AN ORDINANCE RELATING TO PLUMBING CONTRACTING, DRAIN
LAYING AND GAS FIFING IN THF; CITY OF CAPE GIRiaDEAU,
MISSOURI, DEFINING THE POWERS OF THE CITY OFFICERS
AND THE DUTIES AND OBLIGATIONS OF REGISTERED PLUMBERS
AND CONTRACTING DRAIN LAYERS, AND GAS FITTERS, AND TO
PROVIDE THE FEES FOR 'THE EXAMINATION OF PLUMBERS, DRAIN
LAYERS, AND Gr.S FITTERS, TO PROVIDE THE FEES FOR THE
EXAMINATION AND INSPECTION, CREATING A BOARD FOR THE
EXAMINnTION OF PLUMBERS, JOURNEYM�N PLUMBERS, GAS
FITTERS AND DRAIN LAYERS, PROVIDING A PENALTY FOR THE
VIOLATION OF THIS ORDINANCE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
SECTION 1: Definitions -
The words and phrases used in this ordinance shall, for the purpose
of this ordinance be construed as follows: The word "person" shall be construed
and held to be any person or persons,,partnership, firm or corporation or any
officer, agent or employee or servant of any firm or corporation or any other
person., or combination of persons, either natural or artificial, by whatever
name he or they may be called.
The word "Master Plumber" shall be construed and held to be any per-
son or persons who have charge of plumbing or sewer work either as a contractor
or employing plumber or drain laying, doing work for a third person.
The word "Journeyman Plumber" shall be construed and held to be any
person, or persons, engaged in the actual physical work of plumbing for another
and may include a Master Plumber, -but shall not include "Apprentices," "Gas
Fitters, 11 "Helpers".or "Drain Layers."
The word "Gas Fitter" shall be construed and held to be any person
or persons engaged in the actual physical work of gas fitting for another and
may include a Master or Journeyman Plumber.
SECTION 2: Plumbing Board and Examination ,Board -
There.is hereby created in the City of Cape Girardeau, Missouri a
Board for the examination cf master plumbers, journeyman plumbers, gas fitter
and drain layers. This Board shall consist of three members, one,of which
shall be the Chairman of the Board of Health of this city Who shall be_.ex-
officio chairman of said Board of Examiners, a second member who shall be a
master plumber, and a third member who shall be a journeyman plumber. Said
second and third members shall be appointed by the Mayor for a term of one year
or at the pleasure cf the Mayor.
For the purpose of establishing the first board after the enactment
of this ordinance, the second and third members thereof shall be. plumbers who
shall have had ELt least six years practical. experience as plumbers and be
actually engaged in or working at the plumbing business at the time of such
appointment.
Qualification of members.
The second and third members of the Board shall be citizens of the
United States, State of Missouri, and City of Cape Girardeau, Missouri for at
least five years next before their appointment, and shali be actively engaged
at the trade or business of plumbing for not less than six years, and shall
have passed an examination which shall be conducted by a master plumber and
a journeyman plumber holding certificates as such in accordance with the laws
of the State of Missouri, and who shall be called in by the Mayor to conduct
such examination.
Salary and meetings of Board.
Said members shell receive Cne Dollar ($1.00) each for each .examina-
tion .conducted by them. 2, "�'.
Said board shall meet once each month, or oftener as necessity re-
quireg, f�o` the examination of any applicant or applicants for license as
plumber, gas fitteor drain layer, or to hear and determine any charges which
may be ma e agains any master plumber, journeyman plumber, Cas fitter or drain
layer, or for the transaction of any other business by the board.
One of the members shall be appointed as seeretary of the board. He
shall keep a complete record of the proceedings and mets of said board. He
shall register, in a book to be kept by him for that purpose, the name, the
residence, and place of business of every licensed person, firm or corporation
engaged in or worming at the business of plumbing, Cas fittinor drain laying
in the City of Cape Girardeau.
Examination :,
The said examination shall be made wholly or in part in writing or
mechanical, and upon satisfactory proof of qualiflcations and fitness of the
applicant, -a. license authorizing him to engage in or work qt the trade of
plumbing, gas fitting or drain laying as the case may be, shall be granted him,
and should the applicant fail to pass the required examination, he shall not be
eligible for re-oxami�iation within a period of ninety (90) days or option of
the Board.
Any person or persons, firm or corporation entering into the business
of plumbing as a contractor, master plumber, before paying fees and making bond
to the City., must make v7ritten application and appear before the Plumbing
Examining Board and take a master plumber's examination. Journeyman plumber's
License from this City or State or any other City or State will not be trans-
ferable to a master plumber's license.
SECTION 3: Plumbing Inspector_
There shall be appointed in the City of Cape Girardeau a Plumbing
Inspector who shall be appointed by the Mayor and shall serve at the pleasure
of the Mayor.
Inspector's Duties and Qpalifications.
The Plumbing Inspector shall be a practical plumber of at least six
years experience. He shall have supervision of all plumting and house draihage
done within the corporate limits of the City of Cape Girardeau as herein de-
fined. His salary shall be as provided for by the City Council, and shall be
paid monthly. He shall make monthly reports to the City Council showing the
number of permits issued, to whom issued, and the amoun. received therefor. He
shall file with the said report a receipt from the City cer The Plumbing
Inspector shall not have less than six years practical experience at the plumb-
ing
lumbing business, and shall not be interested, either directly or indirectly,in any
firm or corporation engaged in the plumbing business.
