FOR THE SANITARY SEWER IMPROVEMENT PROGRAM BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI, AS FOLLOWS: ARTICLE 1. The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to execute Amendment No. 7 to the Professional Services Agreement, dated September 7, 1994, with Sverdrup Civil, Inc., for the Trickling Filter Rehabilitation Design, part of the Sanitary Sewer Improvement Program. Conrad City Clerk AMENDMENT NO. 7 to AGREEMENT BETWEEN THE CITY OF CAPE GIRARDEAU, MISSOURI and SVERDRUP CIVIL, INC. Dated September 7, 1994 Note: All other terms of the original contract remain unchanged with the exception of the following: Article 3 - Compensation and Payment On page 3 under A. Cost - Replace the second paragraph with: The total cost (exclusive of fixed fee) is estimated to be $4,618,278.00. The fixed fee shall be $396,123.00. The total amount to be paid for design and construction services under this Agreement shall not exceed $5,014,401.00 including cost and fixed fee, without approval of the Owner. Sverdrup shall notify the Owner when costs incurred and obligated amount to 95 % of the total estimated cost and shall not incur costs beyond the estimated cost without prior approval of the Owner. Vice President ATTEST: � &Yk4Q g4 City Clerk -2- Amendment 7 continued APPENDIX A8 CITY OF CAPE GIRARDEAU SANITARY SEWER IMPROVEMENT PROGRAM TRICKLING FILTER REHABILITATION DESIGN SCOPE OF SERVICES August 2000 Add: TRICKLING FILTER REHABILITATION FINAL DESIGN A. Project Description A Trickling Filter Rehabilitation Facility Plan was added to the Scope of Services under Amendment 6. Construction documents to implement the rehabilitation and improvements recommended in the Facility Plan are added in this Amendment. The major items to be included in the construction documents are: • Replace trickling filter media • Replace trickling filter feed pumps • Replace the filter feed pump building motor control center (MCC) • Add a new electrical room to the trickling filter pump station building to house the new MCC and controls • Replace the current controls with a programmable logic controller (PLC) • Replace the filter feed pump building ventilation fan and louvers and provide appropriate environmental controls for the new electrical room • Repair of delamination on the interior concrete girders at the bearing of the pre -cast beams • Remove all horizontal steel beams and replace them with new reinforced fiberglass plastic (RFP) type material • Replace all existing fiberglass wall panels • Replace all steel secondary columns with FRP • Sandblast all exterior steel members and apply a zinc rich primer and a finish coat of epoxy paint. B. Task Description 1. Visit site to collect additional information needed to complete the final design such as tie in points for electric and signals sent to other points in the plant. It is not anticipated that work on this project will extend beyond the immediate area of the trickling filters and the filter feed pump building. 2. Finalize calculations to size the new filter feed pumps, motor control center, structural members, HVAC equipment, and other components of the trickling filter upgrade. A8- 1 Amendment 7 continued 3. Prepare the functional description and logic for the filter feed pump controls. 4. Prepare construction drawings for the trickling filter rehabilitation. Architectural, site, structural, mechanical, electrical and instrumentation drawings are anticipated. 5. Prepare technical specifications to supplement the construction drawings. 6. Combine the drawings and technical specifications into bid documents. Engineers Joint Contract Documents Committee up -front documents will be used. These are the same up- front documents as have been used to date for the Sanitary Sewer Improvement Program. Three sets of bid documents will be provided to the Owner for review. Five sets of final bid documents will be provided to the Owner upon completion of the design. 7. Submit the bid documents to the Owner for review. A meeting to review the bid documents will be held in Cape Girardeau if requested by the owner. 8. Assist the Owner in submitting the bid documents to the Missouri Department of Natural Resources (DNR) for the DNR construction permit. The estimated cost for this design effort in Appendix C assumes the DNR will require only minor modifications to the bid documents as submitted. 9. Prepare a construction cost estimate for implementing the bid documents.
