(0 10 A RESOLUTION ACCEPTING AN ALL HAZARD MITIGATION PLAN BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS: ARTICLE 1. The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to accept an All Hazard Mitigation Plan dated August, 2000, by Burns and McDonnell Waste Consultants, Inc. of Fenton, Missouri. This plan shall be reviewed annually by the City Manager and shall be revised as necessary. A copy of the All Hazard Mitigation Plan is on file in the office of the City Clerk, and a copy of the Executive Summary of this All Hazard Mitigation Plan is attached hereto as Exhibit A and made a part hereof. Spradling, III, All Hazard Mitigation Plan City of Cape Girardeau, Missouri EXECUTIVE SUMMARY The City of Cape Girardeau, Missouri (City) has developed this All Hazard Mitigation Plan (Plan) as part of the City's commitment to becoming a Project Impact: Disaster Resistant Community. The Plan has been prepared as a cooperative effort between the City, the Federal Emergency Management Agency, Missouri's State Emergency Management Agency, and Cape Girardeau's Disaster Resistant Community committee comprised of local resident, business, and civic representatives. The Plan identifies the hazards and evaluates the associated risk to the City. The Plan addresses 15 natural and technological hazards as they relate to the City. The Plan assesses the City's existing level of mitigation efforts and capabilities, as well as providing recommendations for additional mitigation activities that could reduce the loss of lives, property damages, business losses, and minimize the City's recovery time during and following disasters. The City appears to be currently well-prepared as it proceeds toward its goal of becoming a Project Impact: Disaster Resistant Community. Based on the review and assessment of the City's existing mitigation efforts, it appears that the City and the community itself have implemented mitigation and preparedness activities to plan and respond to the 15 hazards of concern. The City's Project Impact Coordinator oversees and directs the ongoing mitigation efforts, and serves as the focal point of hazard mitigation for the City. The Plan has been assembled to provide the following hazard -related information: • A brief history of the hazards and risks occurring in the City, • A vulnerability assessment for each hazard or risk as it effects the City, • A review of the City's existing mitigation measures, and • Recommendations for additional mitigation efforts to be implemented by the City. As part of its commitment to the local Cape Girardeau community, the City will move forward with the implementation of additional mitigation efforts to increase public safety and reduce property/business losses. The recommendations presented in the Plan have been prioritized to allow the City to best use available mitigation funding programs to minimize the loss of life or injury to the general public and property and business losses. Therefore, the City should include the following recommendations on its list of top priority mitigation efforts: • The City should implement a city-wide communications system to notify the residents of Cape Girardeau of impending disasters such as tornadoes or severe weather. The communications system selected should provide the City's residents access to disaster -related information. The system or combination thereof selected should be chosen to provide residents sufficient warning of hazardous situations to minimize injury and loss of life. The available communications system are described in detail in the Plan. K:\99567\4999\Rcport\ExccSum.doc EXC- I All Hazard Mitigation Plan City of Cape Girardeau, Missouri The City should continue to provide and to enhance public education programs to provide Cape Girardeau's residents with available information regarding possible hazards and associated mitigation programs and activities that can be implemented to improve public safety. The education programs should include print and video materials, as well as public meetings or town hall forums as discussed throughout this Plan. The City should relocate its emergency 911 communications center currently housed in the Police Headquarters facility. This facility was not constructed in accordance with seismic design standards; therefore, it could be vulnerable to an earthquake. The emergency 911 communication center should be located in a facility with seismic design features, since the 911 center is the focal point of communication for the City's emergency response efforts. • The City should perform a detailed structural assessment of its essential facilities. The City has identified a number of facilities that have been designated as being essential for the operation of the City. Many of these facilities were constructed with little or no seismic design features. The City should work with Missouri Department of Transportation to develop a contingency plan to provide transportation routes to and from and within the City following a disaster. Should Interstate 55 or the existing Mississippi River bridge be damaged or destroyed, the City would be severely impaired by a lack of a major transportation route to and from the City. No contingency plan currently exists. • The City should prepare a comprehensive storm water management plan to aid in the further mitigation of flood hazards. The City should also dedicate a funding source for stormwater management, flood control, and maintenance activities. • The City should participate in the Community Rating System to allow its residents to purchase flood insurance. • The City should continue to plan and implement capital improvements to its water distribution system to improve fire flow availability. The City can continue to use its existing hydraulic distribution system model to plan and evaluate the effectiveness of improvements to the distribution system. • The City should continue to adopt ordinances and regulations to implement policies to improve building codes, regulate subdivisions annexed into the City, and construction in floodplains, as well as the numerous additional references described in this Plan. • The City should continue with its commitment to the community as the leader in implementing mitigation efforts through its Project Impact Coordinator and DRC committee. The Project Impact Coordinator and DRC committee should develop a K:\99567\4999\Report\ExccSum.doc EXC-2 All Hazard Mitigation Plan City of Cape Girardeau, Missouri program to make sure that additional mitigation activities are implemented throughout the City. A plan of action should be implemented to coordinate the City's mitigation efforts with those of Southeast Missouri State University, which was excluded from this Plan. In addition to the recommendations listed above, numerous mitigation recommendations have been presented throughout Sections 2.0, 3.0, and 4.0 of this Plan. K:\99567\4999\Report\ExecSum.doc EXC-3
