A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AUTHORIZATION NO. 13 TO THE MASTER
SERVICES AGREEMENT WITH BURNS & McDONNELL
ENGINEERING COMPANY, INC. FOR WATER MAIN
IMPROVEMENTS
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute
Authorization No. 13 to the Master Services Agreement, dated
March 21, 1994, with Burns & McDonnell Engineering Company, Inc.,
for water main improvements: Lexington/Melody Lane Water
Extension -North Sprigg Water Extension; Mt. Auburn Corridor Water
Distribution Main; Meadowbrook Storage/Perryville Road
Transmission -Lexington Road Extension; 16 -inch Main Project
(Bertling Avenue); and 20 -inch Main Project (Cape Rock Drive). A
copy of said Authorization No. 13 is attached to this Resolution
and made a part hereof.

AUTHORIZATION NO. 13 — ENGINEERING SERVICES FOR WATER MAIN
IMPROVEMENTS
For
PROFESSIONAL ENGINEERING SERVICES
To
BURNS & McDONNELL ENGINEERING COMPANY, INC.
St. Louis, Missouri
In accordance with the AGREEMENT for PROFESSIONAL ENGINEERING SERVICES
dated March 21, 1994, between the City of Cape Girardeau, Missouri, (hereinafter
called OWNER), and Burns & McDonnell Engineering Company, Inc. (hereinafter called
ENGINEER), OWNER hereby authorizes ENGINEER to proceed with the following
services:
I. SCOPE
This Authorization No. 13 covers services involved in design, pre -construction, bid, and
construction phases as well as program management services for the below listed SRF
water line improvements:
■ Lexington / Melody Lane Water Extension — North Sprigg Water Extension
(Exhibit A)
■ Mt. Auburn Corridor Water Distribution Main (Exhibit B)
■ Meadowbrook Storage / Perryville Road Transmission — Lexington Road Extension
(Exhibit C)
■ 16 -Inch Main Project (Bertling Ave.) (Exhibit D)
■ 20 -Inch Main Project (Cape Rock Drive) (Exhibit E)
A detailed description of the scope of services anticipated to be completed by
ENGINEER and major assumptions upon which ENGINEER will rely in providing these
services are presented in the above referenced Exhibits.
II. SCHEDULE
ENGINEER will proceed with providing the services set forth herein immediately upon
verbal notice to proceed from OWNER, and will complete the design and program
management work defined herein following receipt of notice to proceed from OWNER.

It is understood that adherence to the schedule is contingent on the timely receipt from
the CLIENT of information needed by the ENGINEER to carry out this assignment, and
the prompt review and return of all documents by OWNER of submittals from
ENGINEER for comment and approval, as well as any delays created by events beyond
the control of the ENGINEER (such as adverse weather conditions, regulatory agency
actions, force majeure events, etc.) The ENGINEER will complete Pre Construction
Phase and Design services within 180 days of the Notice to Proceed. Bid Phase
services will be completed within 120 days of advertisement for bids. Construction
phase services will be complete within 365 days of Notice of Award to contractor.
III. COMPENSATION
OWNER shall compensate ENGINEER for providing the services set forth herein in
accordance with the terms of the existing Agreement, based on a maximum fee with a
not -to -exceed cost basis. Total payment for the scope of services described in this
Authorization No. 13 shall not exceed the maximum amount Three Hundred Thirty Nine
Thousand Dollars ($339,000). The breakdown by project is as follows:
■ 2-36/2-37: Lexington / Melody Lane Water Extension —
North Sprigg Water Extension (Exhibit A) $ 46,600
■ 2-47: Mt. Auburn Corridor Water Distribution Main (Exhibit B) $ 40,300
■ 2-48: Meadowbrook Storage / Perryville Road Transmission —
Lexington Road Extension (Exhibit C) $ 40,300
■ 16 -Inch Main Project (Bertling Ave.) (Exhibit D) $100,400
■ 20 -Inch Main Project (Cape Rock Drive) (Exhibit E)9$ 5,200
TOTAL $ 322,800
A breakdown of these, provided as background information only to furnish a frame of
reference for the proposed maximum fee, is enclosed in the attached Exhibits —
Compensation Schedules for Pre -Construction Phase, Design Phase, Bid Phase,
Construction Phase, and Program Management.

