Special tax bills in the ax._our_ts set forth -in the preceding section shall be issued by the City- Clerk against said lots, tracts or parcels of land respectively, which said special tax bills shall bear interest at the .rate of six per cent (6%) per annum from their date, and shall constitute a first lien upon the property -therein described, and spall continue in force for a period of five years after their date unless sooner paid, and in the event suit is brought to enforce such lien then said tax bills shall continue in force until the elpi ation of such litigat- ion. Said tali bills shall be issued in favor of tho City of Cape Girardeau, T issouri, and any owner or holder by assignunnt o7 such tax bills may enforce the collection_ thereof in any court of competent jurisdiction. SECTION ON 5. This ordinance shall take effect and be in force after the expiration of tell (10) days from the day of its passage and adoption.
