A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT
WITH SOUTHEAST MISSOURI STATE
UNIVERSITY, FOR AN HISTORIC
STRUCTURE INVENTORY
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City
of Cape Girardeau, Missouri, is hereby authorized to execute a
Letter of Agreement with Southeast Missouri State University
through its Center for Regional History and Cultural Heritage,
for finalization of an inventory of historic structures. A copy
of said Agreement is attached to this Resolution and made a part
hereof.

PROPOSAL
Historic Resource Survey
Proposed Project: To continue the historic resource survey of the historic neighborhoods of Cape Girardeau by
Southeast Missouri Historic Preservation students by extending the survey area to the area bounded by Morgan Oak
Street on the South, Pacific Street on the West, Sprigg Street on the East and Bellevue Street on the North. An
additional area included in the survey district is bounded by Fountain Street on the East, William Street on the
South, Independence Street on the North and Sprigg Street on the West and the block comprised of Themis Street
on the South, Fountain on the West, Independence on the North and Lorimer on the East.. The actual extent of the
survey area will depend upon the number of students enrolled in the course and the number of houses on each
block. In addition, if sufficient funds exist after the completion of this phase of the project, the non -Missouri forms
completed by an earlier class will also be photocopied and distributed to the Commission and the University
Archives.
Methodology: Under the direction of Dr. Steven J. Hoffman, the Legal and Economic Principles of Historic
Preservation class (HP 588) at Southeast Missouri State University will prepare an inventory of historic buildings
by means of an architectural survey of several blocks of this historic neighborhood. This will include preparing a
photographic record of the buildings and completing Missouri Department of Natural Resources Historic Property
Inventory Forms.
Timeline: Work will begin on this project on January 30, 2000 with a completion date of July 30, 2000.
Dissemination of Results: The City of Cape Girardeau will receive a complete copy of the project report,
including copies of the individual property inventory forms. An additional copy of the report will be placed in the
University Archives. The original materials will be held by Dr. Hoffinan in the Department of History pending
completion of the survey of the entire district, at which time they will be forwarded to the Historic Preservation
Section of the Missouri Department of Natural Resources.
Expenses: Total expenses will not exceed $470.00. This will include costs for black & white film, photographic
development and contact prints, reproduction of survey reports and various miscellaneous expenses associated with
the project such as reproduction of notices and survey forms, maps and incidental supplies.

Letter of Agreement
This agreement is hereby entered into by Southeast Missouri State University and the City of Cape Girardeau
through its Historic Preservation Commission, on this Ttj' day of 2000.
Under the direction of Dr. Steven J. Hoffman, the Legal and Economic Principles of Historic Preservation class
(HP 588) at Southeast Missouri State University will prepare an inventory of historic buildings by means of an

It is further agreed that if sufficient funds remain after completion of the current survey district, the collection of
non -Missouri forms completed by a previous class will also be photocopied and bound copies presented to the
Commission and the University Archives.

The City of Cape Girardeau, via its agent the Historic Preservation Commission, hereby agrees to pay Southeast Missouri
State University for project expenses as outlined below. Mr. Brian Driscoll, Chair, Historic Preservation Commission, will
be the contact person for this project and Mr. Michael Miller, Cape Girardeau City Manager, will be the signatory of this
Agreement.
