ArI ORDINANCE CALLING A SPECIAL ELECTION IN
THE CITY OF CAPE GIRARDEAU MUNICIPAL LIBRARY
DISTRICT ON THE QUESTION WHETHER THERE SHALL
BE A TAX INCREASE OF SIX CENTS ON EACH ONE
HUNDRED DOLLARS ASSESSED VALUATION OVER THE
PRESENT FOURTEEN CENTS ON EACH ONE HUNDRED
DOLLARS ASSESSED VALUATION TAX FOR THE
PUBLIC LIBRARY; DESIGNATING THE TIME OF
HOLDING THE ELECTION; AUTHORIZING AND
DIRECTING THE CITY CLERK TO GIVE NOTICE OF
THE ELECTION; AND DECLARING AN EMERGENCY TO
EXIST
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI , AS FOLLOWS:
SECTION 1 . A special election is hereby ordered to be held
in the City of Cape Girardeau Municipal Library District on
Tuesday, November 4 , 1986 , on the following question:

Shall there be a tax increase of six cents
( $. 06 ) on each one hundred dollars assessed
valuation over the present fourteen cents
($ . 14 ) on each one hundred dollars assessed
valuation tax for the public library?
SECTION 2 . The form of the Notice of Election for the
special election , a copy of which is attached hereto and made a
part hereof, is hereby approved .
SECTION 3 . The City Clerk is hereby authorized and
directed to notify the County Clerk of Cape Girardeau County,
Missouri , of the passage of this ordinance no later than 5: 00
o ' clock P . M. on September 9 , 1986 , and to include in the
notification all of the terms and provisions required by the
Comprehensive Election Act, Chapter 115 , Missouri Revised
Statutes , 1978 , as amended.
SECTION 4 . It is hereby found and declared that an
emergency exists as provided for in Section 3 . 15 of the City
Charter of the City of Cape Girardeau , Missouri , in that the
election authority, under the time of notice provision set
forth in Section 115 . 125 , Missouri Revised Statutes , 1978 , as
amended, must be notified not later than 5 : 00 o' clock P.M. on
September 9 , 1986 of an election to be held on November 4 ,
,�. 1986 . It is hereby further found and declared that calling an
election and providing for the submission of a proposal to the
� people is an emergency measure as provided for in Section
3 . 15 ( d) of the City Charter of the City of Cape Girardeau,
Missouri .
SECTION 5 . This ordinance shall be in full force and
effect from and after its final passage .

Notice is hereby given to the qualified voters of the City
of Cape Girardeau Municipal Library District that the City
Council of the City of Cape Girardeau, Missouri , has called a
special election to be held in the City of Cape Girardeau
Municipal Library District, on November 4 , 1986, commencing at
6 : 00 o ' clock A. M. and closing at 7 : 00 o ' clock P. M. on the
question contained in the following sample ballot :
