HomeMy WebLinkAboutRES.1428.01-11-1999CAPE GIRARDEAU BILL NO. 99-17 RESOLUTION NO. 1428 JACKSON RESOLUTION NO. 2.7 A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI, AND THE BOARD OF ALDERMEN OF THE CITY OF JACKSON, MISSOURI, EXPRESSING AND RECONFIRMING MUTUAL SUPPORT FOR PLANNING AND CONSTRUCTION OF THREE KEY HIGHWAY PROJECTS OF REGIONAL IMPORTANCE BY THE MISSOURI DEPARTMENT OF TRANSPORTATION WHEREAS: The Cities of Cape Girardeau and Jackson, and the County of Cape Girardeau, all construct, operate and maintain extensive networks of public streets and roads for the benefit of their citizens and the traveling public at large, and; WHEREAS: The Cities of Cape Girardeau and Jackson are located in Cape Girardeau County, Missouri; WHEREAS: The Cities of Cape Girardeau and Jackson, and the County of Cape Girardeau, have adjoining boundaries and their respective major streets and roads are integrated by design and necessity, and; WHEREAS: The State of Missouri, through its Department of Transportation, hereinafter referred to as MoDOT, has designated and constructed a system of interstate, primary and secondary highways that are integral elements of the highway network vital for state, regional and local travel, and are therefore major elements of the street and highway networks of both Cities and the County, and; WHEREAS: Both Cities, the County and MoDOT are planning highway projects of major significance to all parties and the public at large, three of which are of particular importance to the Cities of Cape Girardeau and Jackson, and the County of Cape Girardeau; and WHEREAS: The Missouri Department of Transportation solicited local input on these projects, and the input has been collected over the past five or six years and delivered to MoDOT, and; WHEREAS: On January 26, 1998, in their first ever joint meeting, the City Council of the City of Cape Girardeau and the Board of Aldermen of the City of Jackson adopted Cape Girardeau Resolution Number 1339 and Jackson Resolution Number 13 expressing and confirming their mutual support for the planning and construction of key highway projects set out herein by MoDOT due to the great importance of those projects to this region, and; WHEREAS: MoDOT presented a Transportation Improvement Study to both Cities and the County Commission on September 22, 1998, that did not include the herein listed projects as priorities for construction, and; WHEREAS: Thereafter, on October 19, 1998, both cities and the Cape Girardeau County Commission again joined in supporting the projects set out herein in Cape Girardeau Resolution Number 1409, Jackson Resolution Number 23, and Cape Girardeau County Commission Resolution Number 98-R15, and; WHEREAS: The City Council of the City of Cape Girardeau and the Board of Aldermen of the City of Jackson, in their second joint meeting, now desire to restate and reaffirm their mutual support for these three key projects; NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Cities of Cape Girardeau and Jackson, through their respective City Council and Board of Aldermen, do hereby express and reconfirm their mutual support for the planning and construction of the following three key highway projects by the Missouri Department of Transportation: A. An interchange on U.S. Interstate 55 at the planned intersection of the extension of East Main Street in the City of Jackson and a planned, future northern arterial route connecting to Missouri Route 177 in the City of Cape Girardeau. B. A connecting link between Missouri Route K and the Missouri Highway 74 -U.S. Interstate 55 interchange in the City of Cape Girardeau, to be a segment of the planned development of a new Missouri Route 34- 72 corridor from west of the City of Jackson to the City of Cape Girardeau. C. A revision and reconstruction of the U.S. Highway 61 and U.S. Interstate 55 interchange ("Center Junction") to include moving the north lanes of U.S. Highway 61 closer to the south lanes. 2. This Resolution shall be submitted as soon as practical upon its passage to the Missouri Department of Transportation at both its State office in Jefferson City, Missouri, and its District office in Sikeston, Missouri; 2. 3. Copies of this Resolution shall also be submitted to the State Representatives and State Senator representing the citizens of both Cities, the County, and the immediate region, the Southeast Missouri Regional Planning Commission, the respective Planning Commissions of both Cities, and the respective Chambers of Commerce of both Cities. 4. Both Cities hereby commit to any and all joint follow-up actions that may be necessary to secure the said projects in the most timely and economical manner possible, and to this end, will provide any additional information MoDOT may need concerning the transportation needs of the area. 5. Both Cities again urgently request MoDOT to act favorably on the design and construction of these three high priority projects. PASSE IS DAY OF 19. TY OF CAPE GIRARDEAU, MISSOURI 61 ATTEST: A. M.