LIST OF ANTICIPATED MAJOR WORK TASKS
Following is a listing of the major work tasks anticipated to be completed for this project.
Development of the pipe alignment will be based on offsets from existing utilities and
topographical features.
PRE -CONSTRUCTION PHASE SERVICES
■ Hold kick-off meeting with appropriate OWNER staff. Purpose of the meeting will be
to confirm the project limits and objectives, verify design schedule, and obtain other
pertinent guidance regarding project from OWNER staff. Project includes
installation of approximately 4000' of 12" main along Lexington, between Big Bend
and Old Sprigg St. as well as approximately 1400' of 12" main along North Sprigg to
Lexington.
■ Conduct a site visit to view general area of construction and confirm design plans.
■ Prepare technical specifications using the City's standard specification for water
main replacement and extension, including but not limited to pipe, valves, hydrants,
excavation, pavement restoration, and other surface restoration.
■ Prepare bidding documents, construction documents, and schedule of quantities for
bid package. Contract documents shall be City of Cape Girardeau standard
documents modified to incorporate necessary language for participation in the State
Revolving Fund (SRF) load program.
■ Assist OWNER in obtaining easements.
■ Assist OWNER in obtaining necessary construction permits.
■ Assist OWNER in presenting improvements to City Council and public.

■ Develop opinion of construction cost.
■ Evaluate bids received
■ Coordinate bid approval with MDNR.
CONSTRUCTION PHASE SERVICES
■ Assist OWNER in conducting pre -construction conference with successful bidder.
■ Approve Contractor requests to OWNER for payment for construction work
successfully completed.
■ Review compliance submittals (shop drawings) submitted by Contractor, for
conformance with plans and specifications.
■ Provide interpretations of design intent for Contractor when field questions arise
during construction; and prepare Change Orders (or review Change Requests by
contractor), if any.
■ Attend monthly contractor meetings.
■ Prepare record (as -built) drawings from mark-ups provided by Contractor, following
completion of construction.
■ Assist OWNER with close-out of construction contract.

LIST OF MAJOR ASSUMPTIONS
It is ENGINEER'S understanding that the OWNER will provide the following assistance,
information, and/or related work elements:
A. Assistance by placing at ENGINEER'S disposal all available current
information pertinent to this assignment, including previous plans,
specifications, reports, permits, easement documentation, and other data.
B. Liaison with other City of Cape Girardeau Departments and governing
officials involved in the project.
C. Available as -built drawings, specifications, design notes, etc. defining the
configuration of the existing water distribution system layout for the City of
Cape Girardeau service area.
D. Available data on construction costs for similar and/or related work
recently completed by the City of Cape Girardeau.
E. Reasonable access to other data and records related to this assignment
that ENGINEER may determine need for.
F. OWNER staff will negotiate and procure all necessary easements for
construction of project.
G. OWNER will provide resident construction representative.
H. Bid documents are sold through ENGINEER's office. Plans and Project
Manuals will be sold at a cost to recover printing charges.
No allowance is included for rock probing pipe alignment.
ENGINEER shall rely on information, drawings, etc. made available by OWNER as
accurate, based only on verification of certain key parameters (if necessary).

■ Conduct a site visit to view general area of construction and confirm design plans.
■ Prepare technical specifications using the City's standard specification for water
main replacement and extension, including but not limited to pipe, valves, hydrants,
excavation, pavement restoration, and other surface restoration.

