AN ORDINANCE CALLING FOR A SPECIAL ELECTION
IN THE CITY OE CAPE CIRARDEAL) , MI�SOURI , ON
THE QUESTION WHETHER TO APPROVE THF PROPOSED
FEES FOR RECREATIONAL PROGRAMS; DESIGNATICIG
THE TIME OF HOLDING THE ELECTION;
AUTHORIZING AND DIRECTING THE CITY CLERK TO
GIVE NOTICE OF THE ELECTION; AND DECLARING
AN EMERGENCY TO EXIST
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI , AS FOLLOWS:
SECTION 1 . A Special Election is hereby ordered to be held in
the City of Cape Girardeau , Missouri , on Tuesday, ,Tune 2 , 1987 on
the following question:
QUESTION
Shall the proposed fees for recreational programs be
approved? The proposed fees are as follows :
RECREATION PROGRAMS
Adult recreation programs
ages 19 thru 64 Fees sufficient to recover
--resident full cost for providing
program but not more than
$15 . 00
Programs for seniors--
65 and over -- resident Fees shall be sufficient to
recover 80$ of cost but not
more than $12 , 00
Recreational programs
for the underprivileged Fee shall be sufficient to
--resident recover 500 of cost but not
more than $7 . 50
Non-resident youth programs
18 years of age and under Fee $ 1 . 00
Non-resident adults age
19 thru 64 Fee shall be the full cost
for providing the program
but not more than $16 . 50
Non-resident senior
recreational program
age 65 and over Fee shall be sufficient to
recover 80$ of cost plus $1 . 00
but not more than $12 . 00

Non-resident underprivileged
recreational programs Fee shall be sufficient to
recover 50� of the cost
but not more than $7 . 50
SECTION 2 . The form of the notice of election for the special
election, a copy of which is attached hereto and made a part
hereof , is hereby approved .
SECTION 3 . The City Clerk is hereby authorized and directed
to notify the County Clerk of Cape Girardeau County, Missouri of
the passage of this ordinance no later than 5 : 00 o ' clock P . M. on
April 7 , 1987 , and to include in the notification all of the terms
and provisions required by the Comprehensive Election Act , Chapter
115 , Missouri Revised Statutes , 1978 , as amended .
SECTION 4 . It is hereby found and declared that an emergency
exists as provided for in Section 3 . 15 of the City Charter for the
City of Cape Girardeau , Missouri , in that the election authority,
under the time of notice provision set forth in Section 115 . 125 ,
Missouri Revised Statutes , 1978 , as amended , must be notified not
later than 5 : 00 o ' clock P . M. on April 7 , 1987 of an election to be
held on June 2 , 1987 . It is hereby further found and declared
that calling an election and providing for the submission of a
proposal to the people is an emergency measure as provided for in
Section 3 . 15 ( d) of the City Charter of the City of Cape Girardeau ,
Missouri .
SECTION 5 . This ordinance shall be in full force and effect
from and after its passage and approval .

CITY OF CAPE GIRARDEAU , MISSOURI
Notice is hereby given to the qualified voters of the City of
Cape Girardeau , Missouri , that the City Council of the City has
called a special election to be held in the City on June 2 , 1987
commencing at 6 : 00 o ' clock A. M. and closing at 7 : 00 o ' clock P . M.
on the question contained in the following sample ballot :
