INDUSTRIES, INC., FOR THE INSTALLATION OF
STREET LIGHTS ON SHAWNEE PARKWAY, IN THE
CITY OF CAPE GIRARDEAU, MISSOURI
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE
GIRARDEAU, MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to accept a
proposal from Eastern Missouri Industries, Inc., for the
installation of street lights on Shawnee Parkway, in the City of
Cape Girardeau, Missouri. A copy of said proposal is attached
to this Resolution and made a part hereof.

Sealed bids, subject to the Instructions and General Conditions listed below and any special conditions set forth herein, will
be received by the Division of Purchasing, 401 Independence, Cape Girardeau, MO, until 3:00 PM, 04/11/06, for furnishing
the City of Cape Girardeau the material and/or list of materials, supplies, equipment or services shown on the attached Bid
Proposal Form and Specifications.
The right is reserved to accept or reject all or any apart
of the proposal, to waive technicalities, and to accept
the offer the City considers the most advantageous to
the City.

INSTRUCTIONS AND GENERAL CONDITIONS FOR BIDDERS
Bidders must use the bid forms provided for that purpose in submitting bids, must return all bid forms, provide
signatures where required. All bids must be identified by bid number, articles, and date of opening. If you do not care
to bid, please return the enclosed No Bid form. Faxed bids will not be accepted unless so stated on the request for
quotation form.
A certificate of insurance naming the City as coinsured shall be filed with the City prior to the commencement of the
work and shall remain in force for a period equal to the period of the contract.
Insurance requirements are as follows:
A. Bodily Injury Liability - $300,000 injury per person, total liability of $2,000,000.
B. Property Damage Liability - $300,000 per accident.
C. Workman's Compensation Coverage for the contractor's employees at the work site.
3. The contractor shall at his own expense obtain all necessary permits, pay all licenses, fees and taxes, required to
comply with all local ordinances, state and federal laws, rules and regulations applicable to business to be carried on
as a result of the bid award.
All wages paid for work resulting from award of this bid shall comply with requirements of the prevailing wage
law of the State of Missouri, Sec. 290.210 through 290.340, R.S. Mo. 1978, as amended.
The bidder shall forfeit as a penalty to the City of Cape Girardeau ten ($10.00) dollars for each workman employed,
for each calendar day, or portion thereof, such workman is paid less than the prevailing hourly rate of wages for
any work done under the contract by him, or by any subcontractor under him.
Before final payment can be made the contractor and subcontractor must file an Affidavit of Compliance.

Lighting Improvements
Prepared by the City of Cape Girardeau Public Works Department
Scope of Work
This project consists of installing 62 direct -bury fiberglass breakaway streetlights and seven bridge mounted
streetlights. The contractor will provide and install 10,920 feet of cable conduit by trenching and provide
and install 1,860 feet of 2 and 3 inch conduit by trenching and boring. The contractor shall also provide and
attach 1,835 linear feet of metal conduit to a highway bridge and provide and install four electrical meter
housings. The fiberglass streetlight poles, arms, light fixtures and streetlight bridge supports will be
provided by the City (Owner). All other materials will be provided by the contractor. The project site is the
Shawnee Parkway (SH 74) between Sprigg Street and Kingshighway (US 61) a distance of 1.6 miles.
Section 1 - General Provisions
All work shall be in conformance with National Electrical Code. The contractor shall be licensed to
perform electrical work in the City of Cape Girardeau. The contractor shall provide submittals for City
approval prior to purchasing cable -conduit or other materials. The contractor shall also provide the
equipment manufacturer's installation instructions prior to the installation of any product the contractor
provides.
The City will mark or stake the locations of streetlight poles within 48 hours of the request of the
contractor. The Contractor shall field verify the locations. The contractor shall give ample warning to
motorist through signs, barricades, cones and flashing lights of construction equipment and presence of
workers and in and near roadway. Traffic control shall meet the Uniform Manual of Traffic Control
Devices guidelines. The contractor shall submit a traffic control plan for MODOT approval before
commencing work. Any lane closure lasting more than 10 minutes will require the contractor to
notify MODOT 48 hours in advance.
The contractor shall complete the work within 100 calendar -days, starting with the notice to proceed. If the
Contractor fails to complete the work within the designated time frame the City can withhold $200 per day
in liquidated damages for every day beyond the contract end date.
The unit bid price for these items shall constitute full compensation for all materials, labor, equipment,
tools, supervision and any other incidentals necessary to complete the work.
The contractor shall provide a one-year warranty on all materials (not provided by the City) and
workmanship from the date of acceptance.
All workers on the project shall be paid the prevailing wage as determined by the Missouri Department of
Labor and Industrial Relations (attached). Furthermore the contractor will forfeit $10 per day penalty if a
worker (included subcontracted workers) is paid less than the prevailing wage. All contractor bonds shall
include provisions that guarantee the contractor shall pay prevailing wages.
Section 2 - Conduit in Soil
The cable conduit shall include all necessary appurtenances and shall be installed according to the Missouri
Standard Specifications for Highway Construction part 901.5.8.
The contractor shall call Missouri One Call Inc. to locate underground utilities before trenching or
boring.

