S;�CTI01`d 2. That the Council finds and declares tr,at said resolution
has 'ocen published in the Southeast i�iissourian, a daily neti�rs*�aper y�rii2ted and
publish,sd in the �ity of Ca.>>e Cixardeau, ::issouri, and doin� th� City printi.ng,
for seven consecutive issues, and tiiat r.ore than ten c��Js have elapsed since
tlie last publication thereof in said paper, and that a ma.jority of the resident
owners of' lanus liable for the cost oi said ir:iprovement at the date o� passa�e
of sa,id resolution and ti;rho also oVrn a nnu,jority oi the front feet fronting and
abuttiL�� on said imarover_vent did no�; within ten days after said last date of
publication of said resolution, iile with the City Clerk their protest a�ainst
the �r:�proveraent as rerui�ed by law and ordinances oi' the City. The Covncil
being of the opinion that thc necessity still. exists for the improvement of
saicl :ain :"�c-,�eet proposed i.n said resolution, hereby
reaf�'ir�is its previous action in declG'rin� said ir�l�rovement necessary.