SECTION 4: Fee -

C�So' er.fee for a certificate of a master plumber shall be
Dollars (), and of tea. gourneyman plumber or drain, laying contractor, gas
fitter or drain layer, Ws6wa,Dollars ($5001, which fee shall be paid to the
City Clerk, and' said certificates shall be renewed annually.
SECTION 5: Violation of Ordinance -
A second conviction before the Board or the Police Judge for violation
of any of the provisions of this ordinance by a master d umber,.journeyman
plumber, or employing plumber working as 'a journeyman., gas fitter, or drain
layer, if committed within a calendar year, shall work a revocation of lWis li-
cense for a period of six months.

SECTION 6: Registration -
Any person, firth or corporation who shall engage in or contract for
the business of plumbing; gas fitting, or drain laying, or work at the business
as a journeyman plumber, gas fitter or drain layer in the City of Cape Girardeau,
Missouri, shall first register his name, place of business, and residence with
the Secretary of the Board of Examiners_ Every person, firm or corporation so
registering shall notify the examining board of any changes of his place of
business within ten days after the same small have been made.
SECTION 7: Certificate -
Any journeyman plumber in possession of certificate issued him from
a board of examiners of a city of the. first class, or a city of the second class,
or a city of the third class in the State of Missouri shall be recognized in the
City of Cape Girardeau without examination_ It shall be unlawful for any per-
son or persons to contract for or engage in any plumbing work, gas fitting or
drain laying without first having obtained a certificate from the examining
board of the pity of Cape Girardeau or a similar board organized in some city of
the State of Missouri in accordance with the provisions of Article 20, Chap-
ter 38, Revised Statutes of Missouri 1929, which certificate shall not be trans-
ferable, provided, however, that any person or pe stns may do .the work of
installing plurmbing'in or on his own premises, su=oject, however, to the provi-
sions of this ordinance as to such installation inspection, and the payment of
the inspection fee as provided for herein.
SECTION 8: Cancellation of Registration.
Any person, firm or corporation not registered or whose certificate
has been cancelled or suspended shall not be issued a permit to install or re-
pair any plumbing, sewer or gas piping or work upon any pipes or appurtenances
connected thereto.
'SECTION 9: License, Bond and Deposit.
Any person., firm or corporation desiring to engage in the business of
plumbing, gas fitting, or drain laving, shall, after complying with the preced
ing sections of this ordinance, receive said license upon his filing with the
City Clerk an indemnity bond in the sum of One Thousand ($1,000.00) Dollars, to
be approved ty the Mayor- The conditions of said bond are that it will protect
the city against any damage caused by him or them or their agents., servants, or
employees, and that.said principal will save and hold harmless the City from
all damages to all persons or property resulting from or in any way growing out
of any opening or excavation made by him or his agents, servants, or employees,
in any street, alley or public highway, curb or sidewalk; further conditioned
that the principal shall pay any and all loss or damages occasioned by him, his
servants, agents, or employees in the use of or handling of explosives in
blasting within the city limits, for the purpose of installing plumbing, sewers,
gas or water. Said bond shall be renewed annually.
SECTION 10: Permits.
No person, firm or corporation, master or journeyman plumber shall
begin any job of plumbing in or about any building until he shall have secured
from the plumbing inspector a permit tc do such we-rk, except as herein provided,
and in order to secure said permit written application shall be made on blanks
furnished by the plumbing inspector. Such application shall show the name of
the owner, agent ox occupant of premises, street, house number, the name of the
master plumber having clliarge of the work and description -of the work to be done,
setting forth the number and kind of fixtures. Pio permit shall be required on
minor repair work. By minor repair work is meant only the repairs of leaks in
pipes, traps and faucets, opening up stoppage in waste or supply pipes, traps
or drains, or replacing broken fixtures where waste pipes are not disturbed,
and frozen pipes inside of building:

1here a waste pipe is run from a fixture, or a house, is to be con-
nected with the sewer, or waste line, a permit must be taken out, whether a new
job or repair, and the plumbing inspector notified, and the work inspected be-
fore same shalom be covered up.
Permits issued under and by virtue of this ordinance shall expire at
the end of ninety (90) days.
No master plumber shall take out permit for or allow work to be done
under a permit procured by him for any other person or persons.
SECTION 11: Place of business.
Every registered master plumber shall have a bona -fide place of busi-
ness, in said City, and shall display on the front of his or their place of
business a sign, "Registered Plumber,14 bearing the navies of the persons, firm
or corporation in letters not less than three (3) inches high.
SECTION 12: Registration.
No person other than a registered master plumber shall be allowed to
carry on or engage in the 'business nor shall any person or persons, firm or cor-
poration expose the sign of plumbing, gas fitting, or drain laying, or house
drainage, or any advertisement pertaining thereto, unless he or ttiey have first
secured a license and certificate and have been registered in the office of the
Board of Examiners. Nor shall any person -or persons other than a registered
master plumber or person in his or their employ or under his or their supervision
be allowed to alter, repair or make any connection with, any drain; soil waste,a_.. ._
vent pipe or any pipe connected therevAth except as provided in Sectiod-7 Every
registered master plumber, firm or corporation shall give immediate not` e of
any change in his, their, or its place of business; and upon his, their or its
retirement from business shall surrender his, their or its certificate of regis-
try to the Plumbing Inspector.
Every person, firm or corporation, or representative thereof in regis-
tering, .shall give.full name of, or names of the persons, firms or officers,
name of corporation, for which he or they shall register.
SECTIOPu 13: Definitions.
(a) Plumbing fixtures shall be deemed to mean and include any rceep-
tacle intended to receive water and to discharge water, liquid, or water -carried
waste into a drainage system t"Lcther directly or indirectly.
(b) Plumbing shall be deemed to :Wean the art and work of installing
in buildings the pipes, fixtures and other apparatus for bringing in the water
supply from property line and gas supply from gas meter, and.for removing liquid
and water -carried wastes to sewer main. The said pipes, fixtures and appaTratus
shall be deemed to mean and include the water supply distributing pipes, the
house drains and house sewer, with their devices, appurtenances thereto and con-
nections within or directly serving the building, and gas supply pipes.
SECTION lid: Connections with Septic Tanks,
Every dwelling house, hotel, apartnent house, factory, store or other
building in which plumbing fixtures are placed shall be connected with a city
sewer, where such sewer is.provided, and when such sewer is not provided, shall
be connected with an approved septic tank in a location approved by the. plumbing
inspector, or plumbing board. In no case will waste or drain from fixtures be
permitted to empty into street or alley or discharge on premises, or in streams.
No septic tank shall be allowed where it is possible to make conneotions with a
district sewer. No septic tank shall be located within twenty-five (25) feet
of a residence without special permit. The fee for a septic tank shall be
One ($1.00) Dollar, the same as seiner. Minimum sixty feet (60) disposal tile.

6ECTIO,ru 15: Sewer Permits for Private Sewers.
Waere a connection with a private sewer is desired, the written con-
sent of the owner of said private sewer must be attached to the application for
permit before permit will be issued by the City (as prescribed by Ordinance).
The receipt, for money paid to Owner of priYyate sewer, shall be attached to the
application for permit.
SECTION 16: Vitrified pipe and Construction of Drains.
Drainage work on the outside of buildings and between building and
sewers shall. be constructed of vitrified clay pipe, iron or such other materials
as the plumbing inspector may approve, and shall, if possible, be laid with a
fall toward sewer intersections of not less than ore -fourth (1/4) inch per run-
ning foot. All drainage to be constructed to as near a uniform grade and in as
direct a line to sewer intersection as practical. Such pipes and fittings must
be clean and smooth interior, and shall be of full area of its respective size.
Article I. There shall not be connected to a four (4) inch sewer or
main waste or house drain to exceed thirty (30) ordinary plumbing fixtures.
Article 2. Tilepipes and fittings shall be put together with a ce-
ment mortar composed of one part of best Portland cement, or other equally good
cement, to two parts of clea'i sharp sand. ZELch length of pipe and each fitting;
shall have solid or tamped earth or other solid and imperishable material, under
full langth of sane. Qgarter (1/4) bends shall not be used to change direction
of line of drainage,unless said fittings or bend shall be of a radius of not
less than ttivelve (12) inches-
Intersection
nches_Intersection of one line of drainage with another shall be ;Wade, where
at all practical, with full or Mali' "Y" brunches or breeches_ The use of "T"
connections where it is possible to avoid using same is prohibited. Change in
direction of any line of drainage shall not be wade by the..use. of -mitered pieces
of straight pipe, but shall be made by the use of fittings of the required angle.
Increasing or decreasing a line of pipe s_riall be done by the use of manufactured
increaser or decreaser. Decreasing or reducing a line of pipe by the intersec-
tion of a greater size into thftt of a small size shall not be permitted, either
on main or branch line of drainage. The interior of each ,joint of -pipe or fit-
ting laid shall be swabbed out before another ,joint is laid. No such pipe or
fitting shall be constructed inside or under any building for drainage purposes
having an outlet to the sewer or septic tank. All sewers and drains run to re-
ceive, drainage of any kind from buildings shall terminate outside the founda-
tion walls of said building.
The construction of hoppers on the outside of buildings to receive
waste from domestic culinary or industrial purposes shall only be permitted upon
the approval of the plumbing inspector, and shall be provided with independeu t
trap. Iron sewer will be put together with lead and oakum.
SECTION 17: Independent Systems.
The drainage and plumbing systems of each new building and of neer work
installed in an existing building shall be separated from and independent of
that or any other building, except as provided below, and every building shall
have an independent connection with a public or private sewer vrnere available.
Exception: Wiere one building stands in the rear of another or an in-
terior lot and no private sewer is available or can be constructed to the rear
building through adjoining alley, court, yard or driveway, the house drain from
the front building may be extended to t c rear building and the rahole will be
considered as one house drain.
SECTION 18: Sewer Connections.
In case any septic tank is allowed because of inability to connect
with the sewer, than as soon thereafter as it becomes possible to :Hake sewer
connection, such septic tank shall be cleaned out and filled with fresh earth
and sewer connection. made. It shall be unlawful for any contractor or person
having a contract for the construction of a sewer district within the City to
connect or permit the same to .be conTlected to "Ys" or openings in the sewer
main.

SECTION 19: Holes in Street, Parkw8Ly or Sidewalk.
In the event any hole is dug in any street, parkway or sidewalk in
order to make a connection either to a sewer, water main pr gas main, a permit
to dig in said street, parkway .or sidewalk shall first be obtained from the City
Engineer. In closing said hole, dirt shall be filled in and puddled in order to
pack said dirt in such a manner that the street, parkway of, sidewalk can be .re;
paired in such manner as to prevent the sinking of said dirt and the causing of
a. low place to be formed in said street, parkway or sidewalk. It shall be the
duty of any piumb�r, , journey man, drain layer, or gas fitter making such hole to
mill same and replace the surfaee with the same material aad in the same manner
as that which existed prior to the digging. of such hole, and in the event said
hole sinks, .it .shall be the duty of said plumber, journeyman plumber, drain
layer or gas fitter to repair said hole so that it is level with the street,
parkway or sidewalk and in such a manner as meets the approval of the City Eh-
gineet.