The cable -conduit shall be Perma-Guard manufactured by Arnco Corporation or equal. It shall consist of
two insulated #8 gauge copper wires and a #8 bare ground wire permanently lubricated inside a 1" diameter
high-density polyethylene duct. It shall meet Schedule 40 requirements.
The conduit distances on the plan sheets, schedules and the pay items are point to point. When
calculating the quantity of conduit to order, the contractor should add 8 to 10 feet at each streetlight
location. This amount is needed to account for the two pieces of conduit that exit the trench and protrude
two to three feet out of the ground.
The cable -conduit shall be installed next to the highway shoulder. Cable -conduit shall be allowed to "snake"
in the trench, but there shall be no sharp bends. It shall be installed at least 24 inches deep. If rock is
encountered at less than 24 inches below grade the conduit must be encased. A trench a minimum of 4
inches wide shall be dug to the top of the rock. Then the conduit should be placed in the trench and 3000
p.s.i. concrete with a maximum aggregate size of I inch shall be placed in the trench to a point 4 inches
above the conduit. The contractor shall wait a minimum of 24 hours before back -filling the trench.
Cable -conduit runs shall be continuous without splice between control panel and poles. All electrical
connections shall be inside streetlight poles or if necessary in outdoor rated junction boxes.
Where boring under streets or highways, it will be done in such a way as to not undermine or otherwise
damage the pavement and shall be a minimum of 30 inches deep. Any damage caused by boring shall be
repaired at the contractor's expense.
All soil disturbed during conduit trenching and boring operations shall be graded to its original contours,
seeded, fertilized and have straw mulch placed on top of the seedbed. The seed shall be perennial rye or
fescue and shall be uniformly applied at a rate of one-half pound per 100 sq. ft. The fertilizer will be 12-12-
12 or higher concentration and shall be uniformly applied at a rate of 1 pound per 100 sq. ft. Straw shall be
placed in such a way as to cover approximately 85% of the seedbed.
When pulling said wires through previously installed 3 inch conduit the cable conduit casing(s) shall be
removed and the wires installed. The contractor shall be paid the unit price given for installing trenched
cable conduit.
In all other trenching or boring of 2 inch or 3 inch conduit the wiring in the conduit shall be included the
pay item. This will not be compensated separately.
Section 3 Conduit on Bridge
The unit price for rigid metallic conduit (RMC) on the bridge includes all appurtenances: 3 insulated #6
wires, supports, fittings, junction boxes, etc. For other specifications concerning this item see conduit plan
sheet.
Section 4 — Pole, Arm and Light Fixture Installation for Direct Bury Poles
The streetlight poles are Shakespeare breakaway 35- foot (mounting height) direct -bury fiberglass poles —
catalog #BAW41-12 with a smooth gray finish. The light fixture -mounting arms are 12 foot Shakespeare
Gray OPAR-12x6 or equal. Each pole weighs approximately 165 pounds. The poles are predrilled to
accommodate the specified mounting arm.
The pole installation pay item for direct bury poles includes:
♦ attaching the arm to the pole
♦ attaching the fixture to the pole arm
♦ auguring the hole in soil
♦ installing the pole in hole