LIST OF ANTICIPATED MAJOR WORK TASKS
Following is a listing of the major work tasks anticipated to be completed for this project.
Development of the pipe alignment will be based on offsets from existing utilities and
topographical features.
PRE -CONSTRUCTION PHASE SERVICES
■ Hold kick-off meeting with appropriate OWNER staff. Purpose of the meeting will be
to confirm the project limits and objectives, verify design schedule, and obtain other
pertinent guidance regarding project from OWNER staff. Project includes
installation of approximately 4800' of 12" main along Perryville Rd., from West Cape
Rock Dr., north to Kenneth Dr. Installation of the Lexington Rd. Extension will also
be included as follows:
■ 1400' of 12" main along Lexington between North Church and Route W
■ 825' of 12" main along Lexington between Abbey Rd. and Dixie
■ 2700' of 12" main along Lexington between Rampart and Perryville Rd.
■ 1150' of 6" main along David Dr. from Lexington to Lisa Dr.
■ Conduct a site visit to view general area of construction and confirm design plans.
■ Prepare technical specifications using the City's standard specification for water
main replacement and extension, including but not limited to pipe, valves, hydrants,
excavation, pavement restoration, and other surface restoration.
■ Prepare bidding documents, construction documents, and schedule of quantities for
bid package. Contract documents shall be City of Cape Girardeau standard
documents modified to incorporate necessary language for participation in the State
Revolving Fund (SRF) load program.
■ Assist OWNER in obtaining easements.
■ Assist OWNER in obtaining necessary construction permits.
■ Assist OWNER in presenting improvements to City Council and public.

LIST OF MAJOR ASSUMPTIONS
It is ENGINEER'S understanding that the OWNER will provide the following assistance,
information, and/or related work elements:
A. Assistance by placing at ENGINEER'S disposal all available current
information pertinent to this assignment, including previous plans,
specifications, reports, permits, easement documentation, and other data.
B. Liaison with other City of Cape Girardeau Departments and governing
officials involved in the project.
C. Available as -built drawings, specifications, design notes, etc. defining the
configuration of the existing water distribution system layout for the City of
Cape Girardeau service area.
D. Available data on construction costs for similar and/or related work
recently completed by the City of Cape Girardeau.
E. Reasonable access to other data and records related to this assignment
that ENGINEER may determine need for.
F. OWNER staff will negotiate and procure all necessary easements for
construction of project.
G. OWNER will provide resident construction representative.
H. Bid documents are sold through ENGINEER's office. Plans and Project
Manuals will be sold at a cost to recover printing charges.
No allowance is included for rock probing pipe alignment.
ENGINEER shall rely on information, drawings, etc. made available by OWNER as
accurate, based only on verification of certain key parameters (if necessary).

Following is a listing of the major work tasks anticipated to be completed for this project.
Development of the pipe alignment will be based on offsets from existing utilities and
topographical features.
DESIGN PHASE SERVICES
■ Obtain and/or gather additional information on distribution system as needed to
complete design of improvements, from OWNER and other sources. Design
services include replacement of an existing 12" main along Bertling Avenue between
Old Sprigg Street and the Cape Rock/Perryville Pump Station with 16" pipe.
Approximately 5300 ft. of pipe is required along Bertling Avenue from Old Sprigg
Street to Perryville Road, then north along Perryville Road to Cape Rock Drive.
Installation of an additional 1500' of 6" main along Lyndhurst, north from Bertling
Avenue to Huntington, and west along Huntington to Cape Rock Drive will also be
needed.
■ Hold kick-off meeting with appropriate OWNER staff. Purpose of the meeting will be
to confirm the project limits and objectives, verify design schedule, and obtain other
pertinent guidance regarding project from OWNER staff.
■ Coordinate subconsultant's topographic and property survey efforts. Below ground
utilities will be located as marked in the field by the respective utility companies.
Subsurface investigations will not be conducted.
■ Following completion of the field survey, conduct a site visit to view general area of
construction and confirm topographical features and utilities.
■ Develop preliminary pipe alignment and confirm layout with OWNER staff.
■ Prepare detailed contract drawings (22" x 34") for installation of 6" and 16" diameter
pipe. Drawings will consist of a cover/index sheet, an abbreviations/general notes
sheet, approximately thirteen sheets containing plan and profile views of the pipe
alignment at 1 "=20' scale, and approximately three detail sheets. Hydrant location
will be coordinated with fire department officials.

