AN ORDINANCE CALLING A SPECIAL ELECTION IN
THE CITY OF CAPE GIRARDEAU, MISSOURI, ON THE
QUESTION WHETHER TO REPEAL THE PRESENT LEVY
OF A LICENSE TAX ON HOTELS AND MOTELS IN AN
AMOUNT EQUAL TO THREE PER CENT OF GROSS
RECEIPTS DERIVED FROM TRANSIENT GUESTS FOR
SLEEPING ACCOMMODATIONS AND ON RESTAURANTS
IN AN AMOUNT EQUAL TO ONE PER CENT OF GROSS
RECEIPTS DERIVED FROM THE RETAIL SALE - OF
FOOD; DESIGNATING THE TIME OF HOLDING THE
ELECTION; AUTHORIZING AND DIRECTING THE CITY
CLERK TO GIVE NOTICE OF THE ELECTION ; AND
DECLARING AN EMERGENCY TO EXIST
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
SECTION 1 . A special election is hereby ordered to be held in
the City of Cape Girardeau , Missouri , on Tuesday, August 4 , 1987 ,
on the following question:
QUESTION
Shall the present levy of a license tax on hotels and
motels in an amount equal to three per cent ( 3$) of
gross receipts derived from transient guests for
sleeping accommodations and on restaurants in an
amount equal to one per cent (1$ ) of gross receipts
derived from the retail sale of food be repealed
effective November l , 2004?
SECTION 2. The form of the notice of election for the special
election, a copy • of which is attached hereto and made a part
hereof, is hereby approved .
SECTION 3. The City Clerk is hereby authorized and directed
to notify the County Clerk of Cape Girardeau County, Missouri of
the passage of this ordinance no later than 5 :00 o'clock P. M, on
Tuesday, June 9 , 1987 , and to include in the notification all of
the terms and provisions required by the Comprehensive Election
Act, Chapter 115 , Missouri Revised Statutes, 1978 , as amended.
SECTION 4. It is hereby found and declared that an emergency
exists as provided for in Section 3. 15 of the City Charter for the
City of Cape Girardeau , Missouri , in that the election authority,
under the time of notice provision set forth in Section 115 . 125 ,
Missouri Revised Statutes, 1978 , as amended, must be notified not
later than 5 :00 o ' clock P.M, on June 9 , 1987 of an election to be

held on August 4 , 1987 . It is hereby further found and declared
that calling an election and providing for the submission of a
proposal to the people is an emergency measure as provided for in
Section 3 . 15(d ) of the City Charter of the City of Cape Girardeau,
Missouri .
SECTION 5 . This ordinance shall be in full force and effect
from and after its passage and approval .

CITY OF CAPE GIRARDEAU, MISSOURI
Notice is hereby given to the qualified voters of the City of
Cape Girardeau , Missouri , that the City Council of the City has
called a special election to be held in the City on August 4 , 1987
commencing at 6 : 00 o ' clock A.M. and closing at 7 :00 o ' clock P.M.
on the question contained in the following sample ballot:
