AN ORDINANCE CALLING A SPECIAL ELECTION IN
THE CITY OF CAPE GIRARDEAU, MISSOURI , ON THE
QUESTION WHETHER THE CITY SHALL IMPOSE A
SALES TAX OF ONE HALF OF ONE PER CENT FOR
TRANSPORTATION PURPOSES; DESIGNATING THE
TIME OF HOLDING THE ELECTION; AUTHORIZING
AND DIRECTING THE CITY CLERK TO GIVE NOTICE
OF THE ELECTION; AND DECLARING AN EMERGENCY
TO EXIST
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI , AS FOLLOWS:

SECTION 1 . °A special election is hereby ordered to be held
in the City of Cape Girardeau, Missouri , on Tuesday, August 5,
1986 , on the following question :
QUESTION
Shall the City of Cape Girardeau, Missouri , impose a
^ sales tax of one half of one per cent ( 1/2$) for
transportation purposes?
SECTION 2 . The form of the notice of election for the
special election, a copy of which is attached hereto and made a
part hereof , is hereby approved.
SECTION 3 . The City Clerk is hereby authorized and
directed to notify the County Clerk of Cape Girardeau County,
Missouri of the passage of this ordinance no later than 5: 00
o ' clock P.M. on June 10 , 1986 , and to include in the
notification all of the terms and provisions required by the
Comprehensive Election Act, Chapter 115 , Missouri Revised
Statutes , 1978 , as amended.
SECTION 4 . j It is hereby found and declared that an
emetgency exist� as provided for in Section 3 .15 of the City
Charter for the City of Cape Girardeau, Missouri , in that the
election authority, under the time of notice provision set
forth in Section 115 . 125 , Missouri Revised Statutes , 1978, as
amended, must be notified not later than 5 : 00 o' clock P.M. on
June 10 , 1986 of an election to be held on August 5 , 1986 . It
is hereby further found and declared that calling an election

� and providing for the submission of a proposal to the people is
an emergency measure as provided for in Section 3 . 15(d) of the
City Charter of the City of Cape Girardeau, Missouri .
SECTION 5 . This ordinance shall be in full force and
effect from and after its passage and approval .

Notice is hereby given to the qualified voters of the City
of Cape Girardeau, Missouri , that the City Council of the City
has called a special election to be held in the City on August
5, 1986 commencing at 6 : 00 o' clock A.M. and closing at 7 : 00
o' clock P.M. on the question contained in the following sample
ballot:
