That the Council finds and declares that said resolution has been published in the Southcast i�iissourian, a daily neti,rspaper printed and publish�d in the City of Ca�e Girardeau, i�issouri, and doin� the City printing, far seven consecutive issues, and �hat nore than ten c�.fs have elapsed si.nce tlle last publication thereof in said pa.per, and that a majority of the resident owners of lands liable for the cost of said a.mprovement at the date o.f passage of said resolution and who also ot�rn a na jorzty of the front feet front�g and abuttin� on sa,id improver_vent did not within ten days after said last date of publication of said resolution, i'ile with the City Clerlc their protest a�ainst the ir�proveraent 4s reruired by I�.vt �nd ordinances oi' the Cit f.
