(Glatting Jackson) is pleased to provide this Scope of Services to the City of Cape Girardeau (Client). 1.0 PROJECT DESCRIPTION The Client desires to retain Glatting Jackson to create a wayfinding and signage plan and a gateway monument design that will provide the Client with a document of directional signs that make up the urban landscape in public areas of the City of Cape Girardeau.The boundaries for the project include the areas within the limits of the City of Cape Girardeau. The wayfinding plan will be comprised of vehicular and pedestrian directional signage, parking, pedestrian map, gateway monument, and placemaking design services. Orlando,FL 32801 p.407 843 6552 222 Clematis Street Suite 200 west Palm Beach,FL 33aot Glotting lackson KercherAnglin,Inc. p.561 659 6552 Page 1 of 6 www.glatting.com [� Upon completion of the work described herein, at the request of the Client, Glatting Jackson will prepare a scope and fee to provide services during construction of the signage elements to ensure consistency with the design intent. 2.0 SCOPE OF SERVICES PART I—Vehicular&Pedestrian Wayfinding 2.1 Project Coordination—In addition to the specific services detailed below, Glatting Jackson shall coordinate our work with the Client's representative and the Client's project team, monitor the project schedule as it relates to the scope contained herein, and provide timely invoicing and reporting of project progress. 2.2 Design Intent Workshop-Glatting Jackson will attend a two-hour workshop with the Client to coordinate schedule, develop a shared vision and theme, establish a preliminary project budget and understand the Client's program for coordinating our work with the work of other consultants. The result of the workshop will be a defined design vocabulary that will include:thematic attitude, market positioning, wayfinding goals, and target clientele that will guide the future preliminary schematic design phase of the work. 2.3 Site Analysis—During the same visit as the Design Intent Workshop, Glatting Jackson shall conduct an image and wayfinding analysis of the site including comparable municipalities, and work done to date to gather pertinent information such as project character,graphic image development, architectural features, historical elements, traffic circulation, priority destinations and applicable city and state requirements. 2.4 Project Program Document—Based on the site analysis and Client input,Glatting Jackson will prepare a Project Program document that will address: • A review of existing and proposed destinations • A review of existing and proposed parking and wayfinding methodology • A list of proposed terminology • A list of proposed key sign types • Expectations of ongoing maintenance requirements of sign types • Preliminary budgetary guidelines for the cost of implementing the system • Preliminary signage master location plan • Review of construction,durability and materials selection • A list of MODOT Requirements for state routes 2.5 Client Review of Project Program Document-The Client will review each draft of the Project Program Document and provide all review comments in writing to Glatting lackson. Glatting Jackson will meet with the Client to review the comments and agree upon changes to be incorporated into the next part of the work. Glatting Jackson Kercher Anglin,Inc. Page 2 of 6 [� 2.6 Signage Location Plan/Coordination-Glatting Jackson will prepare a draft sign location plan which locates each sign within the city. Glatting Jackson will coordinate with the Client's engineer who will gather information that will be needed by the selected sign fabricator/installer to determine the final location of signs and removal. Glatting Jackson shall rely on all information supplied by the Client as accurate and correct.Additional work required due to inaccurate, incorrect, or incomplete information supplied by the Client shall be completed as an Additional Service. 2.7 Schematic Design Charrette—Glatting Jackson shall develop preliminary alternative wayfinding design concepts during a 3-day workshop in Cape Girardeau. Based on the theme and design vocabulary developed in the Project Program document Glatting Jackson shall prepare signage schematic design documents that will include the following: • Palette of signage with proposed dimensions, materials and finishes, comparable images and illustrations(freehand or electronic) . Preliminary statement of probable costs(based on cursory review from up to two (2) signage fabricators) Specifically, Glatting Jackson will prepare schematic design documents for the following wayfinding,graphic and place-making elements: • Two (2)Gateway Features • Vehicular directional signs • Parking signs • Pedestrian directional signs • Pedestrian map-digital artwork for pedestrian maps that will be scaled appropriately to enhance walk-ability within the project area. • Place-making Banners 2.8 Client Review/Schematic Design Update Workshop-Glatting Jackson will attend a one (1)day workshop to present the schematic design graphics to the steering committee and public and discuss the progress of the design with the Client. At this meeting,the Client shall select a final design from among the design options that have been prepared during the preliminary schematic design charrette. Glatting Jackson will proceed with the Design Intent documents phase of the work, incorporating the ClienYs review comments into plans during the next phase of the work.Additional revisions or concepts requested by the Client shall be provided as an Additional Service. 2.9 Sign Master Plan and Standard "Guide" Manual—Glatting Jackson will prepare a document of the selected sign types that will include each sign type, dimensions, materials, colors and graphics. This guide will enable the Client to implement the wayfinding system, as needed,for future growth. The manual will be suitable for Glattinglackson KercherAnglin,Inc. Page 3 of 6 [� pricing by signage fabricators who, under contract to the Client, are qualified to prepare fabrication/construction documents including all engineering design and calculations,and to fabricate and install signs reflected in the design intent documents. Glatting Jackson will attend one (1) half-day meeting with the Development Services Department staff during production of the design intent documents to coordinate our work. 2.10 Client Review—The Client will review each draft of the design intent documents and provide review comments in writing to Glatting Jackson. Glatting Jackson will meet with the Client to review the comments and agree upon the revisions to be incorporated into the final drawings. 2.11 Final Design Intent Documents-Glatting Jackson will prepare the final design intent documents, incorporating Client review comments into the final documents. 