CITY MANAGER FOR1�I ORDINANCE NO. j3 AN ORDINANCE APPROVING THE FORM OF AN ENGINEERING SERVICES CONTRACT BETWEEN THE CITY OF CAPE GIRARDEAU, MISSOURI, AND HORNER & SHIFRIN, INC. , CONSULTING ENGINEERS, FOR AIRPORT APRON EXTENSION DESIGN, AUTHORIZING THE MAYOR TO EXECUTE, AUTHORIZING THE PAYMENT OF A SUM OF MONEY WHEREAS, the City of Cape Girardeau, Missouri, proposes to improve the Cape Girardeau Municipal Airport with an airport apron extension, and WHEREAS, there is a need for professional engineering services for design of said improvements, and WHEREAS, Horner & Shifrin, Inc. , Consulting Engineers, a Missouri Corporation authorized to do business in the State of Missouri, desires to provide said engineering services and enter into a contract with the City for said services; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS: SECTION 1. The "Engineering Services Contract" , copy attached hereto marked Exhibit "A" , between the City of Cape Girardeau, Missouri, and Horner & Shifrin, Inc. , Consulting Engineers, is approved as to form. SECTION 2. The Mayor of the City of Cape Girardeau, Missouri, is hereby authorized and directed to execute said Contract, copy attached hereto marked Exhibit "A" , for and on behalf of the City of Cape Girardeau, Missouri. SECTION 3. Payment of a sum of money by the City of Cape Girardeau, Missouri to Horner & Shifrin, Inc. , Consulting Engineers, for engineering services, is hereby authorized to be made in accordance with the terms and provisions of said Contract. SECTION 4 . This ordinance shall be in full force and effect ten days after its passage and approval. ', , AGREEMENT THIS AGREEMENT, made this day of , 1978, by and between the City of Cape Giaradeau, Missouri (hereinafter referred to as the "City") , as Party of the First Part, and Horner & Shifrin, Inc. , Consulting Engineers (hereinafter referred to as the "Engineer") , Party of the Second Part, WITNESSETH: THAT, WHEREAS, the City of Cape Girardeau, Missouri, has selected Horner & Shifrin, Inc. , Consulting Engineers, to perform Professional Services as hereinafter outlined in the preparation of Construction Plans, Specifications and Bidding Documents and in the Engineering Observation of Construction for an Apron Extension at the Cape Girardeau Municipal Airport, located at Lati- tude North 37 degrees, 13 minutes, 33 seconds, Longitude West 89 degrees, 34 minutes, 13 seconds in Scott County, State of Missouri, and THAT, WHEREAS, the Engineer agrees to furnish executed "Certification of Engineer," included herein. NOW THEREFORE, in consideration of the payments and covenants hereinafter mentioned to be made and performed by the Party of the First Part, the Party of the Second Part hereby covenants and agrees that he shall faithfully per- form Professional Services called for by this Agreement, in the manner and under the conditions hereinafter set forth. ARTICLE I - SCOPE OF WORK The work included in this Contract includes the construction of a concrete aircraft parking apron extension, approximately 800 feet long by 150 feet wide, adjacent to an existing apron located in the southeast portion of the airport terminal area. It is expected that the work will be accomplished with Federal financial assistance from the Federal Aviation Administration directed Airport Develop- ment Aid Program (ADAP) . The Professional Services to be provided herein shall be separated into the following categories, where applicable or necessary, in the following paragraphs: 1. Engineering Design. 2. Engineering Observation of Construction. 3. Planning. . - 1 - A preliminary estimate of the pro�ect construction cost of the items of work, including contingencies, is as follows: Apron Construction - $197,940 Contingencies - 35,140 Total - $233,080 ARTICLE II - ENGINEERING SERVICES The Professional Engineering Services to be rendered by the Engineer for the Apron Extension are as follows: 1. Description of Work The City of Cape Girardeau has obtained a Federal Grant for participation in the construction of an extension to the general aviation aircraft apron. This apron will be constructed ad�acent to and immediately east of the present apron and is expected to be 150 feet in width and 800 feet in length. It is also expected that it will be designed to be similar to the ad�acent pavement and will be designed to accommodate aircraft with a maximum gross weight of 30,000 pounds. 