A RESOLUTION AUTHORIZING APPLICATION TO THE
MISSOURI DEPARTMENT OF TRANSPORTATION FOR
THE SAFE ROUTES TO SCHOOL GRANT PROGRAM, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
NECESSARY GRANT DOCUMENTS
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute
grant application to the Missouri Department of Transportation
for the Safe Routes to School Grant Program, and is hereby
authorized to execute all necessary grant documents.

Problem Identification(max 35 points)
Your problem ID should clearly indicate the need for a Missouri SRTS grant.
This is a competitive process, therefore you will want to provide any information you deem necessary for program
consideration .(Ex. Safety issues, background information, enforcement issues, crossing guard training needed, bike
safety workshop needed, etc.) Include any crash data over the past three years involving pedestrians within two miles of
the school (electronic preferred). You may also include photos and videos (electronic preferred) with your mailed in
application if needed to demonstrate the need for this project. If you are sending electronic copies, please clearly label
your disc. Anything mailed with the application will not be returned. Do not use this section to explain the project.
According to the Manual of Uniform Traffic Control Devices (MUTCD), published by the US Department of
Transportation Federal Highway Administration, "It is important to stress that regardless of the school location,
the best way to achieve reasonably safe and effective traffic control is through the uniform application of
realistic policies, practices, and standards developed through engineering judgement. Procedures and
devices that are not uniform might cause confusion among pedestrians and road users, prompt wrong
decisions, and contribute to crashes. To achieve uniformity of traffic control in school areas, comparable
traffic situations need to be treated in a consistent manner. A uniform approach to school area traffic controls
assures the use of similar controls for similar situations (which promotes uniform behavior on the part of
motorists, pedestrians, and bicyclists)."
Currently the City of Cape Girardeau's school speed limit ordinance reads, "School Zones (7:30 A.M. to 4:00
P.M., Mon. to Fri.) - 20 MPH." However, the ordinance does not take into effect the time when children are not
present or in school, ex. holidays, summer break. Nor does it take into account special events or evening
activities in which children may walk or bike. Also, the City of Cape Girardeau's existing school signage is not
completely uniform. The school zones are not clearly identified by signage (ex. End School Zone). These
inconsistancies in signage make the law difficult for motorists to understand and police officers to enforce.
Again, these inconsistancies may very likely lead to confusion among pedestrians and motorists. In turn,
these prompt wrong decisions and contribute to crashes.
While the City of Cape Girardeau has been able to do extensive work surrounding schools by installing
sidewalks or walkways, congestion at school drop off points still remain a problem. School buses and
parents/caregivers who transport children to school, create a hazardous condition for those children who walk
or bike to school. At the present time appropriate signaling and signage does not exist at several of our
schools that serve elementary students. Funds do not exist in the current City budget to resolve the problems.
Included is a map of crash data. The map shows pedestrian and pedalcycle accidents that have occurred
within two miles of our schools. There have been 50 pedestrian and/or pedalcycle accidents over the last
three years.
Also included are photgraphs of the existing school signage.
Infrastructure
Project Description(max 35 points)
Explain the project in as much detail as possible.
What do you intend to accomplish with the project?
Does this project coincide with any other projects or activities? Explain.
How does this project connect to the existing infrastructure?
How will it increase the safety for children in K-8 to walk and bike to school?
Include measurable goals and the objectives you will take to reach these goals. (All projects will undergo auditing by
MoDOT)
Include aerial photos and/or drawings no larger than 8 t/2 "X I l" (electronic preferred) with the signed application to
portray your project.
Attach a map no larger than 8 1/2X 11" showing project location with the signed application.
The City of Cape Girardeau has partnered with the area schools, public and private, to determine a valuable
project. First, we would like to improve our school zone speed limit ordinance and upgrade to a more effective
device, flashing beacons. We would then like to further the effectiveness by establishing clearly defined
school zone by the use of signage.
The City would like to keep the existing school zone speed limit. According to the Traffic Control Devices
Handbook, published by the Institute of Transportation Engineers, "Many groups in the community are more
comfortable when speed limits are lowered on the streets next to schools. A lower speed limit certainly gives
motorists, bicyclists and pedestrians more time to react. If a child is struck by a vehicle, the slower its speed,
the greater the child's chance of survival." There are several different types of signage that may be placed
