A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CAPE GIRARDEAU, MISSOURI, EXPRESSING
SUPPORT FOR DESIGNATING STATE HIGHWAY 74
FROM INTERSTATE 55 TO THE NEW BILL EMERSON
MEMORIAL BRIDGE AS THE JOHN L. OLIVER, JR.,
PARKWAY
WHEREAS, former Cape Girardeau attorney, John L. Oliver,
Jr., now deceased, was a pillar of the Cape Girardeau community
who worked tirelessly to support many civic, business, legal and
church organizations; and
WHEREAS, John L. Oliver, Jr., was a distinguished attorney
who earned state-wide respect for his legal knowledge, and
served on numerous boards and commissions, including as Vice -
Chairman of the Missouri Highway Commission; and
WHEREAS, the portion of State Highway 74 from Interstate 55
to the Bill Emerson Memorial Bridge was constructed as a four -
lane highway in large part due to John L. Oliver, Jr. ' s efforts
on the Missouri Highway Commission; and
WHEREAS, Missouri State Senator Jason Crowell plans to
propose a bill in the 2007 Legislative Session to designate
State Highway 74 from Interstate 55 to the new Bill Emerson
Memorial Bridge as "John L. Oliver, Jr. Parkway" in honor of
John L. Oliver, Jr. and in recognition of his contributions to
the community.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS:
The City of Cape Girardeau does hereby express and confirm
its support for designating that portion of State Highway 74
from Interstate 55 to the Bill Emerson Memorial Bridge as the
"John L. Oliver, Jr. Parkway" in memory of John L. Oliver, Jr.
This Resolution shall be submitted as soon as practical upon its
passage to the Missouri Department of Transportation at its
office in Jefferson City, Missouri, and its District Office in
Sikeston, Missouri. Copies of this Resolution shall also be
submitted to the Missouri House of Representatives and the
Missouri State Senate, Cape Girardeau County, the Southeast
Missouri Regional Planning Commission, the Cape Girardeau
im
Planning and Zoning Commission, and the Cape Girardeau Chamber
of Commerce. The City of Cape Girardeau hereby commits to any
and all follow-up actions that may be necessary to secure this
designation, and hereby requests the Missouri General Assembly
to act favorably on this designation.