Following is a listing of the major work tasks anticipated to be completed for this project.
Development of the pipe alignment will be based on offsets from existing utilities and
topographical features.
DESIGN PHASE SERVICES
■ Obtain and/or gather additional information on distribution system as needed to
complete design of improvements, from OWNER and other sources. Design
services include a new 20" main from the Cape Rock Drive Water Treatment plant to
the intersection of Cape Rock Drive and Big Bend (Hwy 177). The length of this
project is estimated at 5,760 feet and the actual route will be as determined by the
Route Study For 20 -inch Main Project under Authorization No. 12.
■ Hold kick-off meeting with appropriate OWNER staff. Purpose of the meeting will be
to confirm the project limits and objectives, verify design schedule, and obtain other
pertinent guidance regarding project from OWNER staff.
■ Coordinate subconsultant's topographic and property survey efforts. Below ground
utilities will be located as marked in the field by the respective utility companies.
Subsurface investigations will not be conducted.
■ Following completion of the field survey, conduct a site visit to view general area of
construction and confirm topographical features and utilities.
■ Develop preliminary pipe alignment and confirm layout with OWNER staff.
■ Prepare detailed contract drawings (22" x 34") for installation of 20" diameter pipe.
Drawings will consist of a cover/index sheet, an abbreviations/general notes sheet,
approximately thirteen sheets containing plan and profile views of the pipe
alignment at V=20' scale, and approximately three detail sheets. Hydrant location
will be coordinated with fire department officials.
■ Prepare technical specifications using the City's standard specification for water
main replacement and extension, including but not limited to pipe, valves, hydrants,
excavation, pavement restoration, and other surface restoration.

■ Prepare bidding documents, construction documents, and schedule of quantities for
bid package. Contract documents shall be City of Cape Girardeau standard
documents modified to incorporate necessary language for participation in the State
Revolving Fund (SRF) load program.

It is ENGINEER's understanding that the OWNER will provide the following assistance,
information, and/or related work elements:
A. Assistance by placing at ENGINEER'S disposal all available current
information pertinent to this assignment, including previous plans,
specifications, reports, permits, easement documentation, and other data.
B. Liaison with other City of Cape Girardeau Departments and governing
officials involved in the project.
C. Available as -built drawings, specifications, design notes, etc. defining the
configuration of the existing water distribution system layout for the City of
Cape Girardeau service area.
D. Available data on construction costs for similar and/or related work
recently completed by the City of Cape Girardeau.
E. Reasonable access to other data and records related to this assignment
that ENGINEER may determine need for.
F. OWNER staff will negotiate and procure all necessary easements for
construction of project.
G. OWNER will provide resident construction representative.
H. Surveying subconsulting services do not include any easement
descriptions. Easement descriptions can be prepared at a cost of $200
each.
Bid documents are sold through ENGINEER's office. Plans and Project
Manuals will be sold at a cost to recover printing charges.

IMPROVEMENTS

BURNS & McDONNELL ENGINEERING COMPANY, INC.

