AN ORDINANCE CALLING A SPECIAL ELECTION IN THE
CITY OF CAPE GIRARDEAU, MISSOURI , ON THE QUESTION
WHETHER THE CITY SHALL IMPOSE AN AD VALOREM
PROPERTY TAX OF TWENTY-FIVE CENTS PER ONE HUNDRED
DOLLARS ASSESSED VALUATION FOR THE PURPOSE OF
FUNDING THE CONSTRUCTION OF THE SHAWNEE PARK
SPORTS COMPLEX AND AQUATIC CENTER AND FOR PARK
LAND ACQUISITION AND CAPITAL IMPROVEMENTS FOR THE
PARKS FOR THE CITY OF CAPE GIRP_RDEAU ; DESIGNATING
THE TIME OF HOLDING THE ELECTION ; AUTHORIZING AND
DIRECTING THE CITY CLERK TO GIVE NOTICE OF THE
ELECTION
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI , AS FOLLOWS :
ARTICLE 1 . A special election is hereby ordered to be held in
the City of Cape Girardeau , Missouri , on Tuesday, June 5 , 1990 , on
the following question :
QUESTION
Shall the municipality of Cape Girardeau, Missouri ,
impose an ad valorem property tax of twenty-five cents
( � . 25 ) per one hundred dollars ( �100 . 00) assessed
valuation for the limited purpose of fundinq the Shawnee
Park Sports Complex and Aquatic Center and for park land
acauisition and capital improvements for the parks of the
City of Cape Girardeau , Missouri , said tax to
automatically terminate after twenty ( 20) years?
ARTICLE 2. The form of the notice of election for the special
election , a copy of which is hereby attached and made a p�rt
hereof , is hereby approved .
ARTICLE 3 . The City Clerk is hereby authorized and directed
to notifv the County Clerk of Cape Girardeau County, Misscuri , of
the passage of this ordinance no later than 5 : 00 o' clock P. M. on
April 10 , 1990 , and to include in the notification all of the
terms and provisions reauired by the Comprehensive Election Act ,
Chapter 115, Missouri Revised Statutes , 1978 , as amended .
ARTICLE 4 . It is hereby found and declared that an emerqency
exists as provided for in Section 3 . 15 of the Cit_y Charter of the
Citv of Cape Girardeau , Missouri , in that the election authority ,
under the time of notice provision set forth in Section 115 . 125 ,
Missouri Revised Statutes , 1978 , as amended , must be notified not
� later than 5 : 00 0 ' clock P. M . on April 10 , 1990 , of an election to
be held on June 5 , 1 °90 . It is hereby further found and declared
that callina an election and providina for the submission of a
proposal to the people is an emergency measure as provided in
Section 3 . 15fd ) of the City Charter of the City of Cape Girardeau ,
Missouri .
ARTICLE 5 . This ordinance shall be in full force and effect
from and after its passaae and approval .

Notice is hereby given to the Qualified voters of the City of
Cape Girardeau, Missouri , that the City Council of the City has
called a special election to be held in the City on June 5 , 1990 ,
commencinQ at 6 : 00 o ' clock A.M . and closing at 7 : 00 o ' clock P.M .
on the question contained in the following sample ballot :