SECTION 20: Mouse Drains Under Ground.
When necessary, all house drains shall be brought into the building
below the basement or cellar floor.
SECTION 21: Old House Sewers and. Drains.
Cld house sewers and drains may be used in connection with new build-
ings or new plumbing only when they are found, on examination and test, to con--
form in all respects to the requireme%ts governing new sewers or drains, as
prescribed in this Ordinance. If the old work is found defective, the proper
administrative authority shall notify the owner to make necessary changes to
conform with the Ordinance.
SECTION 22: Drain Materials.
That portion of the drains which are inside of the walls or underneath
the buildings to highest fixture level shall be constructed of standard cast.
iron, soil pipe and fittings. All buildings four (4) stories or over to be ex-
tra heavy soil pipe. Vents above highest fixture may be standard soil; 'all soil
pipes and fittings to be free from defects. Standard soil pipe may be used on
vents_ Soil pipe shall extend three (3) to five (5) feet outside of foundation
wall with ''Yn and one-eighth (1/8) bend calked and leaded on and the line brought
to top of surface with brass screwed olean-out in the end. Clean-out must.be of
same size of waste pipe up to four inches.
Article 1. All main and branch, vent and back vent pipes shall be
made of cast iron, coated with tar or asphaltum or, be lead or brass or galva-
nized iron; waste fittings shall be cast iron coated with tar or asphaltum or
be of drainage fittings; lead or brass. All straight way fittings will be stand-
ard screw joints, and all burrs or cuttings shall be remoted. Galvanized malle-
able fittings only shall be used on vents. All water pipes must be genuine
wrought iron or equal. This applies to four (4) story, or over, buildings only.
Article 2. All waste or plumbing must be constructed of either lead,
cast iron, soil, brass or duroiron. If a durham job is installed, same must be
galvanized wrou git iron pipe and recessed fittings. Ground work must be of
oast iron soil pipe:
SECTION 23: Cast Tron Piper
All joints in east iron pipes shell be packed with picked oakum and
run with molten lead, weld: calked. Connections of lead pipes witYJ those of cast
iron pipes and fittings shall be made with brass solder nipples and brass fer-
rules, and of a size not less than the least pipes, with properly wiped solder
joints, caulked or scrowed. No slip joint shall be permitted on sewer side of
any trap.

SECTION 24; Joints in Lead Pipes.
All connections with lead pipes shall be made with wiped joints. No
cup joints, over cast, or joints with soldering iron shall be permitted. head
bends for wastes from closets shall be connected to soil pipe using brassfer-
rules with properly wiped joints. Branch waste may be wiped into lead bend or
ferrule. All lead bends shall be standard weight. No bushings allowed in waste
or vent lines. No tap tees allowed in waste lines.
Clean -Outs: The end of all main drains and branch drains of more than
ten {10) feet shall be provided with clean -outs of a size not less than the
waste or soil pipe they serve up to and including four (4) inches.
Exceptions: All sink wastes shall be provided with a clean-out, by
putting in the waste line a 2x2 straight tap tee with brass plug or 2 -inch gal-
vanized nipple and cap. Drains over five (3) inches internal diameter shall
have not less than four (4) inch Olean -outs. Clean -outs shall be placed in an
accessible position or carried to floor level. All clean -outs to be brass screw
top. Clean -outs in drain lines shall not be more than thirty-five (33) feet
apart.
SECTION 25: Cellar or Floor Drains.
Any cellar or floor drain not to be permitted unless they connect with
a deep seal trap so constructed that it can be cleaned- readily, and sewer gas
excluded. A.ny floor drain over five (5) feet from main soil line must be vented.
No floor drain to be set closer to main line than two (2) feet. Floor drain vent
lines must have opening in perpendicular line for flushing out same. In flooded
areas where fixtures are located in basement, there must be placed in main sewer
line a back water trap or gate valve_ dere floor drain only is in basement,
same must be equipped with back water trap.
SECTION 26: Traps Prohibited.
No form of trap which depends for its seal upon action of movable parts
or concealed interior partitions shall be used for fixtures.
SECTION 27: Grade and Horizontal Pipes..
Drain, soil, waste or vent pipes shall have .a uniform fall of not less
than one-eighth (1/8) inch per foot toward sewer.
SECTION 28: Hangers, Rests and Supports.
All horizontal lines of piping above ground must be practically con-
structed to a uniform grade of not less than one. -eighth (1/8.) inch per foot and
suspended with durable hangers of iron, steel or brass, placed not to exceed
five (5) feet apart; same to be in place when roughing -in inspection, is called
for.
Horizontal lines of lead work shall be supported under its full length
with permanent supports, in such a manner as to: prevent sagging of lead. Verti-
cal lines of piping shall be supported on heavy ,rest, on each floor, and must be
plumb. Each stub vent or waste, also supply stub run through floor or wall must
be fast, securely stayed in its respective position, and be at right angles with
the floor or wall to which it runs. Each vertical stack shall be permanently
stayed in position.
SECTION 29. frost Proof Closet's -%here permitted.
Frost proof closets may be installed only in compartments which have
no direct connection with a building used for human habitation or occupancy.
The soil pipe, between the hopper and the trap shall be four (,4) inches in di-
ameter and shall be of cast iron, and where placed closer than fifteen (15) feet
of house, it shall be provided with a vent as specified for interior plumbing.
All frost proof closets over fifteen (15) feet from main sewer must be vented
with a two (2) inch vent.

