CITY MANAGER FORM ORDINANCE NO. ���_ AN ORDINANCE AMENDING CHAPTER 17 OF THE GENERAL ORDINANCES OF GAPE GIRARDEAU, MISSOURI, RELATzNG TO THE AIRPORT AND THE CAPE GIRARDEAU AIRPORT BOARD BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CAPE GIRARDEAU, MI550URI, AS FOLLOWS: SECTION 1. Chapter 17 of the General Ordinances of the City of Ca.pe Girardeau, Missauri, is hereby amended as follows: 17. Ol AIRPORT BOARD, CREATION. There is hereby created a board consiating of five resident taxpayers of the City and an ex afficiq member without vote, which board shall be known and designated as the Cape Girardeau Airport Board. 17. 02 AIRPORT BOARD, MEMBERS. (a� The Cpuncil shall appoint the first members of the Airpart Board for terma as follows: One member sha.11 be appointed tv serve for a term qf six years commencing June 13, 1946, two members for a term of four years commencing June 13, 1946, and two members for a term of two years commencing June 13, 1946. Thereafter, as the term of each member expires, the Council aha.11 appoint a successor for a term of six yeara except as hereinafter pro- vided. (b) The City Mana.ger sha.11 act as the ex officio member of the baard and shall serve in an advisory capacity and mainta.in liaison with the Council but shall have no vote in the deliberationa of the board. (c) Any member of the board may be remaved at any tirne by action of the Council with or without cau se. {d) If a vacancy on the board accurs �ither by death, resignation, removal, disqualification or for any reason, the Council ahall fill such vacancy by appointing a new member�thereto to serve the balance of the unexpired term, 17. 03 AIRPORT BOARD, MEETTNGS. (a) The Airport Board ahall, within two weeks after its appointment, meet and at such meeting select among its members a chairman, vice chairman and secretary. Such officers sha.11 serve for a term of one year from their election and each year thereafter the board shall again reorganize ae set out above. The chairrnan shall preside at all meetings and shall have the authority to call meetings at times other than at the regular tim� fixed for meetings and as he sees fi� Any action taken at a call meeting ahall have the same effect as though done at a regular meeting. The secretary shall have cha.rge of and keep an accurate record of all proceedings of the board. tb) The board shall have the authority to adopt such by-laws governing the conduct of its businesa as it deems necessary. It sha.11 set a regular date every three montha for its regular meeting and ahall advise the City Clerk of the date set in order that persons having business with the board will be advised, Each board member shall be deemed to occupy a position of trust in the same manner as other city officials. 17. 04. AIRPORT BOARD, POWERS AND DUTIES. The Airport Board shall investigate any and all problems connected with the construction, improvement, equipment, maintenance and operation of the Cape Girardeau Municipal Airport and sha.11 recommend solutiona thereto. It shall study the patential growt�h of aviation and its value to the City of Ca.pe Girardeau and report on its findings to the City Council. It shall act as an advisory body to the City Council in regard to the general operation of the airport. �- 17. 05 AIRPORT FUND. All moneys derived from the aperation of the airport shall be paid over to the City Clerk for deposit with the City Treasurer in a apecial accaunt known as the airport fund and all expenses for the aperation and maintena.nce of the airport shall be paid out of the airport fund upon warrants isaued by the Clerk and countersigned by the Mayor. 17. 06 RULES. The Airp�rt Board shall recommend to the Council the adoptian of such rules and regulations governing the use and aperation of the airport as it deems in the best interest of the City of Cape Girardeau. 17. 0? REPORTS. The Board ahall report to the Council on any matter at any time as it may be directed by the Council. SECTION 2. This Ordinance aha.11 be in full force and effect ten daya after its pa.ssage and approval. Passed and approved this 4th day of May, 1966.
