AN ORDINANCE ACCEPTING AND APPROVING NEW PAY PLAN, REPLACING
EXISTING PAY PLAN FOR CITY EMPLOYEES OF THE CITY OF CAPE
GIIRARDEAU, MISSOURI
WHEREAS , the City of Cape Girardeau has operated under
an existing pay plan for City employees for a number of
years; and,
WHEREA5, the City Council of the City of Cape Girardeau,
Missouri, has authorized the City Manager to formulate a new
pay plan; and,
WHEREA5, this new pay plan is now prepared in final
f orm;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF CAPE GIR.ARDEAU, MISSOURI, AS FOLLOWS:
SECTION 1. A new pay plan to be effective as of July l,
1971, is hereby accepted and approved, a copy of which is
attached hereto marked "Exhibit A" and incorporated herein by
reference. This new pay plan shall replace the existing pay
plan for City employees of the City of Cape Girardeau, Missouri.
5ECTION 2 . This Ordinance is declared to be an
emergency and shall become effective immediately upon its
passage and approval because of the date of July l, 1971
having already passed and the need to enact the new pay plan.

SECTION l. Effective July l, 1�71 , the job classification and
pay plan for City employees as eCtablished k�y City Manager Form
Ordinance 270 shall be replaced b_y the salary plan contained in
this document.
SECTTnN 2 . The joh titles , sal�ry ranges , and rules presented
in paragrapns a. through j . of this ser,tion shall constitute the
job classification and pay plan for the City of Cape Girardeau:
a. Job Titles and Pay Fanges . �7ob titles and pay
ranges established by this pay plan are those contained
in Addenda I , attached.
b. Progression ta Base Rate. Progression through the
salary range for eac�h position shall be from the
beginning rate to tt:e base rate according to the
schedule specified i.n Addenda I . Scheduled pay
increases shall become effective on the fi.rst day of
the month to F�hich t.he employee ' s employment date
comes closest . If �n employee does not perform
acceptabl.y during th.e development period he will be
terminated in lieu of receiving the scheduled increase.
After the base rate is achieved, progression will be
on the basis of lonc�evity and j ob per_formance as
provided in paragra��hs c. and d. below.
c. Longevity. After at.taining the base rate for a
position, and so long as performance is satisfactory
and funds are availa.ble, an employee shall receive
annual longevity ir_creases in the amount scheduled
for the position, sL.ch increases to be effective on
the first day of the month closest to the base rate
anniversary date. In the event an employee is not
deemed qualified for a longevity increase , he shall
be terminated, placed on one year' s probation , or
reclassified to a less demanding position.
d. Job Performance . T_n. order to increase and encourage
employee incentive and performance each employee will
be reviewed annually for a possible performance
increase. Upon approval of the City Manager, job
performance increases equivalent to one to three

years ' longevity may be granted in ad�ition to the
narmal longevity increment.
It is the intent of_ this document that job performance
increases will be aw�arded for documented performance
or potential of a su.perior nature as determined by
departmental supervisors and approved by the City
Manager. Longevity increases and increases arising
from general adjustments to the pay plan comprise
compensation for con.tinuous average performance or
potential.
e. Promotion. Upon pr�motion to an advanced position,
an employee will receive a salary increase to the
entry level of the new position or a 5 per cent
increase of his pre-promotion base rate of pay to
the nearest multiple of $5 , whichever is greater.
Progression to the ��ase rate of the new position
will be as schedulec. on Addenda I . Should an employee
enter a new position. at a rate higher than the base
rate for that position, his salary will remain at
the entrance rate for one year at which time longevity
and performance increase procedures will apply . In
this case, the base rate anniversary date will be
the date of promotion to the new position .
f . Temporary Employees . Temporary employees may be
paid at or below thE entry level , at the option of
the City Manager. F'or purposes of progression
through a pay range, a temporary employee ' s tenure
begins on the date h.e achieves permanent status .
g. Adjustments to Pay Schedule. Salary ranges established
by this plan. will be reviewed annually by the City
Manager, and adjustments will be recommended to the
City Council as the need arises .
The City Manager is authorized to adjust the salary
range for individual. positions . The cost of such
individual adjustmer.�,ts is not to exceed 10 per cent
of the base rate or $50 per month , whichever is less ,
without the specific approval of the City Council.
The total annual cost of such adjustments to individual
positions during any� one fiscal year shall not exceed
one half of one per cent of the annual payroll. The
City Manager shall c.ocument such adjustments and the
basis therefor.

h. Additional Positions . Whenever a need for a new job
skill is clearly indicated , the City Manager is
authorized to add, without Council action, such
additi�onal job position at such rates within the
overall design of this salary plan as labor market
conditions may indicate . This provision shall. not
be interpr.eted as granting the City Manager authority
to increase the number of budgeted positions .
i. S�ecialty Grades . The City Manager is authorized to
create specialty grades within a department for which
up to a $20 month'_y salary differential may be paid
upon qualification by an employee and so long as an
employee is assigned and performs in such specialty
grade .
j . Reduction of Pay Ran�e . Salaries may be suspended
or reduced by tYie City Manager for disciplinary or
corrective purposes . However , for employees ahove
the base rate, such disciplinary or corrective
reduction shall not be to a level below the base
rate for any job position. Should an employee 's
performance not be adequate to sustain the base pay
rate , the employee shall be terminated or re-graded
to a less demanding position.
SECTION 3 . Conversion from the existing pay plan to the salary
plan contained in this document shall be in accordance with the
following criteria:
a. Salary levels at July l, 1971, for each permanent ,
full-time employee , employed before January l, 1971,
shall be his salary at June 30 , 1971, adjusted for
any pay increase authorized by the City Council in
the 19 71-72 �3udget .
If adjusted salary is at or above the applicable
base rate, the employee ' s salary will be incr.eased
annually effective July l, each year by the applicable
longevity factor plus any performance increase
approved by the City Manager until the maximum level
is reached. If adjusted salary is below the applicable
base rate , progressi�n to the base rate will be at
scheduled intervals and rates , after which longevity
and performance provisions will apply.
Employees hired on or after January l, 1371, shall
progress as outlined in Addenda I , attached.

b . Performance and longevi.ty provisions will apply
after June 30 , 1972 �
c. Upon approval by thE� City Manager, individual salaries
will he adjusted so that, all other factors beinq equal ,
no employee in any one job position will earn more
than a senior empZo��ee in that same position .
SECTION 4. New permanent emplo��ees will begin at the starting
salary for the position for which hired unless a exception is
granted in writing by the City Manager. Such exceptions will be
based. upcn a demonstration tha� t:he prospective employee has
job experience justifying such e�:ception or that recruiting
difficulty is being encountered in the filling of a job vacancy
because of the standard entry le��el .
SECTIUN 5 . The responsibility znd authority for administering
and interpreting the provisions of this pay plan shall be vested
in the City Manager .
