AN ORDINANCE AMENDING THE BASIC SEWAGE SERVICE
CHARGE FOR USERS OF THE SEWAGE SYSTEM OF THE CITY
OF CAPE GIRARDEAU, MISSOURI �
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1 . Section 29- 39 (b ) entitled "Basic Sewage Service
Charge " of the Code of Ordinances of the City of Cape Girardeau ,
Missouri , is hereby repealed in its entirety and a new Section
29-39 (b ) entitled "Basic Sewage Service Charge" is hereby enacted
in lieu thereof in words and figures as follows , to-wit:
29-39 (b )
Basic Se�aage Service Charge . Each user of the sewage
system of the City of Cape Girardeau shall pay far the use
of such system based on the following schedule of rates :

Quantity charges for residential users shall be based on
the average monthly water usage during the immediate
preceding months of January, February and March. When a
residential user does not have a history of water usage for
the immediate preceding January, February and March or when
a residence is not properly metered , the quantity charge
shall be computed on the basis of average water usage for
the entire residential class . Charges for commercial and
industrial users shall be based on 100 per cent of the
monthly metered water used except as otherwise provided in
Section 29-40 .
ARTICLE 2. Section 29- 39( c ) entitled "Extra Strength Charge"
of the Code of Ordinances of the City of Cape Girardeau, Missouri ,
is hereby repealed in its entirety and a new Section 29-39( c )
entitled " Extra Strength Charge " is hereby enacted in lieu thereof
in words and figures as follows , to-wit :

29-39 (c )
Extra strength charge . 4�astewater discharged to the sewage
system from comMercial or industrial users shall be subject
to an extra strength charge when the BOD or suspended
solids concentration exceeds three hundred ( 300) milligrams
per liter (mg/1 ) by weight . All analyses shall be
performed on composite samples collected at no less than
hourly intervals over a twenty-four ( 24 ) hour period .
Extra strength charges shall be calculated based on one
hundred ( 100) per cent of inetered water use , except as
otherwise provided in section 29-40 , in accordance with the
following formula :
S = Vs x 0 . 00624 x ( $0. 094 (BOD - 300) + $0. 072 ( SS - 300) J
Where:
S = Surcharge in dollars monthly.
Vs = Sewage volume in one hundred ( 100)
cubic feet per month .
0 . 00624 = conversion factor for one hundred ( lOG)
cubic feet to r�illion pounds .
�0 . 094 = Unit charge for BOD in dollars per
pound ; of which $0. 075 represents the
user charge portion and $0 . 019
represents capital charges .
BOD = BOD strength index in mg/1 by weight .
300 = Allowed BOD and suspended solids
strengths in mg/1 by weight .
�0. 072 = Unit charge for suspended solids in
dollars per pound; of which $0 . 057
represents the user charge portion and
�0 . 015 represents capital charges .
SS = Suspended solids strength index in mg/1
by weight .
ARTICLE 3 . If any section , subsection, sentence , clause ,
phrase or portion of this ordinance is for any reason held invalid
or unconstitutional by any court of competent jurisdiction , such
portion shall be deemed a separate , distinct and independent
provision and such holding shall not affect the validity of the
remaining portions hereof ,
ARTICLE 4 . It is the intention of the governing body and it
is hereby ordained that the provisions of this ordinance shall
become and be made a part of the Code of Ordinances of the City of
Cape Girardeau , Missouri , and the sections of this Code may be
renumbered to accomplish such intention .
ARTICLE 5 . This ordinance shall be in full force and effect
ten days after its passage and approval .