♦ plumbing the pole
♦ back filling and compacting the soil around the pole
♦ wire connections
♦ testing the streetlight operation
♦ installing metal identification plate
For poles installed in soil, a 6 foot deep, 18 inch diameter hole shall be augured. The poles are labeled to
show the proper placement depth. Once the pole is installed and plumbed, the soil removed from hole shall
be placed back into the hole and tamped in six-inch lifts using a hydraulic tamper until it meets surrounding
grade. If the soil is too wet or is in anyway otherwise unsuitable, the contractor shall place %z inch minus
limestone screenings and compact it using the same technique described above. Any surplus material
removed during pole installation shall be disposed of by the contractor.
If rock is present, a minimum 15 inch diameter hole shall be drilled to a point 6 feet below surrounding
grade. The pole shall be centered in the hole and V2 inch minus limestone screenings shall be placed to fill
the space between the pole and the rock.
All poles shall be plumbed and the arms mounted at a 90 -degree angle to the pavement. The poles will be
checked within the one-year warranty period. Any pole 3 degrees or more off of 90 degrees vertical shall be
corrected at the contractor's expense. Guy wires shall not be permitted to correct a leaning pole.
Section 5 — Pole, Arm and Light Fixture Installation for Bridge Mounted Lights
Streetlight poles are to be Shakespeare anchor 30- foot (mounting height) anchor base fiberglass poles —
catalog #AS30-18 with a smooth gray finish. The light fixture -mounting arms are 8 foot Shakespeare Gray
OPAR-8 or equal. Each pole weighs approximately 120 pounds. The poles are predrilled to accommodate
the specified mounting arm.
The City shall provide the anchors. They shall be TruBolt wedge type anchors manufactured by Redhead
Anchoring Systems. Before drilling the anchor holes the contractor shall fabricate a template to assure the
proper positioning of the anchor holes. The contractor shall use a pacometer to assure that rebar will not
interfere with the drilling the holes. He will then drill the correct diameter hole to the proper depth keeping
the drill level and 90 degrees to the wall during the entire drilling process. After the pole support is
positioned and the anchors are inserted anchor bolts shall be tightened to the recommended torque using a
torque wrench. All other anchor manufacture's instructions shall be adhered to.
The pole installation pay item for bridge mounted poles includes:
♦ fabricating a streetlight pole support template and drilling the anchor holes in the correct position and
depth
♦ installing the streetlight pole support with anchor bolts
♦ connecting the conduit the pole support base
♦ attaching the arm to the pole
♦ attaching the fixture to the pole arm
♦ installing the pole to the pole support
♦ plumbing the pole
♦ wire connections
♦ testing the streetlight operation
♦ installing metal identification plate
The contractor shall not cut or drill the streetlight pole without expressed permission of the City of Cape
Girardeau.

An aluminum identification plate (supplied by the City) shall be installed eight feet above the surrounding
grade facing the highway. Two 3/32 inch holes will be pre -drilled into the pole. The plates will be attached
with two 6 x '/z inch Pan Phillips zinc coated screws
Section 6 - The Owner will provide the poles, arms, and light fixtures and streetlight bridge supports
(including anchors)
The light fixtures are American "Cobrahead" 240 volt, 250 watt, High Pressure Sodium with Type III light
distribution lens and includes the lamp, ballast and photocell. They will be located at Cape Electrical
Supply at Bloomfield and Kell Farm Road. The contractor shall install inline fuses with breakaway
connections near the handhold of all light poles. All owner provided materials shall be installed in
accordance with the manufacture's instructions.
Section 7 — Conduit Installed To Power Sources (see diagram)
The contractor shall install 2 inch PVC Schedule 40 electrical conduit between the power sources and the
meter pedestals. This work shall be included in the electric meter housing bid item. It shall be buried a
minimum of 24 inches deep. The contractor shall install three insulated - #4 copper wiring in the conduit
and leave sufficient wire to allow AmerenUE to connect it to the pole mounted transformer. The contractor
shall install a Square D SDSA#1175 or equal surge suppressor at all meter pedestals.
Section 8 — Electric Meter Housings and Junction Box
The contractor shall provide and install four Electric Meter Housing/Load Centers approved by AmerenUE.
It shall be weatherproof, U.L. listed and meet National Electrical Code. (see attached AmerenUE drawing).
In addition to the meter, the housing shall house weatherproof disconnects and appropriately sized circuit
breakers. Any questions concerning this installation should be forwarded to David Goehring with
AmerenUE (573) 651-5726.
The contractor shall provide and install 2 Class 1 Pull Boxes approved by MODOT to serve as junction
boxes. The boxes shall be flanged and designed for flushed mounting and installed so the covers are
removable. It shall be a watertight NEMA 4 enclosure. It shall be constructed of PVC with a minimum wall
thickness of/4 inch and shall be designed to accept 3 inch conduit. The conduit shall be attached to the box
using a threaded terminal adaptor, a locknut and sealing washer, or "O" ring to make a rigid and waterproof
connection. See drawing for additional equipment and installation details.

Section 9 — Bid Form
This project will be bid on a unit price basis. All bidders must provide an estimate for all items even those
whose estimated quantities are zero. The unit bid items cost must equal the Unit Bid Total or the bid
will be considered non-responsive and will not be accepted.
