A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING WITH KEEPSAFE
INDUSTRIES, FOR A SAFE ROOM
EDUCATION AND OUTREACH PROGRAM
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute a
Memorandum of Understanding with keepSafe Industries for a safe
room education and outreach program. A copy of said Memorandum
is attached to this Resolution and made a part hereof.

SEVERE WEATHER SHELTERS
MEMORANDUM OF UNDERSTANDING
This document is an agreement between keepSafe Industries and Cape Girardeau, Missouri to support Cape
Girardeau in its safe room education and outreach program.
To assist in this partnership, keepSafe agrees to donate one keepSafe safe room to Cape Girardeau and provide
appropriate training on its assembly and installation.
keepSafe will instruct and train FEMA and local emergency management personnel on the design and construction
of tornado shelters in general. keepSafe will also provide instruction on the proper assembly and installation of the
keepSafe safe room. The total value of the donation will be $4,195.
In return for the above donation, FEMA Region VII will make a press release concerting this donation and Cape
Girardeau, Missouri accepts the following conditions:
1. Cape Girardeau shall commit to store the unit in a secure and covered location and to maintain the
appearance of the unit and the provided signage.
2. Cape Girardeau must have a suitable trailer, with appropriate licensing, readily available for transport of the
safe room to community and public events as listed below.
3. The donated units shall be available to other communities throughout FEMA Region VIl for demonstration
and educational purposes at various public events (i.e. Disaster Areas, safe room seminars, severe weather
educational events, state fairs, etc.).
4. Each unit shall be used to educate the public and public officials on the five essentials of a safe tornado
shelter as identified in the National Performance Criteria for Tornado Shelters.
5. Cape Girardeau is expected to respond to media questions. (keepSafe will work with the communities to
provide press releases and other media assistance as requested.) All questions of a design or lecluiical
nature should be referred to keepSafe Industries.
6. Cape Girardeau shall identify a nii►iinuun of two community officials (preferably Emergency Management
and or Building Inspectors) to receive training from keepSafe Industries on (lie general design and
construction of safe roonis. Such training will be offered at no cost to the community.
7. Cape Girardeau shall use the safe room in the above manner for a period of not less than 18 montlis. At the
end of this time each community will determine a proper location for the permanent installation of the safe
room. At the end of the period, each community may use (lie safe room for any appropriate purpose.
Should the usage of the safe room change, keepSafe Industries will be notified immediately of the change
of function of the safe room.