SECTION 30: Anti -Freeze Closets,
No privy or vault shall be connected with the sewer or house drain.
sere outside closets are installed, they shall be Anti -Freezing water closets,
connected to sewer with cast iron soil pipe and iron trap, and shall not connect
with house direct.
SECTION 31: Waste and Vent Stack.
Size - Soil pipe receiving the discharge from one or more closets
shall not be less than four (4) inches internal diameter and continue not less
than three (3) inches, one foot above roof of building, above and away from any
opening, or window. Where more than three closets are installed, vent stack
shall not be less than four (4) inches internal diameter.
SECTION 32: Material of Vent Pipes.
Vent pipes must be 'constructed of galvanized pipes, with galvanized
fittings, or soil pipe.
Where additional fixtures are to be placed in building where no open-
ing has been left in soil pipe and it is necessary to take out section of soil
pipe, it shall be reconnected by using Sissons insertable joint fitting and no
sleeve shall be permitted.
SECTION 33: Change in Direction_
All changes in direction shall be made by the appropriate use of
45 wyes, half wyes, long. sweep quarter bends, sixths, eighths, or sixteenths
bends, except that single or double sanitary tees may be used on vertical stacks,
and short quarter bends may be used in soil and waste lines where the change in
direction or flow is from the horizontal to vertical. Tees and crosses may be
used in vent pipes. All off -sets to be made with `°Y" branches or ane -eighth (1/$)
bends..
SECTION 34- Size of Fixture Wastes,
The site of waste to different fixtures shall be as follows: Water
closets four (4) inches. Slop sinks and cellar drains not less than two (2)
inches. Kitchen sinks, laundry, bath and urinals, one and one-half (12) inches.
Lavatories, one and one-fourth (1j) inches internal diameter. In no case shall
waste connect to house side or seal of water closet or drum trap. +Nhen two (2)
horizontal lead waste Miles are connected, they shall be connected with 'Y"
joints. Waste line for Soda Fountains to be not less than two (2) inches.
House side of drum trap for Fountain not to be less than one and one-half (1-1)
inches. Lead bards and ferrules properly wiped to brass ferrules, or Dehin bends
and collars can be used.
SECTION 35: Fixture Traps.
Every sink, bath tub, basin; water closet, urinal, every set of wash
trays and every fixture having a waste pipe shall be provided with a separate
and independent water sealing trap, placed as near the fixtures as practical.
Drum traps shall be used for foot, seat, bath tubs, laundry trays and soda foun-
tains only. Drum traps shall not be less than four (4) inches in diameter and
emit, ($) inches deep. Ali traps„ except Brum traps, including drug traps more
than five (5) feet from main soil or vent stack, shall be protected from syphon -
age and airpressure by a special air or vont pipe, and of a size not less than
one and one-quarter (14) inches. Inlet to drum trap shall be placed as close to
trap as possible and in no case shall be more than thirty (30) inchies entire de-
veloped length. In all cases where vent pipes connect with soil pipe such con-
nections shall not be less than one (1) foot above highest fixture. Brass drum
traps must be approved by plumbing inspector. The inlet and outlet of every
drum trap shall be wiped into bottom of drum trap, unless drum trap is inverted.

SEC'T'ION 36: Vent pipes..
Vent pipes can be run separately through roof. All vent pipes must
rise above fixtures they serve. *-sere possible 45 degree ells should be used on
all vents. M$ ere two lavatory or sink fixtures connect with one vent, such con-
nection shall not be less than one and one-half (1z) inch pipe; and for five
fixtures not less than two (2) inch pipe; for water closets more than five (5)
feet from main vertical stack not less than two (2) inch pipe for every forty
(40) feet of pipe or less; and one additional inch for each additional forty (L40)
feet or fraction thereof. where one vent serves a complete bathroom, vent shall
be not less than three (3) inches. provided that vent for three or more. fixtures
with waste three or four inches in diameter shall not be less than three (3)
inches, and for twenty (20) feet of pipe four (4) inches. Vent pipes shall be
constructed of cast iron soil, galvanized or lead pipe.
SECTION 37: Rules.
No vent below water 'Line of fixture shall be run directly horizontal
from trap over eighteen (18) inches, and where fixture sets in building where it
would be necessary to exceed eighteen (18) inches horizontal vent pipe shall be
'taken off within eighteen (18) inches of outlet where same enters drain line.
.411 upper ends of soil pipe and vent pipes must be finished with lead or copper
flashings. Upper ends of vent pipes must be above the top windows on same side
of house, and in all cases above roof. Rubber elbows shall not be permitted on
closet or other vents. All main end branch vents shall be in V&en inspector is
called for. Double hubs shall not be permitted on waste pipes.
Olean -outs must be in when rough inspection is called for. Horizontal
waste lines over twenty-five (25).feet from stack shall be run full size and
must be continued through roof. No back air or vert pipe shall intersect another
at a point less than five (5) feet above floor line.
The discharge or waste of any fixture shall not pass through more than
one trap. All water closets shall be vented when more than five (5) feet from
main stack. Vents from traps, the waste water from which does not connect to
mouse drainage, shall not be connected with other lines of ventilating. Connec-
tions between water closets and slop sinks and their respective waste pipes
shall be made in all cases by means of heavy brass flange not lighter than 3/16
of an inch thick; flange to be set on floor or use Dehn fittings. Lead waste to
be brought through and thoroughly- soldered to flange, and closet fastened to
saune by means of brass bolts. In no case shall U trean water closets be used.
1,12aere fixtures set in center of room, the waste and vent connections to said
fixtures shall be subject to approval by the plumbing inspector. Back air or
ventilating branches shall not be omitted from any fixture unless said-connec-
tion
aidConnec-tion is deemed impracticable by the plumbing inspector.
