AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE
QUALIFIED ELECTORS OF THE CITY OF CAPE GIRARDEAU ,
MISSOURI , AT A PUBLIC ELECTION TO BE HELD IN SAID
CITY ON THE 2nd DAY OF APRIL , 1963 , OF A PROPOSITION
F OR A L IBRARY TAX
WHEREAS , petitions have been submitted to the City Council of the
City of Cape Girardeau , Missouri , for a vote of the qualified electors
of said City on the proposition of a library tax of two ( 2) mills and
it has been certified to the Council by the City Clerk that said
petitions are sufficient under the provisions of Section 182. 140 of
the Revised Statutes of Missouri , now therefore ,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU ,
MISSOURI , AS FOLLOWS :
Section l . A special election shall be and the same is hereby
called and ordered to be held in the City of Cape Girardeau , Missouri ,
on Tuesday, the 2nd day of April , 1963 , for the purpose of submitting
to the qualified electors of said City the following proposition , to—wit :
For a two (2) mill tax for the free public library.
Against a two ( 2) mill tax for the free public library.
Section 2. Said special election shall be held in the following
precincts and at the polling places herein set out :
Ward No . 1 : Third Street Methodist Church , 1200 Big Bend Road
Ward No . 2: St . Andrew Lutheran Church
Ward No . 3 : Common Pleas Courthouse
Ward No . 4 : Groves Motor Company
Ward No . 5 : Houck Field House
W;�rd No . 6 : Franklin Elementary School
Ward No . 7: Arena Building in Arena Park
Ward No . 8 : Knights of Columbus Hall
Ward No . 9 � Carpenter ` s Union Hall , 731 Jefferson Avenue
Ward No . 10 : Junior High School
Ward No . 11 : New Central High School
Ward No . 12: May Greene Elementary School
Ward No . 13 : Arena Building in Arena Park

Section 3 . The Council , in due time prior to the date of the
aforesaid election , shall appoint four judges of said special election
at each of said polling places who shall receive as compensation for
their services $ �1, � per day, and the judges at each polling
�. ace shall designate two of their number to act as clerks of the
election.
Section 4 . The City Clerk is directed to prepare and cause to be
published in the Southeast Missourian , a daily newspaper published and
of general circulation in the City of Cape Girardeau , Missouri , a
notice of said special election, which notice shall be published on
March 11 , 18 , 25 and April l . The said notice shall be in substantially
the following form, to—wit :
NOTICE OF SPECIAL ELECTION
CITY OF CAPE GIRARDEAU , MISSOURI
Notice is hereby given that a special election will be held
in the City of Cape Girardeau , Missouri , on Tuesday, the 2nd
day of April , 1963 , pursuant to an ordinance duly passed and
approved on the 4th day of March , 7-963 , for the purpose of
submitting to the qualified electors of said City the follow—
ing proposition , to—wit :
� For a two ( 2) mill tax for the free public library.
� Against a two ( 2) mill tax for the free public library.
The said special election will be held at the follo�ng—
designated polling places in said City:
Ward No . l : Third Street Methodist Church , 1200 Big
Bend Road
Ward No . 2: St . Andrew Lutheran Church
Ward No . 3 : Common Pleas Courthouse
Ward No . 4 : Groves Motor Company
Ward No . 5 : Houck Field House
Ward No . 6 : Franklin Elementary School

The polls of said election will be opened at the hour of six
o ' clock A .M . Central Standard Time and will remain open
until seven o ' clock P.M . Central Standard Time on said day.
Given under my hand and the seal of the City of Cape
Girardeau , Missouri this _� day of March, 1963 .

Section 5 . The City Clerk is hereby authorized and directed to
have prepared and to furnish to the judges of said special election
all necessary poll books , tally sheets , ballots and other supplies
for use at said election , and the ballot to be so supplied shall be
in substantially the following form, to—wit :

Section 6 . This ordinance is necessary for the immediate preser—
vation of the public peace , health and safety and shall go into effect
immediately upon its passage and approval .
Passed and approved this 4th day of March, 1963 .
