A RESOLUTION ESTABLISHING THE POSITION OF A TOWN CRIER
FOR THE BICENTENNIAL CELEBRATIONS
OF THE CITY OF CAPE GIRARDEAU
AND
ADOPTING GUIDELINES AND REGULATIONS NECESSARY TO FULFILL THE
POSITION
WHEREAS, Town criers have been recognized for centuries as representatives of their
local governments and as official carriers of news, announcements and declarations; and
WHEREAS, acknowledging the need for and the value of a town crier, in the year 1803,
the town of Cape Girardeau, Missouri appointed a local town crier; and
WHEREAS, the City Council of the City of Cape Girardeau, Missouri, has recognized
the importance of celebrating the City's 200'h anniversary in the year 2006; and
WHEREAS, the City Council of the City of Cape Girardeau, Missouri has recognized
the importance of honoring and maintaining the historical and cultural heritage of the City; and
WHEREAS, the City Council of the City of Cape Girardeau, Missouri, recognizes the
value of reestablishing the position of town crier to announce and report the coming celebratory
events throughout the coming bicentennial year; and
WHEREAS, the City Council of the City of Cape Girardeau, Missouri further
recognizes that a Town Crier will add color, pageantry and local enthusiasm to the community;
and
WHEREAS, the City Council of the City of Cape Girardeau, Missouri also recognizes
the significance of a Commissioned Town Crier who will act as an Ambassador of Goodwill for
the City; and
WHEREAS, a city-wide competition for a Cape Girardeau town crier has been held and
contestants judged;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
CAPE GIRARDEAU, MISSOURI, AS FOLLOWS:
1. The Council of the City of Cape Girardeau, Missouri, hereby establishes the
position of Town Crier of the City of Cape Girardeau for the 2006 Bicentennial
Celebrations and adopts guidelines and regulations necessary to fulfill the position
and;
2. The Council of the City of Cape Girardeau, Missouri, hereby commissions the
position of Town Crier to Daryl Morgan and commissions the positions of
alternate town criers to James Baughn and Clarence Warfield, for the City's 2006
Bicentennial Celebrations.

GUIDELINES
FOR THE CITY OF CAPE GIRARDEAU
TOWN CRIER(S)
1. Any town crier commissioned by the City of Cape Girardeau shall wear the uniform
approved by the Council when fulfilling his/her duties as the Cape Girardeau Town Crier.
2. Any town crier commissioned by the City of Cape Girardeau shall serve in his/her capacity
with no remuneration from the City.
3. The commissioned town crier shall receive the same benefits as board and commission
members appointed by the City Council.
4. Any town crier commissioned by the City of Cape Girardeau shall be allowed to seek
compensation for private engagements under the provision that the event is not a City -
sponsored event.
In the event that the commissioned town crier cannot perform his/her duties at any time, an
alternate crier shall be appointed to serve in his/her capacity.
5. Alternate criers are bound by the same guidelines as the commissioned town crier.
6. Commissioned criers may serve on other City boards or commissions.
7 Commissioned criers are exempt from the advisory board attendance regulations.
8. Composition of all cries shall be the sole responsibility of the commissioned town crier.
However content of the cries shall be reviewed by a City representative for accuracy.
9. The commissioned town crier will be eligible to apply for membership into the American
Guild of Town Criers. All fees regarding this membership will be the responsibility of the
applicant and not the City of Cape Girardeau.
10. The commissioned town crier may compete in crier competitions as a representative of the
City of Cape Girardeau. Reimbursement for travel expenses must be approved prior to
registration of the event. In the event that a reimbursement request is not approved, the crier
may still compete if he assumes all responsibility for expenses.
11. The conduct of the commissioned town crier while in the course of his/her duties shall be of
the highest ethical standards, upholding the honor, integrity, non-partisanship and the best
interests of the City of Cape Girardeau.

12. As a representative of the community, any commissioned town crier shall at all times follow
the code of conduct set in these guidelines, whether or not serving in the capacity of town
crier.
13. Should a commissioned crier be found in violation of any of the set guidelines for the Cape
Girardeau Town Crier, his/her commission may be terminated and a report of such violations
forwarded to the American Guild of Town Criers.