2. Engineering Design A. General. The services to be rendered by the Engineer under this part of the Contract will be the engineering design and the preparation of plans, specifications, and bidding documents required for the construction of the proposed Apron Extension. B. Field Surveys. Field topographic surveys, where necessary, shall be conducted covering the areas involved in the construction program for the de- velopment of the apron extension. Elevations shall be taken on a SO-foot grid and at all breaks in grade. Existing physical surface features shall be lo- cated including pavements, storm sewers, ditches, airfield lighting system, and other items pertinent to this work. Contour maps of construction areas shall be prepared at a scale of 1 inch equals 50 feet. The surveys will be in adequate detail so that complete construction plans can be developed. C. Soils Classifications. Sufficient record soils data is currently available to determine the soils classification in accordance with the proce- dures developed by the Federal Aviation Administration. A minimum of six 2- inch diameter bore holes will be hand augered within the limits of the pro- posed apron area to verify the existing soils structure. D. Apron Extenaion. An aircraft parking apron 150 feet wide by 800 feet long will be designed. This apron will be designed to acco�nodate air- craft with a maximum gross weight of 30,000 pounds. The pavement structure is expected to be 6-inch thick portland cement concrete constructed on either a crushed aggregate or bituminous base/sub-base course. - 2 - Only minimal drainage improvements are expected to be required since pre- vious projects have established main drainage patterns. It is expected that one storm sewer, running north and south, will be designed and constructed. All areas within the limits of construction that are disturbed by the construction operations shall be fertilized, limed and seeded for the devel- opment of turf to minimize later erosion. E. Construction Drawings. The construction drawings for the Apron Extension shall consist of plans, elevations, sections, and other details necessary to provide complete working drawings for the pro�ect suitable for bidding purposes. F. Construction Specifications and Bidding Documents. The construction specifications and bidding documents will follow the pattern set by the Fed- eral Aviation Administration and previously used for the Cape Girardeau Munic- ipal Airport. The "Standards for Specifying Construction of Airports, AC- 150/5370-10," as published by the Federal Aviation Administration, shall be modified as necessary for use in this project. G. Engineering Re_port. An En�ineering Report concerning the items of work considered for construction as part of this pro�ect shall be prepared and submitted to the City and to the Federal Aviation Administration. A total of ten (10) copies will be furnished by the Engineer. H. Estimate of Cost. An estimate of the cost of the proposed project shall be prepared, based upon the approved designs, plans and specifications. I. Evaluation of Bids Submitted. The Engineer shall assist in the opening and evaluation of bids submitted on this project and make recommenda- tions concerning the award of the conetruction contract. J. Assistance in Completion of Forms. The Engineers shall assist in the completion of necessary forms required by the Federal Aviation Administra- tion for work accomplished as part of the Airport Development Aid Program. 3. Engineering Observation of Construction A. Personnel. The Engineer shall furnish, upon the specific request of the City, a Resident Engineer and sufficient staff as necessary to observe the construction operations to assure that every part of the work is done in substantial accordance with the Plans and Specifications. Wark accomplished as part of this service shall be in accordance with Attachment A to this Contract. B. Shop Drawings. Shop drawings submitted by the Contractor in connec- tion with the construction work shall be checked to assure that they conform with the Plans and Specifications, and shall be approved or disapproved for use in this pro�ect. - 3 - C. Testing. Field tests at the site of the work shall be made by the Engineer for conformity to the Plans and Specifications. Laboratory testing by a commercial testing laboratory, as required by the Specifications and by standard construction inspection practice, will be the responsibility of the City and invoiced by the Engineer in accordance with the requirements of Arti- cle V - Extra Services. The Contractor will be required by the Specifications to provide certain conformity and certification testing. D. Construction Surveying and Grade Layout. The surveying necessary for the construction, including staking of the apron and grade layout, will be accomplished by the Engineer. E. Measurement for Payment. Measurements for paytnent and computation of unit costs involved shall be made, and recommendations made to the City, relative to the partial and final paymenta to the Contractor. F. Preparation of As-Constructed Drawin�s. The original tracings shall be modified and corrected as required to reflect the actual construction accomplished. This is a requirement of the Federal Aviation Administration to process final payment. 