A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR SERVICES BETWEEN THE
CITY OF CAPE GIRARDEAU, MISSOURI, AND OLD
TOWN CAPE, INC
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute a
contract for services with Old Town Cape, Inc., in the City of
Cape Girardeau, Missouri. A copy of said Agreement is attached
to this Resolution and made a part hereof.

Contract for Services
The City of Cape Girardeau, Missouri, hereby agrees to pay Old Town Cape, Inc. the sum of
$40,000 payable in four (4) quarterly installments of $10,000 each, commencing on July 1, 2012,
for Old Town Cape, Inc. to coordinate Cape Girardeau's downtown revitalization efforts
including providing design assistance to property owners, managing business recruitment
activities, promoting a positive image for downtown and conducting special events. As part of
its activities, Old Town Cape will, on an annual basis, serve as primary sponsor/organizer of at
least three (3) special events and recruit a minimum of three (3) new businesses to the Old Town
Cape district. Other services related to downtown revitalization that may be provided by Old
Town Cape in an on-going and "as requested" basis.
In addition, Old Town Cape will assist in coordination of the implementation of the City of Cape
Girardeau's Downtown Strategic Plan adopted by the Cape Girardeau Planning and Zoning
Commission and City Council in 2009.
Examples of services to be provided by Old Town Cape are listed on the appendix attached.
Old Town Cape will, on an annual basis, provide a report to the City Council on its progress in
achieving these objectives. Such report will include net new businesses and jobs, number of
building renovations, public and private reinvestment statistics occurring in the downtown, and
progress on its assistance to the City on the implementation of the Downtown Strategic Plan.
The City Manager, or his or her designate, will serve as a voting member of the Old Town Cape
Board of Directors. The Council Representative for which the majority of the Old Town Cape
district falls within their ward will serve ex officio to the Old Town Cape Board of Directors to
help ensure communication and compliance. The term of this contract is for a period of one (1)
year, commencing on July 1, 2012, and ending on June 30, 2013.