The horizontal distance between trap and waste inlets from bars or
soda work boards shall not exceed three (3) feet.
The discharge from vats, ice boxes and refrigerators shall have an
open receptacle between them and the house drain. Iaste from refrigerator must
empty into open receptacle.' This does not mean ice box trap. The waste and
vent connections from lavatories and other combined and assembled fixtures shall
be subject to the approval of the plumbing inspector. The installation of swing
seats or hopper closets, having no flush tank,.is -prohibited.
Each fixture used for toilet, domestic or culinary purposes shall be
independently trapped. Not to exceed three laundry trays set together shall be
construed as one fixture. Urinals shall be constructed of either enameled iron,
marble, porcelain or glass and independently trapped.
No material sub ect to corrosion or extensive absorption shall be per-
mitted. Continuous vents can be allowed on Durham work, when practical.
Special fittings or traps shall not be used in connection with drainage or venti-
lation unless same shall be first approved by the plumbing inspector. All
changes in direction or junction in waste drainage work shall, where practical,
oe made with "Y" branches or sweep bends. The abrupt angle intersection of one
line of drainage into another shall not be permitted. Vents shall not stop
under eaves of roof. Vents must be five (5) feet away from windows.

SECTION 38: 'Prohibited Connections.
No dovum draught back air pipe shall be allowed on new work. No vent
pipe shall be used as a waste, and chimney flues shall not be used for sewer ven-
tilating pipes. Stone pipes or tiles, when found in any building and not in
sanitary condition must be removed and cast iron pipes substituted.
SECTION 39: Distance of Vent from Trap Seal.
No trap shall be placed inside of building more than five (5) feet hori-
zontal developed length, from its vent. The distance shall be measured along the
central life of the waste or soil pipe from the vertical inlet of trap to vent
opening from the soil or waste pipe.
SECTION 40: prohibited Joints and Connections.
Any fitting or connection which has an enlargement, chamber or recess
with a ledge shoulder or reduction of the pipe area in the direction of the flow
of the outlet or drain side of .any trap is prohibited.
SECTION 41: Catch Basins.
Every garage, filling station, or other building having a wash rack
shall be provided with a suitable catch basin so designed as to exclude mud, oil,
gas or vapors from entering sewer and provided with a local vent of cast iron
pipe of not less than two (2) inches internal diameter, where catch basin is of
less than two (2) cubic feet capacity. All basins of greater capacity than
two (2) cubic feet shall be vented with four (4). inch cast iron pipe. Vents in
all cases to be carried above roof. Vent line to have one and one --half (i�) inch
opening, properly trapped and made flushable, or fixture connected to same.
Sewer connection to teach basins shall be vented with separate vent ex-
tending through roof independent of local vents, and in all cases a drawing of
proposed catch basin shall be submitted to the plumbing inspector for his approval
before same shall be installed in any building, unless said catch basin shall be
of a nationally known make, provided with a mud bucket, properly vented, and the
entirf� B unit constructed of cast iron, and have clean-out on fixture attached.
!SECTION 42: Exhaust, Blowoff and Drip Pipe Connection.
No steam_ exhaust, blow -offs, or drip shall be connected with sewer or
any drain, soil pipe, vent pipe or rain water pipe, but must discharge into .open
tank,or a condenser properly trapped, provided with an independent pipe of not
less than two (2) inches in diameter, through roof of building.- Ahen blow -off
connects outside of building it shall go into a settling basin properly trapped,
if connected with sewer.
SECTION 43: Refrigeration.
No refrigerator, ice box; steam table, or other receptacle in which
provisions are stored, shall be connected direct with a drain, waste, soil or
vent pipe or discharge upon the ground underneath the building, but in every case
there shall be an open trap beneath the refrigerator, ice box, steam table or
other receptacle for provisions, the waste of which must discharge into an open
sink or other fixture.
SECTION 44: Grease Catch Basin.
All hotels, Pestaurants, cafes, or other places where grease is liable
to enter sewer line, shall be provided with catch basins;for receiving waste,
made of cast iron, tile or concrete with stone or iron covering properly trapped
and vented, no iron drum or grease trap shall be substituted. Catch basins or
nationally known water cooled grease trap or grease washer may be used. None
smaller than 7"x102" shall be used, subject to approval of plumbing inspector.

SECTION 43: Overflow Pipes.
In no case shall safe waste, drip or overflow pipes from tanks or cis-
terns connect with the drain, soil waste vent pipes, or rain water leaders, but
shall run into some place in open sight. Rain water leaders shall not be con-
nected to house drains or sewers but shall drain to yard, street or alley.
SEC'T'ION 46: Closets Prohibited.
No person shall place in any building used for dwelling or business
purposes any plunger pan, washout or hopper closets.
SECTION 47: Foreign Matter in Sewers.
No. butcher's offal, garbage, dead animals, or liquids containing salt,
hair, fibres, grease or other obstructing materials shall be permitted to enter
any public sewer system, unless provided with proper catch basin_ All creameries
must be connected to sewers by being first connected to an approved catch basin,
or filter, and milk .shall not be emptied into sanitary sewers.
SECTION 48: Harmful Wastes in Sewers.
Corrosive or harmful wastes, and wastes at a temperature higher than
140 degrees fahrenheit shall not be discharged into a public sewer.
Such wastes shall not be discharged into a plumbing system to which
water closets, bath tubs, lavatories or -other household plumbing fixtures are
connected. The plumbing system designed to receive such wastes shall be of mate-
rial capable of resisting the destructive action of such wastes.