In accordance with the AGREEMENT for PROFESSIONAL ENGINEERING SERVICES
dated March 21, 1994, between the City of Cape Girardeau, Missouri, (hereinafter
called OWNER), and Burns & McDonnell Engineering Company, Inc. (hereinafter called
ENGINEER), OWNER hereby authorizes ENGINEER to proceed with the following
services:
I. SCOPE
This Authorization No. 13 covers services involved in design, pre -construction, bid, and
construction phases as well as program management services for the below listed SRF
water line improvements:
■ Lexington / Melody Lane Water Extension — North Sprigg Water Extension
(Exhibit A)
■ Mt. Auburn Corridor Water Distribution Main (Exhibit B)
■ Meadowbrook Storage / Perryville Road Transmission — Lexington Road Extension
(Exhibit C)
■ 16 -Inch Main Project (Bertling Ave.) (Exhibit D)
■ 20 -Inch Main Project (Cape Rock Drive) (Exhibit E)
A detailed description of the scope of services anticipated to be completed by
ENGINEER and major assumptions upon which ENGINEER will rely in providing these
services are presented in the above referenced Exhibits.
II. SCHEDULE
ENGINEER will proceed with providing the services set forth herein immediately upon
verbal notice to proceed from OWNER, and will complete the design and program
management work defined herein following receipt of notice to proceed from OWNER.

It is understood that adherence to the schedule is contingent on the timely receipt from
the CLIENT of information needed by the ENGINEER to carry out this assignment, and
the prompt review and return of all documents by OWNER of submittals from
ENGINEER for comment and approval, as well as any delays created by events beyond
the control of the ENGINEER (such as adverse weather conditions, regulatory agency
actions, force majeure events, etc.) The ENGINEER will complete Pre Construction
Phase and Design services within 180 days of the Notice to Proceed. Bid Phase
services will be completed within 120 days of advertisement for bids. Construction
phase services will be complete within 365 days of Notice of Award to contractor.
III. COMPENSATION
OWNER shall compensate ENGINEER for providing the services set forth herein in
accordance with the terms of the existing Agreement, based on a maximum fee with a
not -to -exceed cost basis. Total payment for the scope of services described in this
Authorization No. 13 shall not exceed the maximum amount Three Hundred Thirty Nine
Thousand Dollars ($339,000). The breakdown by project is as follows:

LIST OF ANTICIPATED MAJOR WORK TASKS
Following is a listing of the major work tasks anticipated to be completed for this project.
Development of the pipe alignment will be based on offsets from existing utilities and
topographical features.
PRE -CONSTRUCTION PHASE SERVICES
■ Hold kick-off meeting with appropriate OWNER staff. Purpose of the meeting will be
to confirm the project limits and objectives, verify design schedule, and obtain other
pertinent guidance regarding project from OWNER staff. Project includes
installation of approximately 1500' of 8" main westward from the intersection of Mt.
Auburn and Wisteria, then south to the intersection of Julie Dr. and Farrar Dr. and
approximately 5100' of 12" main from West Park Mall, westward along William St. to
Mt. Auburn, then north along Mt. Auburn to Wisteria.
■ Conduct a site visit to view general area of construction and confirm design plans.
■ Prepare technical specifications using the City's standard specification for water
main replacement and extension, including but not limited to pipe, valves, hydrants,
excavation, pavement restoration, and other surface restoration.
■ Prepare bidding documents, construction documents, and schedule of quantities for
bid package. Contract documents shall be City of Cape Girardeau standard
documents modified to incorporate necessary language for participation in the State
Revolving Fund (SRF) load program.
■ Assist OWNER in obtaining easements.
■ Assist OWNER in obtaining necessary construction permits.
■ Assist OWNER in presenting improvements to City Council and public.

LIST OF MAJOR ASSUMPTIONS
It is ENGINEER'S understanding that the OWNER will provide the following assistance,
information, and/or related work elements:
A. Assistance by placing at ENGINEER'S disposal all available current
information pertinent to this assignment, including previous plans,
specifications, reports, permits, easement documentation, and other data.
B. Liaison with other City of Cape Girardeau Departments and governing
officials involved in the project.
C. Available as -built drawings, specifications, design notes, etc. defining the
configuration of the existing water distribution system layout for the City of
Cape Girardeau service area.
D. Available data on construction costs for similar and/or related work
recently completed by the City of Cape Girardeau.
E. Reasonable access to other data and records related to this assignment
that ENGINEER may determine need for.
F. OWNER staff will negotiate and procure all necessary easements for
construction of project.
G. OWNER will provide resident construction representative.
H. Bid documents are sold through ENGINEER's office. Plans and Project
Manuals will be sold at a cost to recover printing charges.
No allowance is included for rock probing pipe alignment.
ENGINEER shall rely on information, drawings, etc. made available by OWNER as
accurate, based only on verification of certain key parameters (if necessary).

