The City Manager, for and on behalf of the City of Cape Girardeau, Missouri, is hereby authorized to accept a proposal from Brotcke Well and Pump, Inc. , to perform a hydrologic engineering investigation in the City of Cape Girardeau, Missouri, and to execute all necessary contract documents . WITNESSETH: WHEREAS, Owner is desirous of obtaining a Hydrologic Engineering Evaluation for the development of a ten million gallon per day raw water well field; and WHEREAS, Contractor is qualified and experienced to perform the Hydrologic Engineering Evaluation; and WHEREAS, Contractor has submitted to Owner a Proposal dated March 28, 2003, to perform the Hydrologic Engineering Evaluation, which said Proposal consists of the following pages, and collectively is referred to hereafter as the"Proposal". 1. Transmittal letter to Douglas K. Leslie dated March 28, 2003 2.-3. Technical Proposal 4. Cost Estimate 5.-6. Cost Proposal 7. Figure 1 8. Figure 2 which said Proposal is attached hereto as Exhibit A; and WHEREAS, Owner is desirous of accepting the Proposal and entering into this Contract Agreement with Contractor; NOW, THEREFORE, in consideration of the compensation to be paid to the Contractor and of the mutual agreements herein contained, the parties have agreed and hereby agree,the Owner for itself, and its successors, and the Contractor for itself and its successors and assigns, as follow: ARTICLE I. That the Contractor shall furnish, at its cost and expense, all tools, equipment, � - supplies, superintendence,transportation, and other construction accessories, services and " facilities; furnish all materials, supplies and equipment specified and required to be incorporated in and from a permanent part of the completed work; and provide and perform all necessary labor in a good, substantial, and workmanlike manner to construct and complete the Hydrologic Engineering Evaluation as designed, described and required by the Proposal, all of which contract documents form this Agreement, and are as fully a part thereof as if repeated verbatim herein, all work to be done to the satisfaction of the Owner. ARTICLE II. That the Owner will pay the Contractor for the performance of this Agreement, in current funds, subject to additions and deductions as provided for in the Contract Documents,the prices and charges set forth in the Cost Proposal of Exhibit A,the aggregate total of which shall t ' not exceed the sum of Two Hundred Thirty Eight Thousand Seven Hundred Fifty Dollars ($238,750.00). Said payment to be made within thirty(30) days following Contractor's submission of each invoice for the work on a monthly basis. ARTICLE III. Contractor shall provide and keep in full force and effect throughout the performance of this Agreement the insurance coverages set forth in Exhibit B attached hereto. ARTICLE IV. That the Contractor shall not sublet, sell, transfer, assign, or otherwise dispose of this Agreement or any portion thereof without the prior written consent of the Owner. In case such consent is given, the Contractor shall be permitted to sublet a portion thereof,but shall perform with his own organization,work amounting to not less than fifty(50)percent of the total contract amount. No subcontractors, or transfer of contract, shall release the Contractor of its liability under this Agreement. ARTICLE V. That the Contractor will commence work within ten(10) days after receiving written Notice to Proceed from the Owner. ARTICLE VI. Each and every provision of law and clause required by law to be inserted in this contract shall be deemed to be inserted herein and the contract shall be read and enforced as though it were included therein, and if through mistake or otherwise any such provision is not inserted, or is not correct inserted, then upon the application of either party the contract shall forthwith be physically amended to make such insertion or correction. The purpose of the study is to show the aquifer in the study area has the capability of 10 MGD safe yield. The proposed study area is located northeast of the Cape Rock Water Treatment Plant. The 1000-acre site is known as the Koch and Heise property in the Mississippi River flood plains. Presented on Figures 1 and 2 are site maps showing the area. Five test holes have been performed in the study area. During drilling, soil samples were obtained during performance of The Standard Penetration Test. Representative samples were selected for gradation testing. The results of this preliminary work have been submitted. Preliminary analyses show the formation is conducive to a development of a 10-MGD well field. The well depth, saturated thickness, relative density and grain size analysis all point towards an aquifer that has the desired capabilities. The Hydrologic Engineering Study will be conducted in a multi-phase approach. Presented below is an outline of this phase. Phase I Test Boring Program Phase II Laboratory Sieve Analysis Phase III Construction of Two Test Pumping Wells Phase IV Pump Testing Phase V Model Study, Engineering Analysis and Report At the completion of each phase of study, a preliminary report will be submitted with recommendations on modification to the next phase of the study, if any. Phase I Test Boring Program Ten additional test holes will be constructed in the 1000-acre study area. The location of each will be as agreed on by the Land Owners, City, and Brotcke Well&Pump. Shown on Figure 1 are the locations of the proposed and existing test holes. Location of the ten holes could be changed depending on the subsurface conditions encountered. Formation samples will be obtained during the performance of the standard penetration test. PVC piezometers will be installed in each boring. The soil samples and drillers log will be retumed to the laboratory for gradation testing and editing. Phase II Laboratory Sieve Analysis Two test pumping wells will be constructed. The location of the wells will be selected based on the stratigraphy and consultation with the City and Land Owners. Optimally the wells should be located at the extremes of the proposed well field. This will allow interpolation of hydrologic engineering 2 . � data,rather than extrapolation. Municipal well design standards will be used for the well construction. Forty-eight inch steel casing will be cemented in the borehole to greater than twenty feet below grade. This casing will stabilize the borehole and provide a foundation for an elevated platform when the wells are completed. A nomina148-inch borehole will be drilled to underlying bedrock by the reverse circulation drilling method. Forty feet of stainless stee124-inch diameter well screen will be placed in the borehole and steel casing to the surface. A select gravel pack will be placed in the annular area and a bentonite seal on the gravel pack. Phase III Construction of Two Test Pumping Wells Three additional piezometers will be installed for each of the test pumping wells. They will be located to define the cone of influence in the vicinity of each well. Phase IV Pump Testing To aid in the collection of water levels,automatic water land recorders will be installed in several of the wells. Other wells will be observed with electronic water level instruments. Three pump tests are planned, they are: 1. Seven-day pump test on the first well. Projected pumping rate—2000 GPM 2. Twenty-four hour pump test on second well. Projected pumping rate—2000 GPM 3. Seven-day pump test with both wells operating at 2000 GPM or combined rate of 5.76 MGD. Phase V Model Study,Engineering Analysis and Report All data will be compiled,reduced to usable form and used to develop a computer model of the 1000 area site. The model will be a useful tool to predict aquifer-pumping levels at various water levels and pumping conditions. A hydrologic engineering report will be submitted summarizing all field,laboratory,and pump test data. Additionally,we have not included performance and payment bonds or computer modeling. WE did not include a three-dimensional data visualization computer model since we are pumping the proposed test well at 5.76 MGD for seven days at a location near test holes 3 and 5. We should have enough data to derive groundwater flow in the surrounding well area. If extensive data is required with regard to time related capture zones or if the well field is moved near the bluffs so that there may be some significant Influences from nearby hydrologic features and processes,then the model could be useful.
