A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE AMENDMENT NO. 2 TO AN AGREEMENT WITH
SVERDRUP CORPORATION FOR LIME TREATMENT AND
SLUDGE STORAGE AT THE CITY'S WASTEWATER
TREATMENT PLANT
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CAPE GIRARDEAU,
MISSOURI, AS FOLLOWS:
ARTICLE 1. The City Manager, for and on behalf of the City of
Cape Girardeau, Missouri, is here by authorized to execute
Amendment No. 2 to an Agreement with Sverdrup Corporation for lime
treatment and sludge storage at the City's wastewater treatment
plant. A copy of said Amendment is attached to this Resolution and
made a part hereof.

and
SVERDRUP CORPORATION
Dated February 21, 1992
Note: All other terms of the original contract and Amendment No. 1 remain unchanged
with the exception of the following:
Article 3 - Compensation and Payment
On page 3 under A. Cost - Replace the second paragraph with:
The total cost (exclusive of fixed fee) is estimated to be $266,660. The fixed fee
shall be $28,380. The total amount to be paid for design and construction services
under this Agreement shall not exceed $295,040 including cost and fixed fee,
without approval of the Owner. Sverdrup shall notify the Owner when costs
incurred and obligated amount to 95% of the total estimated cost and shall not
incur costs beyond the estimated cost without prior approval of the Owner.

On page 9 amend Article 11 to read:

PHASE I - FACILITY PLAN
ADDITIONAL SCOPE OF WORK
A. Modification of the Facility Plan to add a sludge storage tank and mixing system and
negotiations with the Missouri Department of Natural Resources (DNR) to incorporate
modifications to the project:
1. Eliminate 36 -inch outfall sewer from the Facility Plan.
2. Negotiate with DNR and provide written documentation that the 21 -inch
Henderson Interceptor project will not be designed and constructed at this time.
3. Negotiate with DNR to determine required additional information needed to
charge the Facility Plan recommendation from rehabilitation to replacement.
4. Develop preliminary design and cost information for a sludge storage tank and
mixing system to be added at the wastewater treatment plant site as presented at
the November 16, 1992 public hearing.
5. Negotiate with DNR and prepare a letter amendment to the Facility Plan to define
the Lime Treatment System (Sludge Process to Significantly Reduce Pathogens)
and Sludge Storage tank system as the systems that are to be designed and
constructed.
B. Geotechnical engineering services are required to determine foundation requirements for
the lime treatment system and sludge storage tank to be designed under this Agreement:
1. Observe boring at three locations and prepare boring logs. Boring and
geotechnical testing to be contracted directly by Owner.
2. Analyze data and test results for foundation requirements, lateral pressure,
settlement and liquefaction.
3. Prepare a report, in memorandum form, summarizing the results of the
geotechnical study and recommending foundation design parameters.

PHASE II - FINAL DESIGN PHASE
ADDITIONAL SCOPE OF WORK
ALTERNATE POWER CONCEPTUAL STUDY
The DNR requires a source of emergency power for the wastewater treatment plant should the
normal power supply be interrupted. Union Electric has recently disconnected the stand-by line
feeding the Owner's plant. A conceptual study of alterative emergency power sources will be
performed:
A. Visit Wastewater Treatment Plant
1. Inspect existing power distribution system.
2. Review and collect copies of appropriate electrical drawings.
3. Review historical power usage (historical bills).
4. Take appropriate reference photographs.
5. Establish contact with Union Electric personnel.
6. Meet with Cape Girardeau personnel to get additional input on Owners objectives
relative to emergency power and management of power costs.
B. Develop conceptual designs for four basic alternatives.
1. Second Union Electric supplied emergency power line continuing secondary
service.
2. Second Union Electric supplied emergency power line but changing to primary
service.
3. Generator for emergency power with continued secondary service.
4. Generator for emergency power but changing to primary service.
The conceptual designs will be based on the current control systems and loads, including the new
lime treatment and sludge storage systems. Distribution of power to the various systems will
be considered, assuming no changes in existing control systems or loads.

C. Development of the conceptual designs for emergency power will address these related
issues:
1. Necessary modifications to the existing distribution to allow switching between
the regular and emergency source. Automatic switching versus the current
manual switching will also be evaluated.
2. Operating costs for continuing secondary service versus converting to primary
service.
3. Potential for operating cost savings, based on currently available rate structure,
for peak shaving or voluntary curtailment of power usage by switching to the
generator on peak days.
D. Budget cost estimate for implementing the conceptual designs developed under 2 above.
Both construction and operating costs will be considered.
E. Prepare a draft report summarizing the four alternative conceptual designs, the costs
associated with each alternative and a recommendation on which alternative to pursue.
Four copies of the draft report will be provided for review.
F. Meet with the Owner to review the results of the draft report.
G. Prepare a final report incorporating comments received during the review meeting with
the Owner.

Primary Power Conversion
Dear Kensey:
We are pleased to propose engineering services to assist the City in preparing technical
specifications for converting the Ramsey Branch Water Treatment Plant from secondary
metering to a primary metered supply.
The scope of work is to prepare the technical portions of the specifications to convert to
primary power. The City will use the technical specifications in conjunction with other
bid documents developed by the City to bid and install the modifications. A detailed
scope of work is enclosed.
We anticipate the work can be completed within four weeks of notice to proceed.
Sverdrup proposes to perform these services for the lump sum price of $6,430. The
basis for the cost is enclosed. A payment of $6,430 will be due when the final
specification is received by the City as described in Item 6 of the Scope of Work, or 30
days after submission of the draft specifications if City comments are not received within
that period.

TECHNICAL SPECIFICATION PRIMARY POWER CONVERSION
SCOPE OF WORK
FEBRUARY 1994
As described in Sverdrup's February 21, 1994 proposal letter, Sverdrup will prepare the
technical portion of specifications (including sketches) for the purchase and installation
of the main transformer and metering transformers to convert the Ramsey Branch Water
Treatment Plant from secondary power supply to a primary power supply. The city will
combine the technical specifications prepared by Sverdrup with any general or special
conditions, bidding forms, general requirements or other documents desired by the city
for bidding the project. The city will handle advertisement, bidding, and all construction
phase activities. Sverdrup's scope of work is as follows:
1. One -day visit to the site to observe the current power pole and transformer
location for the new city -owned transformer. A pole mounted transformer is
anticipated if flooding is an issue.
2. Coordinate with Union Electric to determine metering requirements and the
interface between UE and the city.
3. Prepare technical specification for supplying and installing main transformer and
metering transformers to convert from secondary to primary metering.
4. Prepare sketch type drawings to define plan, elevation and installation
requirements for the above transformers. Anticipated 8-1/2" x 11" sketches:
• 1 - Plan
• 1 - Pole metering details
• 1 - Elevation
• 2 - Installation details

5. Transmit one copy of the draft technical specifications and sketches to the city for
review.
6. Incorporate city comments and transmit one copy of final technical specifications
and sketches to the city for use in bid documents.
