The recipient agrees to comply with the -provisions of the current edition of the Office of Justice Programs' Financial and Administrative Guide for Grants, M7100.1D. 2. The recipient agrees to comply with the organizational audit requirements of OMB Circular A-128, &Audits of State and Local Government.& The audit must be conducted in accordance with the applicable circular and the General Accounting Office's Government Auditing Standards. In conjunction with the begin date of the award,_ an audit must be completed for the recipient's fiscal year, for each year which falls, in whole or in part, within the grant period as originally approved or amended. The recipient is required to send the audit report along with the auditor's management letter to the Federal cognizant agency and a copy to the Department of Justice's (DOJ) Regional Inspector General for Audit. Each audit must be submitted no later than 13 months after the close of the recipient organization's audited fiscal year. The corrective action plan must include: (1) specific steps taken to comply with the recommendations; (2) a timetable for performance and/or implementation date for each recommendation; and (3) a description of monitoring to be conducted to ensure implementation. 3. The funding under this project is for the total number of officers requested in the application OR the number of officers determined in subsequent negotiations with the COPS Office, and may be used to pay only SALARIES AND APPROVED FRINGE BENEFITS for up to three years after the officer is sworn in. Funds under this project may only be used for sworn entry level, lateral transfers, or rehired officers. Federal grant funds may not be used to pay costs such as overtime, training, weapons and ammunition, communication equipment, or vehicles. The recipient agrees to use the grant funds to supplement, not supplant, existing funds. 9. The recipient will be notified of any decision to terminate for the reasons described above and be allowed reasonable time, not to exceed 45 days, to terminate project operations. No termination shall affect obligations incurred in good faith prior to the receipt of notification of termination. The grantee shall submit a revised implementation plan within ninety (90) days of signing the award. The revised implementation plan should reflect the project period. The plan will be reviewed and approved by the COPS Office. The COPS Office will then issue a Grant Adjustment Notice (GAN) removing this special condition. 11. The purpose of COPS: Phase I is to hire or rehire sworn law enforcement officers as part of an overall plan or strategy to address crime and related problems through community policing. The goals of this program are to improve the long-term ability of law enforcement agencies to engage in community policing by deploying additional sworn law enforcement officers to perform those activities and to improve public safety through innovative crime prevention, including community policing. It is the expectation of the grantor -agency that -the purpose and the goals of this program will be furthered by the acceptance of this grant. The Community Oriented Policing Services (COPS) program provides an opportunity for the Department of Justice (DOJ), and State and local law enforcement agencies to work together to ensure compliance with federal civil rights laws. The recipient will be notified of any decision to terminate for the reasons described above and be allowed reasonable time, not to exceed 45 days, to terminate project operations. No termination shall affect obligations incurred in good faith prior to the receipt of notification of termination. Otherwise allowable funds shall not be considered obligated solely by virtue of recipient commitment to participating agencies or project contractors for work or services not yet performed. 10. The grantee shall submit a revised implementation plan within ninety (90) days of signing the award. The revised implementation plan should reflect the project period. The plan will be reviewed and approved by the COPS Office. The COPS Office will then issue a Grant Adjustment Notice (GAN) removing this special condition. 11. The purpose of COPS: Phase I is to hire or rehire sworn law enforcement officers as part of an overall plan or strategy to address crime and related problems through community policing. The goals of this program are to improve the long-term ability of law enforcement agencies to engage in community policing by deploying additional sworn law enforcement officers to perform those activities and to improve public safety through innovative crime prevention, including community policing. It is the expectation of the grantor -agency that -the purpose and the goals of this program will be furthered by the acceptance of this grant. Therefore the grantee agrees to implement activities, by utilizing this grant, which further the intended purpose of this program.
