AN ORDINANCE CALLING A SPECIAL BOND ELECTION
IN THE CITY OF CAPE GIRARDEAU, MISSOURI , ON
THE QUESTION WHETHER TO ISSUE THE GENERAL
OBLIGATION BONDS OF THE CITY OF CAPE
GIRARDEAU, MISSOURI , IN AN AMOUNT UP TO
$3 ,300 ,000 . 00 FOR THE PURPOSE OF PROVIDING
FUNDS FOR FLOOD AND STORM WATER CONTROL,
INCLUDING THE PURCHASE OF LAND AND
ACQUISITION OF EASEMENTS IN CONNECTION
THEREWITH; DESIGNATING THE TIME OF HOLDING
SAID ELECTION; AUTHORIZING AND DIRECTING THE
CITY CLERK TO GIVE NOTICE OF SAID ELECTION;
AND DECLARING AN EMERGENCY MEASURE TO EXIST

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI , AS FOLLOWS:
SECTION 1 . That a special bond election is hereby ordered
to be held in the City of Cape Girardeau, Missouri , on Tuesday,
August 5 , 1986 , on the following question:

Shall the City of Cape Girardeau ,
Missouri , issue its general obligation bonds
in an amount up to $3,300 ,000 . 00 for the
purpose of providing funds for flood and
storm water control , including the purchase
of land and acquisition of easements in
connection therewith?
The authorization of said bonds will authorize the levy and
collection of an annual tax in addition to the other taxes
provided for by law on all taxable tangible property in the
City sufficient to pay the interest and principal of said bonds
as they fall du� and to retire the same within twenty years
from the date th'er�of.
SECTION 2 . That the form of the Notice of Bond Election
for said special election, a copy of which is attached hereto
and made a part hereof , is hereby approved.
SECTION 3 . That the City Clerk is hereby authorized and
directed to no�ify the County Clerk of Cape Girardeau County,
Missouri , of the passage of this Ordinance no later than 5 : 00
o' clock P.M. on June 10 , 1986 , and to include in said
.� notification all of the terms and provisions required by
Chapter 115 of the Revised Statutes of Missouri , as amended.
SECTION 4 . That it is hereby declared an emergency exists
as provided for in Section 3 . 15 of the City Charter for the

City of Cape Girardeau, Missouri , in that the election
authority, under the time of notice provisions set forth in
Section 115 .125 , Missouri Revised Statutes, 1978, as amended,
must be notified not later than 5 : 00 P.M. on June 10 , 1986 of
an election to be held on August 5 , 1986 . It is hereby further
found and declared that calling an election and providing for
the submission of a proposal to the people is an emergency
measure as provided for in Section 3 .15(d) of the City Charter
of the City of Cape Girardeau, Missouri .
SECTION 5 . That this Ordinance shall be in full force and
effect from and after its passage and approval .

CITY OF CAPE GIRARDEAU, MISSOURI
Notice is hereby given to the qualified voters of the City
of Cape Girardeau, Missouri , that the City Council of the City
has called a special bond election to be held in the City on
Tuesday, August 5 , 1986 , commencing at 6 : 00 o' clock A.M. and
closing at 7 : 00 o ' clock P.M. , on the question contained in the
following sample ballot:

opposite "YES. " If you are opposed to the
question, place an X in the box opposite
"NO. "
The authorization of said bonds will authorize the levy and
collection of an annual tax in addition to the other taxes
provided by law on all taxable tangible property in the City
sufficient to pay the interest and principal of said bonds as
they fall due anid to retire the same within twenty years from
the 'date thereo�.