4. Planning The Engineer shall revise the original drawings of the existing Airport Layout Plan to show the work accomplished as part of this pro3ect and to indi- cate any minor changes or developments that have been made since the last revision to the Plan in 1975. This item of work is intended to be minor in scope and does not include any on-site field surveying, determining of approach conditions or obstruc- tions or other advanced planning. Should additional F.ngineering Services be required and requested, such services shall be provided by the Engineer either under the terms of a separate Agreement, an amendment to this Agreement, or under the terms provided in Article V - Extra Services of this Agreement. ARTICLE III - TIME OF COMPLETION A. The Planning and Engineering Design for the Apron Extension, referred to in Article II, will be transmitted to the City for review within 75 days following authorization to proceed. B. The Engineering Observation of Construction, referred to in Article II, will be continued to the completion of the construction pro�ect. This work is optional and shall be performed by the Engineer only upon specific written direction of the City. - 4 - ARTICLE IV - FURNISHED BY THE CITY The City will furnish the Engineer such reports, maps, drawings, data and other information which it may have and which may have a bearing on the work to be done under this Contract. It is expected that close cooperation with the City Administration and the Federal Aviation Administration will be possi- ble throughout this work. ARTICLE V - EXTRA SERVICES It is currently anticipated that no "Extra Services" will be required under this contract; however, should the City order or request major changes after substantial completion of the working drawings and bidding documents which would require the Engineer to accomplish additional design, prepare additional drawings, or to incur other expenses not provided for in the scope of this contract, or if it is necessary to prepare an Environmental Impact Statement of any type or modify the Airport Layout Plan or Exhibit "A" except as noted previously to satisfy Federal Aviation Administration requirements, or if he is ordered to do additional work in design or observation of construc- tion for work not included in the scope of this project, such work will be accomplished and paid for in accordance with the following procedures: 1. The City shall notify the Engineer, in writing, of the need for Extra Services and shall provide the proposed scope of work and other pertinent details. 2. The Engineer shall provide a supplemental agreement defining the amount of work required to accomplish the proposed scope of work and the cost therefor. The cost shall be either a lump sum fee or shall be based on the actual time spent on the work by the members of the Engineer's ataff charged at the then current charge-out rate plus the actual cost of directly allowable expenses. 3. All supplemental agreements shall be subject to review and approval by the City and the Federal Aviation Administration, if Federal funds are to be involved. ARTICLE VI - DRAWINGS AND DOCUMENTS The Engineer shall prepare, submit, and revise necessary preliminary plans until such plans receive the final approval of the City and the Federal Aviation Administration. The Engineer shall furnish working plans, specifi- cations, estimates and details where required for the pro,ject. The construction plans for the pro�ect shall be prepared on mylar. Five (5) sets of prints of the completed plana shall be submitted by the Engineer for final approval. - 5 - Specifications shall follow the pattern previously used for pro�ects of a similar character at the Cape Girardeau Municipal Airport. The "Standards for Specifying Construction of Airports, AC 150/5370-10," as published by the Fed- eral Aviation Administration, shall be modified as required for use in this project. The bidding documents shall be prepared in accordance with the re- quirements of the City and the Federal Aviation Administration. Thirty (30) copies of the specifications and bidding documents, and fif- teen (15) sets of prints of the conatruction plans shall be submitted by the Engineer to the City for advertising and letting of the pro�ect. Additional sets of prints and specifications, if required, will be paid for by the City at actual cost of printing as specified in Article V - Extra Services. The Plans, Specifications and Bidding Documents will be issued from the Cape Girardeau City Clerk's Office. Bids will be recieved at Cape Girardeau in accordance with the standard practice of the City. One set of As-Constructed prints shall be submitted by the Engineer to the Federal Aviation Administration for their records. Two sets of the As- Constructed prints shall be submitted by the Engineer to the City. Completed drawings, calculations, estimates and survey notes shall be turned over to the City on request and become and remain the property of the City. ARTICLE VII - CERTIFICATION OF ENGINEER This Contract shall include a certification, executed by the Engineer, reading as follows: I hereby certify that I am the President and duly authorized repre- sentative of the firm of Horner & Shifrin, Inc. , Consulting Engineers, whose address is 5200 Oakland Avenue, St. Louis, Missouri, 63110, and that neither I nor the above firm I hereby represent has: (a) Employed or retained for a commission, percentage, brokerage, contingent fee, or other consideration, any firm or person (other than a bona fide employee working solely for me or the above consultant) to solicit or secure this contract, (b) Agreed, as an express or itnplied condition for obtaining this contract, to employ or retain the services of any firm or person in con- nection with carrying out the contract, or (c) Paid or agreed to pay to any firm, organization, or person (other than a bona fide employee working solely for me or the above consultant) any fee, contribution, donation, or consideration of any kind for, or in connection with, procuring or carrying out the contract; except as here expressly stated (if any) : - 6 - I acknowledge that this certificate is to be furnished to the Fed- eral Aviation Administration of the United States' Department of Trans- portation, in connection with this contract, involving participation of Airport Development Aid Program (ADAP) funds and is subject to applicable state and Federal laws, both criminal and civil. Date President / ay Secretary - �EAL ARTICLE VIII - FEES AND PAYMENT The fees to be paid by the City to the Engineer as full renumeration for the performance of all services call.ed for in this Contract, except Article V - Extra Services, but including all services required by the general instruc- tions attached hereto, shall be in accordance with the following schedule of f ees: 1. Engineering Design A. Apron Extension Design. For this portion of the Contract, including f ield surveying, soil borings, engineering design, preparation of construction drawings, specifications, bidding documents, preparation of Engineering Reports, estimates of costs, evaluation of bida submitted, assistance in completion of forms up to the time a Contract is awarded, and other servicea as set forth in Article II, Paragraph 2, the fees shall be the lump sum amount of $12,900.00. B. Payment. Partial payment shall be made to the Engineer as follows: Eighty percent (80%) of the fee shall be due and payable upon sub- mission of the Plans, Specifications, and Bidding Documents to the City and the Federal Aviation Administration for review. Ninety percent (90%) of the fee, less previous payments, shall be due and payable upon the opening of the bids for the pro3ect. Upon completion and acceptance of the construction work, one hundred percent (100%) of the fee, less previous payments, shall be due and payable. - 7 - In case bids are not requested and opened within sixty (60) days after delivery of the Plans, Specifications and bidding documents to the City ready for advertising, one hundred percent (100y) of the fee, less previous payments, shall be due and payable. In case substantial revi.sions of the Plans and Specifications are required because of delays in the letting of construction contracts, or because of the necessity for requesting additional bids, or because of additional expense incurred due to delays, or changed conditione, the Engineer shall be compen- sated in accordance with the requirements of Article V - Extra Services, for the additional work required for making such revisions. 2. Engineering Observation of Construction A. Apron Extension. For this portion of the Contract, if requested and authorized by the City, including Engineering Observation of Construction, construction surveying, approval of shop drawings, field testing, Contractor payment determinations, preparation of As-ConBtructed Drawings, preparation of Federal payment forms, and other services as set forth in Article II, Para- graph 3, the fees shall be the lump sum amount of $19,600.00. B. City Authorization. The City of Cape Girardeau reserves the right to and may delete all or portions of the Engineering Observation of Construc- tion work from this Agreement and assume all responsibility therefore and may accomplish the work with City personnel. The City shall notify the Engineer prior to start of construction as to the extent of services to be provided and if those services required are substantially less than described herein, the fees noted as due herein shall be void and the Engineer shall be reimbursed for services requested as provided for under Article V - Extra Services. C. Payment. Lump sum fees for Engineering Observation of Construction shall be payable monthly in proportion to the amount of construction work ac- complished, less 10% which will be retained by the City until final completion and acceptance of the construction work, at which time it shall be due and payable. Reproduction charges, commercial testing laboratory costs, toll telephone costs, and travel and subsistence costs (other than for the Resident Engineer, Inspectors and Surveyors) will be invoiced under Article V - Extra Services. No charge will be made for the travel and subsistence cost of the Resident Engineer, Inspectors and Surveyors. If a major change or addition to the scope of work ig required or exten- sions of time for completion of the construction project is required and au- thorized (not caused by the Engineer) an amendment to this Agreement will be negotiated by the participating agencies. 