RESOLUTION NO. 52
A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE AN ADDENDUM TO A
GENERAL SERVICES CONTRACT WITH
BOWEN ENGINEERING AND SURVEYING,
INC., FOR THE RODNEY STREET BRIDGE
AND RECONSTRUCTION PROJECT
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE I. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute an
Addendum to a General Services Contract dated October 5, 1998,
With Bowen Engineering and Surveying, Inc. for the Rodney Street
Bridge and Reconstruction Project. A copy of said Addendum is
attached to this Resolution and made a part hereof.

AMENDMENT TO
GENERAL SERVICES CONTRACT
RODNEY STREET BRIDGE AND RECONSTRUCTION
This supplementary agreement amends the General Services Contract, between
Bowen Engineering & Surveying, Inc., hereinafter referred to as the Engineer, and the
City of Cape Girardeau, hereinafter referred to as the Owner. The General Services
Contract, between the Owner and Engineer, was approved on October 5, 1998 by
action of the City Council's Resolution No. 1403. This amendment is for engineering
services relating to street design and reconstruction of the Rodney Street Bridge.
Whereas, the Owner intends to (a) replace the Rodney Street Bridge over Cape La
Croix Creek, and (b) reconstruct approximately 1600 feet of roadway, including
reconstruction of existing side street entrances, storm sewers and other drainage
features, and whereas the engineer agrees to provide engineering services for this
Project, and to complete the work, to the satisfaction of the Owner, and for the rates set
forth in Attachment A of the General Services Contract.
The Owner has the option to retain the services of the Engineer for the Construction
Phase of the Project, and if the Owner elects, the Engineer will provide the services as
set out in Article 1, Paragraph C, Construction Phase, of the General Services
Contract.
ARTICLE I - SCOPE OF SERVICES
A. DESIGN PHASE - The Engineer will:
Assist the City in coordinating and deciding the needs and
requirements of the project
2. Conduct topographic, property and utility surveys sufficient to develop
plans for the project.
3. Arrange for any subcontractor services as may be required.
4. Prepare alternate designs, cost estimates, develop preliminary plans,
and recommend the best design based on these studies. Review
preliminary plans and develop final plans and specifications for the
project.
5. Assist the City in securing adequate property title information,
deciding right-of-way and easements required for successful
execution of the project, and provide assistance to the City in

acquiring right-of-way or easements.
6. Insure compliance with water quality and flood plain management by
coordinating with the Missouri Department of Natural Resources, the
U.S. Army Corps of Engineers, and other regulatory agencies.
7. Prepare Specifications and Bid Documents for the Project,
incorporating the City's standard specifications where available.
B. BIDDING PHASE -The Engineer will:
Provide the City with a list of qualified bidders and assist the City in
advertising for bids.
2. Assist the City in evaluating bids and recommending a Contractor.
The Engineer will provide these services for the hourly rates set forth in the Engineering
Services Contract. The not to exceed fee for this project is $61,000.00. All Articles of
the General Services agreement apply to this amendment, as if fully set forth herein.

RE: Rodney Street Design
Dear Mr. Lester:
We have completed the design of Rodney Street, and to our knowledge the project is
ready for advertising and construction with the exception of date insertions into the
specifications. The basic design contract amount was for $ 61,000.00. The engineering
work for the basic scope of services was completed and submitted to the City about
May 2000.
As a result of your review and negotiations with adjacent landowners, a change to the
basic scope of work was necessary, and these changes were set forth in your May 30,
2000 correspondence. These changes required a major change in the design of the
bridge and the entrance to the adjacent Car Wash. The cost of this redesign was
$ 19,510.00.
Also, the limits of the project were increased by about 600 linear feet along Rodney
Street to the beginning of the existing concrete pavement near the intersection of West
Rodney Drive. This extension required the design of two intersections. This work was
completed and the cost was $ 9,985.00.
Also, for the completion of this project, test borings were necessary. Two test boring
holes were drilled at approximately each end of the proposed bridge. This work was
completed and the cost was $ 1,874.16.
Our invoice for basic contractual services and the invoices for the additional work are
attached.
