AIRPORT ADVISORY BOARD MEETING
WEDNESDAY, FEBRUARY 17, 1988
4:00 P.M.
CITY HALL COUNCIL CHAMBERS
The Airport Board convened on Wednesday, February 17, 1988,
at 4:00 P.M. at City Hall with Chairman Paul Miles presiding.
Present were Paul Miles, Chairman; Jerry McClanahan, Secretary;
Truman Cole, Dave Patterson, Glenn Reeves. Also present were City
Manager Ron Fischer, Assistant City Manager Al Stoverink and Air-
port Manager Ray Johnson. The meeting was called to order and
upon motion, duly made and seconded, the minutes of the previous
meeting were unanimously approved.
The following report was given by Airport Manager Ray
Johnson.
1. Automatic card controlled security gate has been in-
stalled and is operational.
2. The Airport Rules and Regulations and Airport Operations
Manual have been completely revised in accordance with FAA regu-
lations. Those manuals were distributed to members of the Air-
port Board.
3. Capt. Donald Roberts of the Cape Girardeau Police
Department has been designated the Airport Security Officer and
has been assigned on a part-time temporary basis to Airport
Security at the Terminal Building.
4. Johnson advised the Board of the Federal Funding made
available with new legislation enacted this year. The Municipal
Airport will be eligible for $300,000 in entitlement monies for
Airport improvements. The regulations have not as of yet been
issued and it is not clear exactly what projects would be eligible
for funding. However, FAA officials of the Airport Improvements
Division, Kansas City, Missouri, will be contacting our City offi-
cials in the near future to schedule a joint planning session so
that improvement projects may be developed. Since the funding is
available this Federal Fiscal Year and the planning phase has not
been completed, Johnson advised the Board that he has written FAA
requesting that the available funding be carried over to the next
Fiscal Year to allow more time for study and planning.
5. Regarding the current AIP Project, Johnson advised the
Board that Booker & Associates, Airport Engineers, have not com-
pleted their testing of the apron overlay but will be doing so
when weather permits. Also, the pilot control lighting system and
the beacon, both of which are to be installed as a part of the AIP

Project, have been delayed due to the unavailability of equipment
from the manufacturer. The equipment for both systems is on order
and will be installed upon receipt.
6. FBO Hangar. The canvass door for Cape Central Airways
has been delivered and will be installed in the near future,
weather permitting.
7. Air Traffic Control Tower. Johnson advised the Board
that an effort to secure additional Federal Funding to extend the
hours of operation for the Air Traffic Control Tower did not meet
with FAA approval based on the limited number of operations per
hour between the hours of 6:00 and 10:00 P.M. Therefore, the re-
quest for funding has been denied and letter to that effect from
the FAA was distributed to Board members.
8. Airport operating budget for Fiscal Year 88/89 in the
amount of $315,000, has been submitted to the City. Included in
this budget are monies for an automatic chlorinator for the water
supply system at the Airport and salary for Airport Manager,
should the City elect to fund such a position.
9. Limited Certificate. Johnson advised the Board that
based on the level of air carrier service provided at the Airport,
the Cape Municipal Airport is eligible for a Limited Certificate
designation which would exempt the Airport from certain FAA
regulations under the new revised FAR Part 139. These exemptions
would in no way compromise the safety or security of the Airport,
nor would it have any adverse impact on eligibility of future
Federal Funding for Airport improvements. It would, however,
lessen some of the paper work and recordkeeping required by FAA
for a full certified Airport. In contacting the FAA authorities,
Johnson advised the Board that he was encouraged to pursue appli-
cation for the limited certificate. In action by the Board, a
motion was made by Reeves and seconded by McClanahan directing
Johnson to proceed with application for the limited certificate
designation. Motion was passed unanimously.
Discussion was held concerning the position of Airport
Manager. It was the feeling of the Board members that there is a
definite need for a person of high calibre with marketing skills
who could promote the Airport and further enhance its image as an
asset to the community. Concomitantly, the feeling was expressed
that something must be done with the Airport Terminal Building to
provide an Airport Manager with a marketable product.
On that issue, motion was made by Cole, seconded by
Patterson, that the City Council set aside some monies each year
for the purpose of constructing a new Airport Terminal, still
hopeful that the $300,000 in Federal Funding now available might
be used for that purpose. Motion carried.

