Remarks.
we have made an examination of the Books and Records of tine carious
offices of the City of Cape Girardeau, Mo., from April -.—loll to
April 12-1913, and find the Records in excellent shape.
CITY .COLI:ECTO :
The records in this office are in veru, good condition. ?7e
Mould recommiend, however, that wore care should be taken in making uy the
Delinquent List, as no credit for these items should be allowed unless
made up in proper form. In the past it has been customary to make up
Delinquent lists of the ileal ;state and Personal Taxes only. From our
examination we fi:.d there has been Delinquent merchants and manufactur-
ers Advalorem Taxes each year. fe ;could also caution the CitTr Collector
not to detach the L•ieense from the stub, unless settlement is made, and
at the end. Of the year, when the final settlement is made, credit should
be given for the Licenses attached to stub only. If the proper Bond is
filed when the Assessment is made all of the Tderchants and kanufacturers
Advalorem Taxes should be settled during the year.
Ue have ignored the Receipts o the City Collector for Licenses paid
him„ for the reason_ that theme Receipts were not issued singly and deliv-
ered to the City Clerk when the License Ree was paid to the Collector,
but were copied from the stubs of the License Book several months after-
ward, and therefore were worthless as a check on the City Collector by
the City Clerk. Ile are informed that this is the usual -procedure followed
by the Cit, Collector heretofore, and by the present officer, but unless
he immediately files his receipt with the City Clerk, when he receives
the amount of the License charge, then it is useless as a check on said
officer.
Again we Mould suggest that instead of the Collector signing the
City Clerkps name to the Licenses, that the Cit; Clerk,anc_ the i:Eayor also,
sign them in blank, and that the C!_:,y Clerk charge the City Collector with
the blank Licenses by number,7e are only suggesting thisn however, and
if of any value, after considering same, can be adopted by an amendment.
In the past it has been customary to .Abstract all collections from
July 1st, to June 30 each year.Ye w�,uld recommend that each Abstract Book
Contain collections for the Current yeas" Only, April to April of each
year.
Receipt r# 10, dated February 1.1_ for ,Automobile .Licenses, issued to
falter D. Block for two ;2; Licenses calls for b, 00, but the entry on
the Abstract Book of Collections calls for cM.00, a difference of ;x.009
overpayment by City Collector,
Receipt m 117 for :zutomobile License issued to R. B. Dalton, calls
for =3.3.00, Rntered or License Register, pagr- 121 for A5.00. Difference
42.06. This difference carried to Errors and Differences, Folio 6 of
our report.
The Special Tax ,Bills and Due Bills are shown, but were not charged
to City Collector in our report.

T'he records in this office are in excellent share. 17e find
quite an increase in fees reported to the City Treasurer during the year
and seven months adm>i.nistration of the Present City Clerk.
All reports filed with the Clerk were checked and verified.

The records of this office are very cor_palete and the
Monthly reports to the Cit; Clerk show all Receipts and Disbursements
with the proper balances at the end of the month. Our repo -pt will shat
a little difference i, some of the :v?,mds, but the Grand Total eorres-
po.-&s with the amount tined over by the outgoing Cit' Treasurer Louis
Stern to the incoming City Trea5urcr, J. F. Masterson. 7e would recom-
mend that the corrections on folio l 21 be adjusted on the Treasurer`s
Ledger. These errors appear in September 1912 due to Collections being
credited on the Ledger to the "ro.v Fund.

one boot'- given to each weigher enab_es the City "leak to check these
books and verify the amounts collected ane reported.

are being sept in a very eefficient manner, and we hope the new incoming
