AN ORDINANCE CALLING FOR A SPECIAL ELECTION
IN THE CITY OF CAPE GIF.ARDEAU, MISSOURI , ON
THE Q[JESTIOr] WHETHER TO APPROVE THE PROPOSED
FEFS FOR CEP.TAIN ARENA BUILDING USES AND
CRAND STAND EVENTS; DF.SIGNATING THE TIME OF
HOLDING THE ELECTION; AUTHORIZING AND
DIRECTING THF CITY CLERK TO GIVE T10TICE OF
THE ELECTION; AND DECLARING Ar1 EMERGENCY TO
EXIST
BE IT ORDAINED BY THE COUNCIL OF TF3E CZTY OF CAPE GIRARDEAU,
MISSOURI , AS FOLLOWS :
SECTION l . A Special Election is hereby ordered to be held in
the City of_ Cape Girardeau , Missouri , on Tuesday, June 2 , 1987 on
the following question :
QUESTION
Shall the proposed fees for use of the arena building
be approved? The proposed fees are as follows :
ARFNA BUILDING
Local not-for-profit
groups & organizations Refundable cleaning deposit $250 . 00
Fee for usage per day $150 . 00
Non-local not-for-profit Refundable cleaning deposit $500 . 00
groups and civic Fee for usage, per day $300 . 00
organizations and all plus $50 . 00 per hour for
commercial users any usage after midnight
Use of kitchen facility by $ 50 . 00
all parties , per day
GRANDSTAND EVENTS

Local civic or not-for-

SECTION 2 . The form of the notice of election for the special
election, a copy of which is attached hereto and made a part
hereof , is hereby approved .
SECTION 3 . The City C_lerk is hereby authorized and directed
to notify the County Clerk of Cape Girardeau County, Missouri of
the passage of this ordinance no later than 5 : 00 o ' clock P .M. on
April 7 , 1987 , and to include in the notification all of the terms
and provisions required by the Comprehensive Election Act , Chapter
115 , Missouri Revised Statutes , 1978 , as amended .
SECTION 4 . It is hereby found and declared that an emergency
exists as provided for in Section 3 . 15 of the City Charter for the
City of Cape Girardeau , Missouri , in that the election authority,
under the time of notice provision set forth in Section 115 . 125 ,
Missouri Revised Statutes , 1978 , as amended , must be notified not
later than 5 : 00 o ' clocr P .M. on April 7 , 1987 of an election to be
held on June 2 , 1987 . It is hereby further found and declared
that calling an election and providing for the submission of a
proposal to the people is an emergency measure as provided for in
Section 3 . 15 ( d ) of the City Charter of the City of Cape Girardeau ,

SECTION 5 . This ordinance shall be in full force and effect
from and after its passage and approval .

Cape Girardeau , Missouri , that the City Council of the City has
called a special election to be held in the City on ,7une 2 , 1987
commencing at 6 : 00 o ' clock A. M. and closing at 7 : 00 o ' clock P . M.
on the question contained in the following sample ballot :