With the absence of Paul Miles, Al Stoverink presided as per agenda.
Introductions
Purpose of Advisory Board - Al Stoverink related the purpose of the Airport Board is to
advise City staff and City Council concerning all matters involving the Airport,
particularly planning for development.
Maintenance Activities - Al Stoverink, Guy Lowes, and Ray Johnson meet at the Airport
every other Thursday morning to coordinate activities. Gas tanks to be painted this
summer. Hopefully door for other hanger at Cape Central will also be done this summer.
Reggie Hopwood, Al Stoverink and Guy Lowes are to get together and visit Cape Central to
see if there is any maintenance needing to be done.
A motion was made by Jerry McClanahan that the board adopt a policy that no more
than two large billboards be allowed on Airport property. This was seconded by Paul
Brinkopf and passed unanimously.
A motion by Jerry McClanahan was made that the Board allow the Pilots Club to
erect a memorial to Dr. Crowe in the lobby of the airport terminal site. This is to be
approved by Al Stoverink. This was seconded by Wayne Wallingford and passed unanimously.
Airport Development - Gary Worth
Letters were sent to engineering firms asking for proposals by June 20th to prepare
a master plan. A committee will select four firms by mid July with recommendation to the
City Council by the second meeting of July. This plan needs to be compiled to be
completed over a period of five to ten years. The last airport layout plan was done by
Booker and Associates on March 14, 1986. Hopefully a full new master plan will be put
together by February 1989. Funding is to come from our $300,000 Federal Funding with
10% coming from the City of Cape. The proposed budget has at present $50,000 in capital
improvement funds to be put into airport improvement funds.
Kent Bratton reported he hopefully will have a new map of the airport through the
airport master plan.
Report on the bonding of the concrete on new ramp on West side of terminal.
Trying to resolve the problems. Recommendation has now been received from the
Engineer, Booker and Associates.
New Beacon in place.
Radio control of lighting not working properly, yet.
Finance Report - The following was handed out to each Board member: Balance Sheet,
Revenue Report, Expense Report, Summary of Past Development Grant Projects.
Next meeting to be first Wednesday of each month, 4:00 p.m. at Airport Restaurant.

Introductions
Ed Green presented a proposal to construct a hanger (110 x 50) to paint and reupholster air carft. It
would be a wood and steel structure with two hanger doors built east of Cape Central. A sketch of
the proposed building was presented. It is estimated that 15-20 aircrafts would be painted and could
be completed by 1-2 employees. He wants to lease the property from Cape Central. There was no
opposition to the initial proposal and it was suggested that Ed Green work with Gary Worth on
providing further details for an official proposal to the Airport Advisory Board.
Maintenance Activities - Guy Lowes
Painting fences and rusted areas. Parking lot has been cleaned and signs put up. Sewage Lift
Station has a new pump. Temporary repairs were made to the roof. Ditches have been cleaned.
Weeds around runway lights and fence have been sprayed. Some runway and taxiway lights will be
replaced. Sanitation of the water system has to be done manually and it is desired to have an
automatic system.
Airport Security - Chief Johnson
No trespassing signs are being installed along the perimeter. A limited certificate may be
applied for so that 1,600 signs are not needed. A gate or fence with a lock may be needed by the FBO
with a sign directing people through the airport terminal.
Figures are being kept on total enplanements. A letter was sent to organizations and
businesses asking them to keep statistics on total enplanements. They will be called monthly for the
figures. Accurate numbers are required to meet the 10,000 enplanements to maintain the $300,000
federal funding. Those contacts have been cooperating in keeping the totals.
Airport Development - Gary Worth requested qualifications from firms for a master plan with seven
already received. They will be reviewed and have the top four being interviewed sometime during the
first week of August. Documentation for the master plan will be approximately an eight month
process.
Finance Report - Al Stoverink
Revenues are 5% over budget and expenses 10% under budget. There is a $60,000 balance that
will be depleted in about two years.
Crop lease currently is 3 year lease. The individual who is the tennant wants a longer term
lease under the same terms. The current rate is $50 an acre for approximately $11,000 a year. Mr.
Stoverink will talk with the individual to negotiate eliminating the interest rate deduction clause.
Next Meeting: The next meeting will be Wednesday, August 3, 1988, at 4:00 p.m. at the Airport
Restaurant.

