AN ORDINANCE GRANTING A 5PECIAL U5E PERMIT TO BRUCE S. WATKINS
AND JANET C. WATKIN5 FOR PURPOSES OF MAINTAINING AND OPERATING A
DOG KENNEL E5TABLI5HMENT, T0 BE LOCATED ON A PART OF THE WEST HALF
OF THE 50UTHEA5T QUARTER OF 5ECTION 22, TOWNSHIP 3I NORTH, RANGE
13 EAST, CITY AND COUNTY OF CAPE GIRARDEAU, BTATE OF MISSOURI
WHEREA5, Bruce S. Watkins and Janet C . Watkins are the
owners of certain pro�erty in the City of Cape Girardeau, Missouri
on which they desire to operate and maintain a dog kennel for
grooming, boarding and professional training of dogs in conjunction
with the sale of pet supplies; and
WHEREA5, the proposed location of this dog kennel
establishment is 2222 Old Jackson Road in the City of Cape
Girardeau, Missouri; and
T�IHEREA5, the Zoning Code of the City of Cape Girardeau
requires that a 5pecial Use Permit be granted for such dog kennel;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF CAPE GIRARDEAU, MI550URI, AS FOLLOWS:
SECTION 1. The City Council, having duly considered the
application finds that the granting of the Special Use Permit
will not substantially increase traffic hazards , congestion, fire
hazards or adversely affect the general character of the neighborhood
or the general welfare of the community nor will it overtax public
utilities or be in conflict with the comprehensive plan.
SECTION 2. A Special Us� Permit for the purpose of
maintaining and operating a dog kennel establishment in Cape
Girardeau, Missouri , on the following desCribed property:
Part of the West Half of the Southeast Quarter of
Section 22, Township 31 North, Range 13 East, described
as f ol lows:
From the southwest corner of the East Half of the
5outheast Quarter of Section 22, run North 0° 30 ' East,
916. 4 feet to a 3/4" iron pipe on the northeast side
of the Old Cape Girardeau-Jackson Road; thence continue
North 0° 30 ' East, along the quarter quarter line,
326 .0 feet for the beginning corner; thence North
0° 30 ' East, along tY�e quarter quarter line, 459 .0 feet
to an angle iron for a corner, from which a Hickory
10 inches bears North 71 1/2° West, 34 .0 feet and a
Hickory 12 inches bears 5outh 3° West, 29. 2 feet; thence

South 64° 25 ' West, .345.0 feet to a 3/4" iron
pipe on the northeast side of the Old Cape Girardeau-
Jackson Road, for a corner, from which a Sassafras
6 inches bears North 68° East, 18. 8 feet and an
Elm 9 inches bears South 70° East, 22. 8 feet; thence
South 25° 35' East, with the northeast line of the
Old Cape Girardeau-Jackson Road, 340 .0 feet for a
corner; thence South 89 1/2° East, 160 feet to
the beginning corner, containing 2 . 197 acres.
is hereby granted to Bruce 5 . Watkins and Janet C. Watkins , to
be effective ten days after the date of passage and approval of
this ordinance. The proposed special use must comply with all
regulations set forth in the Zoning Code for the district in
which the use is located except those which have been specifically
excepted under this permit, all other applicabTe ordinances of the
City of Cape Girardeau and any special conditions contained in the
Special Use Permit, a copy of which is attached hereto, marked as
"Exhibit A" and incorporated herein by reference. The Mayor is
hereby given the power to execute the Special Use Permit for and
on behalf of the City of Cape Girard�au, Missouri .
5ECTION 3 . This ordinance shall be in full force and
effect ten days after its passage and approval.

5PECIAL USE PERMIT
Bruce 5. Watkins and Janet C. Watkins are hereby granted
a Special Use Permit for the purpose of maintaining and operating
a do� kennel for grooming, boarding and professional training
of dogs in conjunction with the sale of pet supplies in the
City of Cape Girardeau, Missouri, on the following described
property for a period of indefinite years.
Part of the West Half of the Southeast Quarter

to the beginning corner, containing 2 . 197 acres .
This Special Use Permit granted upon the condition
that the Applicants be bound by all City Ordinances which
pertain to said 5pecial Use Permit and that the Applicants be
bound by the following conditions which are imposed as a
condition of issuance of this 5pecial Use Permit. Upon the
failu�e of Applicants to comply with these special conditions ,
the Special Use Permit will automatically terminate with the
right of the City of Cape Girardeau to enter upon the land to
abate such special use.
5PECIAL CONDITIDNS:
l. Special Use Permit nontransferable and use limited
to Bruce S. Watkins and Janet C. Watkins .