LIST OF ANTICIPATED MAJOR WORK TASKS
Following is a listing of the major work tasks anticipated to be completed for this project.
Development of the pipe alignment will be based on offsets from existing utilities and
topographical features.
DESIGN PHASE SERVICES
■ Obtain and/or gather additional information on distribution system as needed to
complete design of improvements, from OWNER and other sources. Design
services include replacement of an existing 12" main along Bertling Avenue between
Old Sprigg Street and the Cape Rock/Perryville Pump Station with 16" pipe.
Approximately 5300 ft. of pipe is required along Bertling Avenue from Old Sprigg
Street to Perryville Road, then north along Perryville Road to Cape Rock Drive.
Installation of an additional 1500' of 6" main along Lyndhurst, north from Bertling
Avenue to Huntington, and west along Huntington to Cape Rock Drive will also be
needed.
■ Hold kick-off meeting with appropriate OWNER staff. Purpose of the meeting will be
to confirm the project limits and objectives, verify design schedule, and obtain other
pertinent guidance regarding project from OWNER staff.
■ Coordinate subconsultant's topographic and property survey efforts. Below ground
utilities will be located as marked in the field by the respective utility companies.
Subsurface investigations will not be conducted.
■ Following completion of the field survey, conduct a site visit to view general area of
construction and confirm topographical features and utilities.
■ Develop preliminary pipe alignment and confirm layout with OWNER staff.
■ Prepare detailed contract drawings (22" x 34") for installation of 6" and 16" diameter
pipe. Drawings will consist of a cover/index sheet, an abbreviations/general notes
sheet, approximately thirteen sheets containing plan and profile views of the pipe
alignment at 1"=20' scale, and approximately three detail sheets. Hydrant location
will be coordinated with fire department officials.

• Prepare technical specifications using the City's standard specification for water
main replacement and extension, including but not limited to pipe, valves, hydrants,
excavation, pavement restoration, and other surface restoration.
■ Submit 95% plans and specifications to OWNER and MDNR and meet with OWNER
to discuss review comments.
• Incorporate OWNER, MDNR and QC review comments and finalize plans and
specifications, then submit to OWNER for use in soliciting bids and obtaining
necessary permits.
• Prepare bidding documents, construction documents, and schedule of quantities for
bid package. Contract documents shall be City of Cape Girardeau standard
documents modified to incorporate necessary language for participation in the State
Revolving Fund (SRF) load program.
■ Assist OWNER in obtaining easements.
■ Assist OWNER in obtaining necessary construction permits.
■ Assist OWNER in presenting improvements to City Council and public.

It is ENGINEER's understanding that the OWNER will provide the following assistance,
information, and/or related work elements:
A. Assistance by placing at ENGINEER'S disposal all available current
information pertinent to this assignment, including previous plans,
specifications, reports, permits, easement documentation, and other data.
B. Liaison with other City of Cape Girardeau Departments and governing
officials involved in the project.
C. Available as -built drawings, specifications, design notes, etc. defining the
configuration of the existing water distribution system layout for the City of
Cape Girardeau service area.
D. Available data on construction costs for similar and/or related work
recently completed by the City of Cape Girardeau.
E. Reasonable access to other data and records related to this assignment
that ENGINEER may determine need for.
F. OWNER staff will negotiate and procure all necessary easements for
construction of project.
G. OWNER will provide resident construction representative.
H. Surveying subconsulting services do not include any easement
descriptions. Easement descriptions can be prepared at a cost of $200
each.
Bid documents are sold through ENGINEER's office. Plans and Project
Manuals will be sold at a cost to recover printing charges.
