AN ORDINANCE PROVIDING FOR AND DIRECTING THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY OF CAPE GIRARDEAU, MISSOURI.. AT A SPECIAL ELECTION TO BE HELD IN SAID CITY,. OF A PROPOSITION FOR THE INCURRING OF INDEBTEDNESS AND THE ISSUANCE OF BONDS OF SAID CITY TO PROVIDE FUNDS FOR THE PURPOSE OF EQUIPPING AND IMPROVING THE MUNICIPAL AIRPORT OF SAID CITY.. AREAS_, in the opinion of the City Council of the City of Cape Girardeau, Missouri, it has become necessary to equip and improve the muni- cipal airport of said. City; that the estimated cost of such equipment and im- provement is Eight Hundred Eighty Thousand Dollars. ($880, 000); and that the said sum exceeds the current income and revenues of said City and is not now available in the treasury of said City; and WHEREAS, the said City is authorized under the Constitution and Laws of the State of Missouri, by a vote of two-thirds (213) of the qualified electors thereof voting thereon, to incur indebtedness for the purpose aforesaid, pro- vided that the amount of such indebtedness, when added to all outstanding indebt- edness of said City, shall not exceed any limit prescribed by the Constitution and. SECTION 1. That the Council,: in due time prior to the date of the aforesaid election, shalt appoint four (4) judges of said special election at each of said polling places, who shall receive as compensation: for their services $10. 00 per day, and the judges at each polling place shall designate two (2) of their number to act as clerks of election. SECTION 4. That the polling places shall be opened on the day of said election at the hour of six oxcl,ock A. M. and shall regain open until the hour of seven o1clock P. IVL on said date; and said election shall be conducted and the results thereof canvassed and returned in, all respects in, accordance with the Laws of the State of Missouri and the ordinances of the City of Cape Girardeau - SECTION 5.
