AN ORDINANCE AMENDING ARTICLE VII, RELATING TO OFF
STREET PARKING OF THE CODE OF ORDINANCES FOR THE
CITY OF CAPE GIRARDEAU
WHEREAS, Section 30.109 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, sets out requirements for off street parking
facilities but omits off street parking requirements for those persons who
house students attending Southeast Missouri State College who possess and
use automobiles in the City of Cape Girardeau, and on -lits reference to any
requirements for any other person, business or firm that houses renters or
roomers, any one of whom may have automobiles; and
WHEREAS, Off street parking facilities should be required for those
persons who house students attending Southeast Missouri State College who
possess automobiles and who house any other person for, hire who have auto-
mobiles other than members of the family,
NOW, THEREFORE, DE IT ORDAINED BY THE COUNCIL OF THE
CITY OF CAPE GIRARDEAU, That Article VII, Off Street Parking, of the
Code of Ordinances of the City of Cape Girardeau, is hereby amended by adding
to Section 30.109 Subsection H. , as follows; "Section 30.109, Subsection H.
For all persons housing students attending Southeast Missouri State College
or other persons for hire who operate automobiles in the City of Cape
Girardeau, one off street parking space for each student or other roomer who
owns, operates and possesses a motor vehicle. All such persons shall apply
one time each year to the City Clerk of the City of Cape Girardeau for a license
which reveals the number of students or persons who occupy rooms for hire
from such applicant who possess automobiles and for whom one or more off
street parking spaces is provided. Such license shall cost $1. 00 per year and

shall state the name and address of the applicant, the number of students
or persons who rent rooms for hire from the applicant who have vehicles,
and the number of off street parking spaces provided for such persons,
Said license shall run from September lst of each year to August 31 of the
next year. "
Although this ordinance shall become effective ten days after its passage
and approval, no person housing students or others within the contemplation
of this ordinance shall be required to obtain a license as suggested herein
until September 1, 1968. Thow-persons living in an area in the City of Gape
Girardeau zoned R-4 shall be given until September l, 19697 to comply with
the provisions herein, but all other persons must comply with the provisions
herein on or before September 1, 19,68.
All persons who fail to comply with the provisions of this ordinance
as re(T fired. herein shall be subject to a fine not to exceed $10.. 00 per day
of each day of non-compliance of the terms- of this ordinance.
This ordinance shall be in full force and effect ten days after its
passage and approval.
