MEETING MINUTES
January 20, 2016

REGULAR MEETING
Chairman Lage called the meeting to order at 4:30 p.m. A moment of silence was observed for
Richard "Dick" Withers, Historic Preservation Commission member, who passed away on January 8,
2016.
The minutes of the December 16, 2015 meeting were unanimously approved upon motion made by
Mr. Komorech and seconded by Mrs. Kipper.
CERTIFICATES OF APPROPRIATENESS
374 North Park Avenue
The Commission reviewed a Certificate of Appropriateness request from David and Suzanne Price for
the property at 374 North Park Avenue in the Boulevard Local Historic District. Mr. David Price,
applicant, explained that they would like to install a pair of handrails along the front porch steps. The
proposed handrail style is black metal with twisted spindles.
A staff report was presented to the Commission, which indicated the proposed design is more modern
than other handrails in the district. Staff recommended the applicant consider a design that is more
characteristic of the older, classical handrails. But, given the fact the visual impact of the twisted
spindles is minimal and the design is already present in the district, the staff did not believe it to be
inappropriate. Attached to the staff report were several photos of existing handrails in the district,
including one that was very similar to the proposed design. Mr. Komorech stated that as times
change, the availability of certain materials and styles changes as well. The older handrails are more
ornate and may not be available or affordable today. Mr. Price indicated there is a limited selection of
handrail styles in this area.
A motion was made by Mr. Komorech and seconded by Mrs. House to approve the Certificate of
Appropriateness request for 374 North Park Avenue. The motion passed with a vote of 8 in favor, 0 in
opposition and 0 abstaining. (Aye: Giebler, House, Kipper, Komorech, Lage, Nesler, Slinkard, Taylor)

Mr. Shrimplin presented a revised Call for Nominations press release, with the submission deadline
for nominations set for March 11, 2016 (the Friday before Southeast Missouri State University's spring

break) and the March meeting date for presentations set for March 30, 2016 at 7:00 p.m. Mr.
Shrimplin will work with the City's Public Information Office to issue the press release.
Historic Preservation Month
Mrs. Kipper informed the Commission that she sent an email to Mr. Charles Distefano, Boulevard
Local Historic District representative, regarding the proposal to hold the 2016 Historic Preservation
Month Walking Tour in the district. Mrs. Kipper had not yet received a response and agreed to follow-
up with some of the district residents by the end of January so that a decision could be made on the
tour location during the February meeting.
Partnership with OTC on "This Place Matters" Campaign
Mr. Taylor reported that Old Town Cape has three (3) buildings ready to be featured as part of the
National Trust for Historic Preservation's "This Place Matters" campaign: D'Ladium, Carnegie Library
and the Buckner-Ragsdale building. The narratives were prepared by a Southeast Missouri State
University graduate assistant. He asked the Commission members to think about which places should
be featured in the campaign and to send their information to him.
Staff Communication
Mr. Shrimplin explained that Dr. Steven Hoffman could not attend the Historic Preservation
Commission meeting due to a Wednesday night class he is teaching this semester. However, Dr.
Hoffman did inform Mr. Shrimplin that the 2015 Historic Resource Survey had been completed and 1/4.000
asked for approval to begin the 2016 Survey. The 2015 Survey completed the South Sprigg Street
area south of Missouri Route 74 and the students were able to start in the Red Star District.
However, not much of the Red Star area was completed and the forms needed corrections.
Therefore, Dr. Hoffman suggested starting over in the Red Star area for the 2016 survey. A motion
was made by Mrs. Slinkard and seconded by Mrs. Giebler to recommend the City enter into a contract
with Southeast Missouri State University to conduct the 2016 Historic Resource Survey in the Red
Star District at a cost not to exceed $500.00. The motion passed with a vote of 8 in favor, 0 in
opposition and 0 abstaining. (Aye: Giebler, House, Kipper, Komorech, Lage, Nesler, Slinkard, Taylor)
Mr. Shrimplin informed the Commission that the funding for the Fort D roof project has been
increased. The Fort D roof is one of several projects funded by the Casino revenue. Some of the
other projects were completed under budget, and the excess funds were divided and reallocated to
the remaining projects. Staff will schedule a meeting with Scott and Patti House to discuss the next
steps.

There being no further business, the meeting was unanimously adjourned at 4:50 p.m.