with the speed limit sign, (ex. When Children Present, 7:30 AM to 4:00 PM, When Flashing, etc.) Currently,
the City installs the 7:30 AM to 4:00 PM" sign along with the School Zone Speed Limit sign. The handbook
states, "Note that using a posted time requires that drivers have access to a clock. The phrase "when children
are present" is somewhat ambiguous." After much research on the different types of school speed zones, we
found that a flashing beacon indicating when to reduce the speed limit is the more effective device. The book
also discusses a study that was conducted in various parts of Washington state. The results showed that
driver compliance was far better with the "when flashing" method. Therefore, the City would like to upgrade
nine school zones by installing flashing beacons with the "20 MPH School Zone" sign and the "When
Flashing" sign. The beacons will be placed at Cape Girardeau Public Schools: Alma Schrader, Barbara
Blanchard, Charles Clippard, Benjamin Franklin, Thomas Jefferson, Central Middle School, and Central Junior
High School. The beacons will be placed at Cape Girardeau's private schools: St. Vincent, Trinity Lutheran. A
few of Cape Girardeau's other schools were not included in this program due to the few number of children
walking and biking to schools.
The flashing beacons will be installed on a 2" by 2" post. They are operated by solar power. There will be no
need for trencing or boring electric to the beacons. Also, there will not be electric costs associated with the
project. The Public Works Department will maintain the beacons and signage.
The product of well defined school zones and speed limits will improve consistancy throughout the city.
Currently, the City does not have signage showing where the school zone ends. As mentioned before, the
MUTCD encourages consistancy and uniformity in order to eliminate confusion and improve safety for not only
motorists but most importantly pedestrians and bicyclists. This project will also help our local police
department. As consistancy, uniformity, and well defined areas will allow enforcing the speed limit to be much
simpler. The City would like to install End School Zone signs in the appropriate locations at the nine schools.
In addition to these signage improvements, the City of Cape Girardeau has an extensive sidewalk program.
We have an average installation of approximately one mile of sidewalks per year which is paid for by the City
and ISTEA grant. We would like to improve this trend. Also, our sidewalk ordinace requires all new
residential dwellings and businesses to install sidewalks on public ROW. The cost is nearly $20.00 per foot,
which means we spend apporximately $120,000.00 per year on sidewalks. We also have a sidewalk repair
program, in which we eliminate tripping hazards and ugrade to be ADA compliant.
Infrastructure
As mentioned before the MUTCC► stresses that the best way to achieve reasonably safe and effective traffic
control is through the uniform application of realistic policies, practices, and standards developed through
engineering judgement. Therefore, those children that do walk and bike to school will be safer considering
more traveling motorists will be obeying the traffic regulations. We believe that this will help encourage
children to walk and bike to school. The Public Works Department has a speed display in which can be set up
at the schools. This product can be programmed not to display anything, as if it is not turned on. However, it
will still collect speed data. One goal that we have is to see a decrease in speeding at the schools and an
improvement of abiding by the local regulations. Another goal is to see the number of children walking and
biking to school increase. We feel that along with our sidewalk program, these signage improvements, may
dramatically increase the number of children who will walk or bike to school.

EVALUATION(5 points)
Evaluations are required that will show the behavioral change before and after the activity. Once an award
has been made, the schools that are involved with the successful applications must use the Parent Survey
About Walking and Biking to School and the Student Arrival and Departure Tally Sheet before the project
occurs and after the project is complete. These forms shall be shown to the school/s prior to submitting an
application. If the evaluations are not completed and submitted to MoDOT, the applicant and school
partners will be ineligible for any future SRTS grants. MoDOT will submit the Surveys and Tally sheets to
the National Center for Safe Schools and will be used to provide a report to the U.S. Congress and will play a
part in determining if the SRTS program will continue past 2009. If any additional evaluations are performed,
please submit them to MoDOT.

For tracking purposes, if there are multiple schools benefiting from this grant, the estimate needs to be broken out and
detailed as to how the money will be distributed to each school. List all items for the first school, leave a blank line
between the first and second school, etc (see example). Otherwise, an even distribution will be assumed. The applicant
will need to show any costs associated with this project including but not limited to any preliminary engineering,
engineering, right of way, utility relocations, construction costs, materials costs, materials inspection, and construction
inspection. This estimate shall not be increased in the future. There is a $250,000 limit per project.