3. Planning For this portion of the Contract, including work as set forth in Article II, Paragraph 4, the fee shall be the lump sum amount of $500.00, which shall - 8 - become due and payable upon final approval of the Airport Layout Plan Revi- sions by the Federal Aviation Administration. Should a ma�or change or addi- tion to the scope of work be required and authorized, an amendment to this Agreement will be negotiated by the participating agencies. ARTICLE IX - CANCELLATION OF CONTRACT If the Engineer shall fail or refuse for any cause to complete the work to be done under this Contract, or any portion thereof, within a period of time deemed reasonable by the City, or should the Engineer violate any of the eonditions of this Contract, the City shall have the right to annul or cancel the Contract. Notice of such cancellation and the date thereof shall be given in writing to the Engineer, and the Contract shall be terminated on such date. Should the Contract be so terminated, all drawings and documents in con- nection with the project wi11 become the property of the City, who will, in that event, make reasonable allowence for expenses incurred and services per- formed by the Engineer to the date of cancellation, but will make no allowance for damages. ARTICLE % - ABANDONMENT OR SUSPENSION In the event of abandonment or suapension of the pro�ect or any part thereof by the City, all drawings and documents in connection with the pro�ect will become the property of the City, and the Engineer will be paid in propor- tion to the services rendered on account, up to the time of abandonment or suspension with no allownace for damages or anticipated profits for work not performed. ARTICLE XI - DECISIONS UNDER CONTRACT The City will determine the acceptability of all reports, drawings, spe- cifications and estimates to be furniahed, and will decide all questions that may arise relative to the proper performance of this Contract, and this deci- sion shall be final and conclusive. * * * * * * * * * * - 9 - IN WITNESS WHEREOF, the said Aorner � Shifrin, Inc. , Consulting Engineers, Party of the Second Part, have hereunto set ita hand and seal, and the City of Cape Girardeau, Missouri, Party of the First Part, acting by and through the City Manager, has subscribed these presents the day and year above written. City Counselor - 10 - ATTACHMENT A CONSULTING ENGINEER SERVICES FOR RESIDENT PROJECT ENGINEER ON PAVING PROJECTS Part I, Scope: Horner & Shifrin, Inc. shall provide services upon the specific request and authorization of the City of Cape Girardeau for observation of the construction of ADAP Project No. 6-29-0013-04, Apron Extension, for the City of Cape Girardeau, State of Missouri. The airport is located approximately 5 miles south of the City of Cape Girardeau on Interstate Highway 55. The project plans and specifica- tions will become a part of this contract. Part II, Personnel and Equipment: A building or other space suitable for a field office and a field laboratory will be provided by the City of Cape Girardeau or the contractor as indicated in the specifications. The remainder of the equipment required for surveying, material testing and other equipment required to accomplish surveillance for the project shall be provided by Horner & Shifrin, Inc. A Resident Engineer shall be provided on the project site at all times during construction of the project. The Resident Engineer shall have experience in the related field for which services is being provided. The Resident Engineer shall supervise any additional personnel required to provide observation and material testing services for the pro,ject. The Resident Engineer will have authority to make decisions regarding the project, sub�ect to approval of the City of Cape Girardeau and the FAA. Other required personnel will be listed in the appropriate sec- tions hereinafter. Part III, Surveyin�: The Engineer shall be responsible for establishing horizontal layout and vertical control for the construction phase of this pro�ect. The Engineer's surveying party shall be responsible for checking horizontal alignment and vertical control for compliance with the plans and for taking original and final cross sections for computing final pay quantities, as required or provided for in the specifications. All field notes and data collected during design will be available to the Resident Engineer. The survey crew shall consist of a minimum of three people comprised of a party chief/instrument man, head chainman and rear chainman. The party chief/instrument man shall have a minimum of five years experience in the field of surveying. The Resident Engi- neer may fill this position if he is qualified. The head chainman shall have at least 3 years experience in the field of surveying. The rear chainman shall have at least a working knowledge in the field of survey- ing. Part IV, Construction Observation: The Resident Engineer shall have experience in the major items of construction which are expected to con- sist of excavation and embankment; bituminous base course or crushed 1 aggregate base/sub-base; portland cement concrete paving; drainage improvements; and miscellaneous and associated items of work. A differ- ent Resident Engineer may be used for different phases of work. The duties of the field observation staff are outlined hereinafter. A. Subgrade, Sub-base and Base Course Construction. 