Mr. Stoverink reported ramp bonded overlay in front of the terminal is still a problem.
Several unbonded areas will be cut out and redone. There was a meeting last week with
the contractor, and he was advised of the work to be redone before payment of contract
can be made.
Kent Bratton reported on the interviews with the consultants who are preparing the
Airport Master Plans. The committee who is doing the interviewing is composed of Al
Stoverink, Gary Worth, Kent Bratton, and Jerry McClanahan.
A motion by Jerry McClanahan was made to propose to the City Council that they
prepare a contract with Coffman and Associates as the designated company to prepare
the master plan of the Cape Municipal Airport. Money is to be used from Airport Grant
funds of which 90% is FAA and l0% is City. This motion was seconded by Paul Brinkopf
and it was passed unanimously.
Financial Report:
Al Stoverink reported that July revenues and expenses compared favorably to the same
month one year ago, with the exception of airline rentals and fees, which were down due
to pull-out of Northwest.
Other Business:
Crop Leases - Ron Burger and Bob Neiderhorn (farmers)
Both need our agriculture land surveyed so we will know exactly what is farmable. This
can be done by the City or A.S.C.S. The Board recommends to go ahead and renew the
same contract for one year and that the master plan will possibly change the whole
concept.

The minutes of the August 3, 1988, Airport Advisory Board meeting were approved
as mailed.
Status of Bonded Overlay Project - Gary Worth
Mr. Worth reported that the contractor has been given specific insturetions for
corecting the bonding problems. The contractor is still evaluating the problem, but
has been asked to provide a schedule for initiating and completing remedial work.
Airport Master Plan - Coffman and Associates
F.A.A. being the hold up as we are now ending F.Y. 87-88 and entering F.Y.
88-89. F.A.A.'s portion of the contract is $55,775. The total contract is $66,950.
We hope this will be in place by October.
Carter Construction Company will be installing (MALSR) medium intensity approach
lighting system runway alignment indicator lights. $85,775.00 contract to be paid in
full by F.A.A. There will be a meeting at the airport at 2:00 p.m. on September 12.
President Reagan will arrive at the Cape Municipal Airport on September 14th.
Crop Lease -
Bob Niederkorn agreed to pay $50.00 per acre on a one year lease and will pay at the
end of the year.
Ron Burger is now paying $77.00 per acre for 25 acres on the other side of the ditch.
A motion was made by Paul Brinkopf to accept Mr. Burger's proposal of 10% over
the rate of what the other land is bringing this year - $50.00 + 10% being $55.00 per
acre. This motion was seconded by Wayne Wallingford and passed unanimously.
A motion was made by Wayne Wallingford to go ahead and let Mr. Niederkorn have
the lease for $50.00 per acre on a one year lease. This was seconded by Paul
Brinkopf and passed unanimously.
Let the minutes show that Gary Worth will be the designated Airport Manager along
and through his office as Community Development Director. Al Stoverink will
continue to coordinate and Guy Lowes will continue with responsibility for
maintenance.
Parking of lease cars getting attention again. It is the feeling of the Airport Board
that the Master Plan will deal with this problem in the very near future.

?tatus of Bonded Overlay Pro iect - Gary Worth
Mr. Worth reported that the contractor is still evaluating
the problem of the bonded overlay. He is working With Penzel
Construction in an effort to get this corrected.
The control box in the electrical system switch in the tower
is being taken care of through all of the paper work. It will
take little time to repair once the contract has been executed.
The approximate cost of the repair is $ 286.00.
Airport Master Plan - Coffman and Associates
The contract is being prepared with some minor changes. We
nope to have the contract here for consideration by City Council
at their meeting on October 17. A copy of the Planning Services
Contract was mailed to all Airport Board members.
MALSR Installation -
Work began on this project on September 17. The project
snouio be completed within ninety days.
Cape Girardeau's Airport is now a Fully Certified Airport. Mr.
Worth will be writing a new Airport Manual in order for the
certification to be in place beginning January I, 1989.
Financial Report -
In the absence of Al Stoverink, Gary Worth presented the
financial report stating that all bills were paid up to date and
the Airport was in good standing financially.
Crop Lease Extension -
Leases are being prepared by the City Attorney for extending
the crop lease. We are anticipating that they will be signed in
the near future.
