services.
SECTION 3. Any and all ordinances or parts of
ordinances in confliet herew ith are he reby repealed. Thi$
c�rdinance shall take effect and become in full force on this
15th day of June, 1953•
