AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE
OF ORDINANCES OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, BY DESIGNATING THE HUNZE HOUSE, 312
BELLEVUE STREET, CITY AND COUNTY OF CAPE
GIRARDEAU, MISSOURI AS AN "HISTORIC LANDMARK"
WHEREAS, the Historic Preservation Commission has reviewed an
application of historic landmark nomination prepared by a committee
of the Historic Preservation Commission and has recommended by its
Resolution adopted May 17, 1995, that the Hunze House, 312 Bellevue
Street be designated as an "Historic Landmark"; and
WHEREAS, the City Planning and Zoning Commission has
recommended that all of the property described in Article 1 of this
ordinance which is now designated as an C-3, Central Business
District shall, in addition, be designated an "Historic Landmark";
and
WHEREAS, Public Notice of such change was given as prescribed
in Chapter 30 of the Code of Ordinances of the City of Cape
Girardeau, Missouri, and public hearing was held on Tuesday,
July 11, 1995; and
WHEREAS, the City Council of the City of Cape Girardeau,
Missouri, has elected to designate the property described in
Article 1 and presently zoned as C-3, Central Business District as
an "Historic Landmark";
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
CAPE GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. Chapter 30 of the Code of Ordinances of the City
of Cape Girardeau, Missouri, is hereby amended by designating the
following described property which is currently zoned C-3, Central
Business District as an "Historic Landmark", for the following
described property:
The Hunze House
312 Bellevue Street
The West 120 feet of the South 141 feet of Lot 9, Range
F, in the City of Cape Girardeau, Missouri.
ARTICLE 2. The City Council hereby finds and declares that
the property described in Article 1 which is currently zoned C-3,
Central Business District is particularly suitable for the purposes
of additional designation as an "Historic Landmark", and that such
designation is reasonable and in reasonable conformity with the
existing uses and value of the immediately surrounding properties.
ARTICLE 3. The City Council hereby finds and declares that
the Hunze House, 312 Bellevue Street, the property described in
Article 1 above, meets the criteria for designation as an Historic
Landmark in that it:
a. Has significant character, interest, and value, as part
of the development, heritage, and cultural
characteristics of the city, state, and nation; and is
associated with the lives of persons significant in the
past.
b. Exemplifies the cultural, political, economic, social,
and historical heritage of the community.
C. Has a unique location and singular physical
characteristics which represent an established and
familiar visual feature of the neighborhood and the City.
d. Is an historic site containing information of
archaeological value in that it has produced and can be
expected to produce data affecting theories of historic
research interest as set forth in the state historic
preservation program master plan for cultural resources.
ARTICLE 4. The City Council further declares and ordains that
the following activities on the site must be reviewed for a
Certificate of Appropriateness by the Historic Preservation
Commission pursuant to City Ordinances:
a. Any alteration, renovation, or addition to the exterior
architectural features which include the siding, roof,
windows and gables.
The Council hereby adopts and incorporates by reference the
recommended guidelines for review of Certificates of
Appropriateness for the Hunze House, 312 Bellevue Street as set
forth in the Historic Preservation Commission's Resolution adopted
May 17, 1995.
ARTICLE 5. This ordinance shall be in full force and effect
ten days after its passage and approval.
