RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT WITH OLD TOWN CAPE, INC.,
FOR THE OLD TOWN CAPE MAIN STREET PROGRAM,
IN THE CITY OF CAPE GIRARDEAU, MISSOURI
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute a
Contract with Old Town Cape, Inc., for the Old Town Cape Main
Street Program. A copy of said Contract is attached to this
Resolution and made a part hereof.

Contract
The City of Cape Girardeau, Missouri, hereby agrees to pay Old Town Cape, Inc. the
sum of $20,000 payable in four (4) quarterly installments of $5,000 each, commencing on
July 1, 2007, for the Old Town Cape Main Street Program to coordinate Cape
Girardeau's downtown revitalization effort and provide design assistance to property
owners, manage business recruitment activities promote a positive image for downtown
and conduct special events. As part of its activities, Old Town Cape will, on an annual
basis, serve as primary sponsor/organizer of at least three (3) special events and recruit a
minimum of three (3) new businesses to the Old Town Cape district. Other services
related to downtown revitalization that may be provided by Old Town Cape in an on-
going and "as requested" basis are listed in the appendix attached.
In addition, Old Town Cape will, on an annual basis, provide a report to the City Council
on its progress in achieving these objectives. Such report will include net new businesses
and jobs, number of building renovations, and public and private reinvestment statistics
occurring in the downtown. Due to the confidentiality of the information, the city will
assist by compiling the aggregate sales tax dollars generated within the Old Town Cape
boundaries. When provided, such data will be made available in reports produced by Old
Town Cape.
The City Manager, or his or her designate, will serve as a voting member of the Old
Town Cape Board of Directors. The Council Representative for which the majority of
the Old Town Cape district falls within their ward will serve ex officio to the Old Town
Cape Board of Directors to help ensure communication and compliance. The term of this
contract is for a period of one (1) year, commencing on July 1, 2007, and ending on June
30, 2008.

Contract
The City of Cape Girardeau, Missouri, hereby agrees to pay Old Town Cape, Inc. the
sum of$20,000 payable in four(4) quarterly installments of$5,000 each, commencing on
July l, 2007 for each of the next three (3) years to assist the City in management and
implementation of the City's DREAM initiative.
General activities requiring additional Old Town Cape staff support include:
• Coordination of ineetings
• Mobilization of volunteers for public meetings, etc.
• Staff support for DREAM initiative projects
• Staff support to consultants and state team
• Contact for specific DREAM projects from inception to
implementation
• Coordination and/or facilitation of publicity
• Assistance in research and completion of applications for State
programs and/or grants
The term of this contract is for a period of three (3) years, commencing on July l, 2007
and ending on June 30, 2010.