2.12 Agency Coordination—Glatting Jackson will prepare the necessary documents for MODOT State and District Office approval and permitting of the Master Sign Schedule in accordance with City requirements. Glatting Jackson will attend two (2) half-day meetings with MODOT staff over the course of the preparation of design intent documents to ensure that our work meets MODOT guidelines. A total of sixteen (16) hours has been budgeted for this task; additional time required will be provided as an Additional Service. 2.13 Sign Master Plan Application-Glatting Jackson will prepare the necessary documents for the Client to submit the Sign Master Plan for approval in accordance with local zoning ordinances. Deliverables—As a result of these tasks, Glatting Jackson shall produce the following: • One(1)set of the design intent workshop notes • One(1J 11"x 17"set color copies of the project program document • One (1J 11"x 17"set color copies of the schematic design documents including: o wayfinding routing plan o pedestrian map design • One (1J draft and one(1J final copy of the sign master plan and standards manual • One(1 J 30"x 42"laminated board of wayfinding sign designs • One(1J 30"x 42"laminated board of the wayfinding master plan • One (1 J 30"x 42"laminated board of pedestrian map design • One (1)set of draft and final design intent drawings • One (1J electronic copy of all graphics • One(1J copy of sign master plan and standards manual • One(1 J copy of documents needed for submittal of the Sign Master Plan approval application GlattingJackson KercherAnglin,Inc. Page 4 of 6 [� Part II Post-Design Services 2.14 OTHER SERVICES—At the request of the Client, Glatting Jackson will provide review services during construction of the project,to ensure that the contractor follows the design intent during construction of the signage elements. 3.0 PROJECT SCHEDULE—Glatting Jackson is prepared to begin work on the project immediately upon receipt of this executed Letter of Agreement. Glatting Jackson, in consultation with the Client, shall perform its work in such a manner as to comply with an agreed upon schedule. 4.0 ASSIGNED PERSONNEL—The following personnel from GlattingJackson will be assigned to this project and will have the responsibilities described: Jay Hood,ASLA - Principal-in-Charge 5 Jonathan M. Mugmon - Project Manager/Environmental Graphic Designer 4 John Paul Weesner - Urban Designer 4 Susie Priyakorn - Environmental Graphic Designer 1 Kody Smith - Landscape Designer 1 5.0 COMPENSATION 5.1 Part I—The fee for Part I,Vehicular and Pedestrian Wayfinding, shall be a lump sum not to exceed fee of Forty Thousand Dollars($40,000.00), including direct costs,which shall be invoiced monthly based on percent of work accomplished each month. Payment shall be due thirty(30) days from receipt of an approved invoice. 5.2 Part II—The fee for Part II, Post-Design Services,shall be provided at the Client's request. 5.3 Other Direct Costs—Other direct costs incurred in completing the scope of services are included in the fees for Part I of the Scope of Services detailed in this Agreement. If the Client authorizes Additional Services,the expenses associated with such services shall be negotiated with the Client,along with the fee. 5.4 Application Fees—All application,filing,and permit fees, including, without limitation, all fees to local, regional and state governments and agencies, shall be paid by the Client directly to the appropriate agency at the necessary time. 5.5 Retainer—No retainer will be required. Page 5 of 6 [� CLIENT RESPONSIBILITIES 6.1 Client shall designate a Project Representative upon execution of this Letter of Agreement, who shall be Glatting Jackson's point of contact with the Client, and who shall, by virtue of Client's designation, have authority to bind the Client. Client's Project Representative with such authority is Sarah Wallace. The Project Representative shall be responsible for all coordination with the Owner (if a separate person or entity from the Client) and any separate consultants. 6.2 Client shall provide full information to Glatting Jackson regarding project requirements and constraints including, without limitation, a program setting forth the Client's objectives, and shall provide all data, drawings, information or other resources requested by Glatting Jackson that are necessary for completion of the project. 6.3 Client shall comply with any schedule requirements made known to the Client by Glatting Jackson and, in any event, shall be available to meet with Glatting Jackson and provide decisions in a timely manner throughout the project. 6.4 Client shall be responsible for all other aspects of the project not specifically assigned to Glatting Jackson under this Letter of Agreement or any subsequent request (and acceptance)for Additional Service. Re: City of Cape Girardeau/Wayfmding AECOM Project#22097 Dear Mr.Meyer: AECOM Technical Services,Inc.(AECOM)is pleased to provide the scope of services outlined below to the City of Cape Girardeau(Client)as an Additional Service to the Letter of Agreement("Agreement")between the Client and Glatting Jackson Kercher Anglin,Inc.(Glatting Jackson)dated December 15,2009. On December 22,2009,Glatting Jackson entered into a purchase agreement under which AECOM Technical Services,Inc.acquired certain assets of Glatting Jackson. This Additional Services Agreement shall also serve as the Client's consent to assign to AECOM the Agreement between the Client and Glatting Jackson. SCOPE OF SERVICES 1. Development Work Sessions—During a three(3)day site visit AECOM will conduct a two(2)day meeting with client and major stakeholders. The wayfinding analysis includes routes and destinations, and will consider pertinent information such as circulation systems,priority destinations,changes to the sign designs and applicable DOT requirements. Based on analysis of available data and Client input, AECOM will prepare a Wayfinding Master Plan that will address: • Top destination and hierarchy • Access nodes/circulation system plan • A review of proposed wayfinding methodology • A list of proposed terminology • Design changes to wayfinding bid documents 2. Wayfinding Master Plan-AECOM will prepare a map and message schedule for locations of all proposed signage elements. Exact location of signs will be determined by the selected sign fabricator/installer based upon above and below ground obstructions adjacent to proposed signage locations. COMPENSATION—T'he fee for the Scope of Services detailed above shall be billed on a time and materials basis using the hourly rates listed in the Letter of Agreement dated December 15,2009,not to exceed Twelve Thousand Dollars($12,000.00),including direct costs.