V.en fixtures discharge wastes at a temperature higher than 140 degrees
Fahrenheit they shall be provided with a satisfactory cooling device.
SECTION 49: Special Permits.
'Ahere additional fixtures are required or alterations are to be made,
and it is not practical to construct them in accordance with the provisions of
this Ordinance, a special permit may be issued by the plumbing inspector.
SECTION 50: Plumbing condemned.
No plumbing now in any dwelling house, hotel, apartment house, tenement
house, factory, store or any other building, if condemned by the plumbing inspec-
tor shall be taken out without the consent of the owner thereof, unless a major-
ity of the plumbing Board and the Commissioner in charge of Public Health so
orders, and old pipe and plumbing material shall not be used unless on examina-
tion it is round to conform with this Ordinance.
SECTION 51: Water Supply to Fixtures.
All plumbing fixtures shall be provided with a sufficient supply of:
water from the city water pipes for flushing to keep them in a sanitary condition.
Every water .closet or pedestal urinal.srall be flushed by means of an approved.
tank or flush valve of at least four (4) gallons flushing capacity for -water
closets and at least two (2) gallons for urinals, and shall be adjusted to prevent
the waste'of water. The flush pipe for water tanks shall not be less than one
and one-fourth (1j) inches in diameter and the water from flush tanks shall be
used for no other purpose.
No water closet or urinal bowl shall be supplied directly from a water
supply system through a flush -o -meter or other valve unless such valve is set
above the water closet or urinal in a manner such. as to prevent any possibility
of polluting the water supply.
No plumbing fixture, device or construction shall be installed which
will provide a cross connection between a distributing system of water for drink-
ing and domestic purposes and a drainage system, soil or waste pipe so as to per-
mit or make possible the back flow of sewerage or waste into the water supply
system.
SECTION 52: Number of Toilet Fixtures Required.
Every office building, school, store, warehouse, manufacturing estab-
lishment or other structure where workman or workwomen are or will be employed,
shall be provided with at least one water oloset.
Water closets shall be provided for each sex according to the follow-
ing table.. The number of ;water closets to be provided for each sex shall in
every case be based upon the maximum number of persons of that sex employed at
any one time on the given floor, or floors or in the structure for which such
closets are provided.

And thereafter at the rate of one closet for every 30 persons (except that in
schools designed for a minimum occupancy of 400 pupils, at least one toilet fix-
ture shall be provided.for each 40 pupils and in toilets for boys at least 1/3
of the fixtures shall be water closets.)
1henever a.urinal is supplied, one closet less than the required num-
ber may be provided for males when more thaii'35 are employed (except that the
number of closets in such cases shall be at least 2/3 of the number given in the
above table. )
For dwellings to be occupied V one or two families, at least one
water closet shall be provided for each family. Mere there are more than two
families, provisions shall be made as required by the proper administrative
authority.
Places of public or semi ---public assembly accommodating large numbers
of persons shall be provided with EL sufficient number of water closets and
urinals as directed by the proper administrative authority. Such water closets
shall be in an accessible location and be provided with signs plainly indicating
sex.
Location of Toilet Fixtures;. 1frater closets shall be readily acces-
sible to the persons using them. The location of water closets more than one
floor above or below the regular working place of the persons using them is for-
bidden (except that the proper administrative authority may determine the loca-
tion of water closets in warehouses, garages, and similar structures of low
occupancy.)
The above rule as to location shall be waived when passenger elevators
are provided in sufficient numbers, and employees .are permitted to use them in
going to the toilet room floors.
SECTION 53: Installation of Plumbing by Ovsmer.
All plumbing installed by the oviner shall comply with the require-
ments of this node and in such event the viord "own.erl shall be substituted for
the word "Plumber" throughout the code.
SECTION 54= Inspection.
The inspector shall be notified when work is ready for inspection and
test, and all work shall be left uncovered for examination. The whole system of
drain, soil, waste and ventilation pipes shall be filled with water, or sub-
jected to an air pressure of not less than five pounds to the square inch. And
in .all cases where only a part of the system has been tested at one time, the
inspector shall require an additional test of the whole system which must test
out absolutely tight on final inspection.

SECTION 55: Applications.
All applications for permits provided for in this ordinance shell be
signed by the party desiring to do such work and shall in plain terms name the
location and object of such permit. And submit plans of waste and vent lines
and no permit shall be issued until the parties applying therefor shall arrange
to pay plumbing inspection charges herein fixed and provided. No permits shall
be issued to any master plumber who shall not have first paid to the City Clerk
his city license to engage in the plumbing business. On all new and remodeling
work, plans and specifications must be submitted to the Plumbing Inspector show-
ing all waste and vent lines and same approved by the building department.
SECTION 56: Tests.
It shall be the duty of every plumber to notify the plumbing inspector
when any job of plumbing is ready for inspection, as follows: First: when soil
pipes shall be completed through the building, the waste pipes soldered up, and
iron pipes properly plugged or capped and the wort tested and made tight. find
before any joint in soil pipe or fittings or water pipe shall be covered up. At
such times all openings must be left in soil or waste pipes for the proper con-
nections of all fixtures. Second: when all fixtures have been attached and the
water turned on to test the same.
SECTlON 57: Defective Plumbing.
Menever theplumbing inspector finds defects in any plumbing or drain-
age work being done in violation of the requirements of this or any other ordi-
nance of the City, he shall order the same taken out or corrected and made to
conform thereto.