1. Personnel: Horner & Shifrin shall provide one laboratory tech- nician with a minimum of two years experience in soil testing. It will be the responsibility of the technician to fiest the materials in the subgrade for compliance to the specifications. The Resident Engineer may be the technician for this phase of work. 2. Laboratory: Horner & Shifrin, Inc. wi11 provide the laboratory equipment and all equipment required to test the materials. 3. Required Tests: a. Embankment and Subgrade. Density and Moisture - One per layer for each 1,000 CY of embankment and one per each 500 S.Y. of subgrade. b. Sub-base and Base Course. (1) Quality Control Test - Gradation, Liquid Limit, Plasti- city Index, soundness and abrasion tests will be required for aggregates used in sub-base and base course construc- tion unless the aggregate source has been tested in the last year and meeta the project specifications. If the aggregate meets the specifications, the Engineer shall obtain copies of test reports and transmit these to the FAA. (2) Construction Tests - Gradation, Liquid Limit, Plasticity Index, Density and Moisture teata and layer thickness - one per layer for each 500 C.Y. of sub-base and base course material placed. B. Bituminous Base Course Paving Construction. 1. Personnel: Horner & Shifrin, Inc. shall furnish a Resident Engineer with experience in asphalt paving procedures. In addition if the contractors operation so require, assistants shall be pro- vided to compliment the Resident Engineer. Horner & Shifrin, Inc. will also retain the services of a commercial testing laboratory to provide the necessary tests for material quality control, mix design and plant control during production of the actual bituminous base course paving material used for construc- tion purposes. 2 The Engineer is expected to provide a minimum of two people for asphalt paving operations any day that it is anticipated that over 50 tons of asphaltic concrete will be produced. When less than 50 tons are produced, then at least the Resident Engineer shall be on site. The personnel shall consist of a Laydown Observer and one Laboratory Technician. a. Laydown Observer - The laydown observer shall have a minimum of S years experience as a asphaltic concrete laydown observer. If the Resident Engineer qualifies, then he may serve as laydown observer. The duties of the laydown observer is to check the laydown operation for compliance to the pro3ect specifications. In the event the contractor fails to comply with the specifications, then the observer shall notify the Resident Engineer immediately. The laydown observer shall check the paving equipment prior to paving operations for performance and compliance to specifications. b. Chief Laboratory Technician - The Chief Laboratory Tech- nician shall have at least 5 years experience in the field of asphaltic concrete laboratory services and/or shall be a certified laboratory technician in asphaltic concrete testing. The Resident Engineer may fill this position if he qualifies. However, the Resident Engineer will only fill one position. It shall be the duty of the chief laboratory technician to run or supervise all tests required by the specifications or this document for compliance. In the event materials do not meet project specifications, the chief laboratory technician shall notify the Resident Engineer immediately. 2. Required Tests: The following tests shall be considered a minimum unless otherwise indicated. When materials fail to meet the specifications, additional tests will be required. a. Aggregate Quality Tests - Soundness, Las Angeles Abrasion, and Freeze-Thaw Tests will be required for aggregates to be used in bituminous mixes unless the aggregate source has been tested within the last year and meets the specifications. Copies of all test results will be furnished by Horner & Shifrin, Inc. to the City and the FAA. If the aggregate meets the specifications, the Engineer shall provide copies of the test results. b. Preliminary Tests - Stripping, Plasticity Index, Liquid Limit, and Gradation Tests. Prior to design of the mix, these tests shall be accomplished by a commercial testing laboratory in accordance with methods indicated in the project specifica- tions. Prior to development of the design mix, the Engineer shall furnish the FAA gradation and absorption results of each individual aggregate and the recommended combined aggregate gradation for approval by the FAA. This may be accomplished by telephone or letter. 