A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO A MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF CAPE GIRARDEAU, MISSOURI,
DIVISION OF INSPECTION SERVICES, AND THE CITY
OF JACKSON, MISSOURI, DEPARTMENT OF PLANNING
AND BUILDING, REGARDING POST -DISASTER
RECONSTRUCTION
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to enter into a
Memorandum of Understanding between the City of Cape Girardeau,
Missouri, Division of Inspection Services, and the City of
Jackson, Missouri, Department of Planning and Building, regarding
post -disaster reconstruction. A copy of said Memorandum of
Understanding is attached to this Resolution and made a part
hereof.

MEMORANDUM OF UNDERSTANDING
BY AND BETWEEN
CITY OF CAPE GIRARDEAU, MISSOURI DIVISION OF INSPECTION SERVICES
AND
CITY OF JACKSON, MISSOURI DEPARTMENT OF PLANNING AND BUILDING
This memorandum of understanding between the City of Cape Girardeau, Missouri
Division of inspection Services and the City of Jackson, Missouri Department of
Planning and Building is to addresses common issues involving post -disaster
reconstruction after a catastrophic natural event, such as a tornado, earthquake or flood
or a man-made disaster, such as a terrorist attack or catastrophic fire.
This memorandum is to further define and enumerate the assistance and cooperation
pursuant to the Mutual Aid Agreement between the City of Cape Girardeau, the City of
Jackson and other public entities dated May 31, 1990. Should there be any conflicts
with this memorandum of understanding and the Mutual Aid Agreement, the Mutual Aid
Agreement shall prevail. This memorandum shall not limit the assistance and
cooperation provided for in the Mutual Aid Agreement nor is it intended to expand the
terms of the Mutual Aid Agreement.
Should either entity request the assistance of the other entity under the terms of the
Mutual Aid Agreement, such assistance may include, but shall not be limited to, the
following:
1. Assist with damage assessment.
2. Assist with the surge in building permit requests and inspections associated with
post -disaster reconstruction after a catastrophic event.
3. Perform building permit plan reviews after a catastrophic event.
4. Perform building inspections pursuant to building permits, including the requisite
recording keeping.
5. Share resources when addressing post -disaster reconstruction issues.
6. Provide labor and other resources, such as radios, vehicles and cellular telephones
to provide these services.
7. Assist with the influx of new contractor license applications by providing a list of
licensed contractors.
This memorandum of understanding shall take effect upon its execution by both parties.