All plumbing fixtures and other apparatus and pipes from or through
which any sewage is discharged into any sewer shall be subject to inspection by
the plumbing inspector at any time at reasonable hours and if upon such inspec-
tion it shall appear that any part of said plumbing system is defective or fails
to conform to the requirements of this ordinance and by reason. of such failure
tends to create a nuisance, the same shall be repaired or replaced as the nature
of the conditions may require. Such repairs shall be completed within thirty
(30) days after notice has been given to the owner or occupant by the plumbing
inspector unless an extension of time is granted by the plumbing inspector.
SECTION 58: Inspector's Bond.
The said plumbing inspector shall give bond to the City in a ponal
sum of One Thousand ($1,000.00) Dollars for the faithful performance of his
duties.
SECTION 59: Permit Fee.
.The charge for a permit under the ordinance shall be $2.00 for any
work done in or about any building other than minor repairs and defined in this
ordinance, (see Section 10). To include one fixture where new fixtures are be-
ing installed, and $1.460 additional for each and every fixture or opening left
in soil or waste pipes for fixtures, and $1.,60 for each sewer connection. All
fees to be paid b,j the plumber contracting or doing the work.
SECTION 60: Certificates.
Men the work is ready for final inspection it shall be the duty of
the plumber doing. the same to notify the plumbing inspector. If upon ficial in-
spection and test, the plumbing inspector finds that the work has been done in
accordance with this ordinance, he shall furnish the plumber doing the same with
a certificate to that effect without expense, and it shall be the duty of said
inspector to answer the call or notice of any master plumber to test any job of
work within four (4) hours, except on final inspection, which shall be twenty-
four (24) hours.

SECTION .61: Obstructed by Roots.
'Rip -never any house sewer or drain is obstructed by roots or is found
to be broken or defective so that sewerage or drainage escapes therefrom, the
plumbing inspector shall order such sewer or drain to be repaired or replaced -
SECTION 62: Joints in east iron Pipe,
All joints in east iron soil, este or vert pipes or house sewers,
whether inside of building or otherwise, shall be made with pig lead and oakum,
and thoroughly calked:
SECTION 63: Waste from: Chemical Laboratory or Photographic Studio Sinks.
The waste and ventilating pipes in connection with chemical labora-
tory or photographic studio plumbing and all waste pipes and ventilating pipes
receiving discharge of fixtures in which acids are used or which are intended
for such use, shall be constructed of extra heavy cast iron pipe duroiron, or
corrosion and shall be exposed and shall run into an opening so that any part
thereof can be replaced without damage to the building. Such, ventilating pipes
shall not intersect with ventilating pipes receiving the vent of other fixtures,
provided, however, that the waste may enter the main soil or waste lines after
going through an approved diluting chamber. .
The acid waste from garage battery sinks or acid waste from any com-
mercial or manufacturing establishment shall discharge into a garage floor drain
or into a diluting tank before being allowed to enter the house drain. The
waste and ventilating pipes shall be constructed as is required for chemical
laboratory sinks.
SECTION 64: bead in Contact with Cement.
Ahere lead pipe comes in contact with cement or concrete floors or
walls it Shall be protected by a coating of liquid asphalt or other approved
materials.
SECTION 6�: Persons Liable.
Men anything is prohibited in this ordinance, not only the person
actually doing the prohibited thing, but also the employer and all other per-
sons actually concerned therein, shall be liable upon conviction to the penalty
prescribed.
SECTION 66: Traps.
No fixture shall be trapped by having its waste connected with the
trap of another fixture.
SECTION 67: Numbering.
Every plumbing fixture sold to be installed within the city limits
must be numbered in accordance with instructions of the Plumbing Inspector,
and the sale of roughing in material of any kind whatsoever must be reported to
the Plumbing Inspector within forty-eight hours after date of sale.
SECTION 68: Beer Box Connections.
All beer boxes must be connected with sanitary sewer where sewer
connection is available. if sewer connection is not available, it must be con-
nected with a catch basin thirty inches (30R) square or thirty inches (304) in
diameter, and thirty (30%) deep, with twenty feet (201) of drain tile.
SECTION 69;. Revocation of License.
The Plumbing Board shall have the power to revoke any license issued
by it, upon satisfactory proof that the holder of said license has violated any
of the provisions of this ordinance, relating to the examination of the plumber,

gas fitter and drain layer, or for any violation of any rule of this Board
adopted for the purpose of carrying out the provisions of this ordinance rela-
tive to the plumbing, gas fitting and drain laying, and if such license be re-
voked, the sane shall not be re -issued within six (6) months.
SECTION, 70: Plumbing in Place prior to this Ordinance.
The requirements of this ordinance relative to the installation of
plumbing and fixtures shall not apply to or affect any plumbing or fixtures in-
stalled prior to the passage of this ordinance.
SECTIO14 71: Penalty for Violation:.
Any person, firm, or corporation violating any of the provisions of
this ordinance 'shall be deemed guilty of a misdemeanor and upon conviction shall
be punished by a fine of not less than Five Dollars ($5.00) nor more than One
Hundred Dollars ($100.00) or by imprisonment in the City Jail for a period of
not more than thirty days (30), or by both fine and imprisonment for each of-
fense. For the purpose of this ordinance, a violation of any of the provisions
hereof on succeeding days shall constitute separate offenses.
SECTION 72: Effective when.
The invalidity of any one section or provision of this ordinance shall
not invalidate other sections or provisions thereof.
This ordinance shall be in force and effect froy-ri and after the date of
its passage, an emergency existing within the meaning of the laws governing
cities of the third class, this ordinance being necessary for the immediate pre-
servation of the public peace, health and safety, and repealing all ordinances
in conflict herewith.