3 c. Mix Design - After the design combined gradation is determined and approved, the Engineer shall authorize a com- mercial testing laboratory to proceed with the asphaltic concrete mix design. The mix design shall be in accordance with ASTM D 1559 or Mil. Std. 620A. A minimum of 3 asphalt contents shall be used in the mix design and the results plotted on linear graph paper. The curves shall show optimum asphalt content for Marshall Stability and Unit weight and shall span the specification limita for flow, air voids and percent voids filled with asphalt. Also included in the asphalt mix design will be the Retained Marshall Stability Results testing in accordance with Mil. Std. 620A, Method 104. d. Construction Tests. (1) Combined or Hot Bin Aggregate. Gradation, Liquid Limit, and Plasticity Index. One per each 500 tons, 1 per day minimum. (2) Density and Thickness. T�aice Daily. (3) Marshall Stability, Flow, Air Voids and Voids Filled Bitumen. Twice Daily. (4) Extraction. Once daily. (5) Surface and Grade Tolerances. Four daily. Addi- tional tests on final inspection. (6) Test Results. The Resident Engineer or his repre- sentative shall notify the contractor of test results within 4 hours after the material in sampled. C. Concrete Paving and Structural Concrete Inspection. l. Personnel - Horner & Shifrin, Inc. shall furnish a minimum of two people when more than 50 cubic yards of concrete are to be placed daily. When leas than 50 cubic yards are to be placed, the Resident Engineer shall be on site during the placing, sawing and initial curing operations. 'The Resident Engineer shall inapect final curing of the concrete in all cases. The Resident Engineer shall be assisted, when the contractor's operation so require, by one or more assistants. Horner & Shifrin, Inc. will also retain the services of a com- mercial testing laboratory to provide the necessary tests for material quality control, mix design and plant control during production of the actual concrete paving materials used for construction purposes. a. Concrete Placing Observer - The concrete placing observer shall have a minimum of 2 years experience in the field of concrete placement. The Resident Engineer mny serve in this 4 position if he meets the qualifications. The concrete laydown observer shall check the laydown operations for compliance with pro�ect specifications. This includes condition of the under- lying surfaces, steel placement, forms, load transfer devices and placement of concrete. The obser��er shall report any dis- crepancies to the Resident Engineer. b. Chief Laboratory Technician. The laboratory Technician shall have a minimum of two years of experience in the field of concrete testing and/or be a certif ied laboratory techni- cian in this field. The Resident Engineer may serve in this position if he qualifies, however, he shall not fill both positions. The chief laboratory technician shall perform all construction tests required in the field. The technician shall report any discrepancies to the Resident Engineer. 2. Required Tests. a. Preliminary Tests. (1) Unless the aggregate source has been tested in the past year, the aggregate to be used in the concrete shall be tested for compliance to the specifications for soundness, gradation and abrasion. If the aggregate source has been tested and meets the specifications, the Resident Engineer shall obtain copies of the tests and transmit these to the � FAA. (2) After the contractor has supplied samples of his aggregates and these have been tested and found to meet the specifica- tions, a mix design shall be made in accordance with CRD-C-3-58 method of selecting proportions for concrete mixtures in the Corpa of Engineer's Handbook for concrete and cement, or American Concrete Institute's Standard 211.1-70, Reco�ended Practice for Selecting Proportions for Normal Weight Concrete. Stockpiled gradation of the aggregate to be used in the concrete shall be included in the mix design. If the aggregate does not meet the recom- mended limits epecified in CRD-C-3-58 or ACI Standard 211.1-70, the contractor shall be notified immediately. b. Construction Tests. (1) Gradation - One per 500 Cu. Yds. (2) Compressive Strength. One set of two cylinders per 100 Cu. Yds. (3) Flexural Strength. Initially one set of two beams per 150 Cu. Yds. After the initial tests prove the mix sat- isfactorily, the frequency of tests may be extended at the Engineer's discretion to one set of beams for not more than 1,000 Cu. Yds. , but at least one eet per day. 5 . , : � . . . . , . , • . - , . • , . • � . . (4) Slump, Yield, Air Content, Etc. Four per day. (5) Surface and Grade Tolerances. Four daily. Additional tests on final inspection. (6) Results. The contractor shall be notified of all test results immediately after the tests have been completed. D. Manufactured Materials. For manufactured items such as cement, asphalt, steel, lime, etc. , the Resident Engineer may accept the vendor's certification that the materials meet the specifications or he may require the material to be tested for compliance to the specifications. 6
