JANUARY 7, 1987
4:00 P.M.
The Airport Board convened January 7, 1487, at 4:00 p.m. at City
Hall with Chairman Paul Miles presiding; present were Jerry
McClanahan, Secretary, David Patterson, and Truman Cole. Also
present were Jeff Hancock, Airport Manager, Ray Johnson, Police
Chief, Jim Rust, City Councilman, with guests Chris Bartels of
Ackerly Airport Advertising, and Mr'. Ken Mines of Booker and
Associates.
The first item of business was a presentation by Mr. Chris Bartels
of Ackerly Airport Advertising. Mr. Bartels was proposing a
centralized courtesy phone center which would be located where the
current hotel displays are. All of the hotels, motels and other
services would share space and operate with one display unit. The
company would solicit hotels and motels, restaurants, car rentals,
real estate companies, etc.., to give the City a diversified base
of services to offer airport travelers. Mr. Bartels Dosed a
five-year contract in which the airport would receive 308 of the
revenues for the first three years, and that this sharing
arrangement would change to 408 airport, 608 Ackerly for the final
two years of the contract. The price for rental of each space
would amount to approximately $60.00 per month. Currently each of
the motels are paying a line charge of approximately $30.00 per
month.
After much discussion a motion was made by Mr. Patterson to
recommend to the City Council. that the City accept Ackerly
Advertising's phone center with the exception that the revenues to
the City be 408 for the first year and 508 for the remaining four
years. In addition this motion stated that the phone center would
be the only avenue of advertising at the airport for phone
service. This motion was seconded by Truman Cole and was passed
unanimously.
The next item was a presentation by Mr. Bob Drury requesting that
a monopad billboard be erected on the airport property at
Mid -states Aeromotive. It was suggested that. the City approve an
amendment to the lease with Mid -States to sublease with Drury
Industries for a 12' X 40' or 14' X 481 billboard. Mr. Drury
noted that in the future they would be willing to put an
additional sign on airport property. After much discussion, a
motion was made by Mr. Cole that the Advisory Board recommend that
the City offer Drury Industries two spaces on airport property for
billboards for a total of five years at $2,000.00 per year. This
$2,000.00 per year is for both spots whether or not both locations
are used. The location, size and height would be subject to City
approval. This motion was seconded by Mr. Patterson and approved
on a three to one vote. The Board advised Mr. Drury that a
current ordinance regulating billboards within the City may be
applicable to the airport. This matter is to be reviewed by the
City Attorney.
The next item of business was a discussion by Mr. Ken Mines from
Booker & Associates, Inc. Mr. Mines has been involved with the
City as an engineer for past projects at the City Airport. Mr.
Mines reviewed the recently approved airport layout plan. In
addition he discussed the up -coming 1987 airport improvements.
These improvements include major improvements at the apron,
lighting of taxiway A, reconstruction of taxiway F, and a new
beacon. In addition, discussion was held on the current condition
of the terminal building. Mr. Mines enlightened the Board on the
possibilities of a new terminal building. It was agreed that Mr.
Mines would submit a proposal to the City which would outline the
possibility of a new terminal building or renovation of the
existing building.
The Board then discussed the upcoming capital improvements
program, on a motion made by Mr. McClanahan, the Airport Board
recommended the following items for priority consideration:
1. A new terminal building. This project will be reviewed
and a plan should be developed on the proper procedure.
2. Apron work on the old ramp, South side of Cape Central,
to the new ramp, East.
3. Project 2-32, Land Acquisition Runway 20, 02 and 10.
A. Reconstruction of access road.
5. Reconstruction of T Hangers.
This motion was seconded and unanimously approved.
Assistant City Manager Jeff Hancock discussed the lighting problem
that recently occurred at: the airport, and an existing electrical
study. In addition, it was noted that commuter traffic was up at
the airport and that the number of passengers had increased
approximately 67% during December from the previous year. There
being nothing further to discuss, the Airport Board adjourned at
7:00 p.m.

AIRPORT BOARD MINUTES
MARCH 2, 1987
4:00 P.M.
The Airport Board convened on Monday March 2, 1987, at 4:00
p.m, at City Hall with Chairman Paul Miles presiding; present
were Jerry McClanahan, Secretary, Glenn Reeves, and Truman
Cole. Also present was Jeff Hancock, Airport Manager.
Mr. Hancock began with an update on the status of the recently
approved airport improvements. These improvements include
major improvements at the apron, lighting of taxiway A, recon-
struction of taxiway F. and a new beacon. In addition, dis-
cussion was held on the costs of leasing space in the terminal
building. Mr. Hancock explained that dependent on airline
negotiations, the new going rate per square foot for leasing
space in the terminal building would be $5.26 per square foot.
The Board then discussed the landing fees to be charged for
1987. On a motion made by Mr. McClanahan, the Airport Board
recommended that Mr. Hancock be given the authority to pursue
negotiations regarding landing fees with the airlines and a new
rate for leasing space at the airport. This motion was
seconded by Mr. Cole and unanimously approved.
Some discussion was had regarding the existing condition of the
terminal building. In addition, it was noted that commuter
traffic had again increased at the airport and that the number
of passengers was up approximately 578 during March from the
previous year. There being nothing further to discuss, the
Airport Board adjourned at 6:00 p.m.

AIRPORT BOARD MINUTES
JUNE 16, 1987
The Airport Board convened on Tuesday, June 16, 1987, at 4:00 p.m. at City Hall
with Chairman Paul Miles presiding; present were Jerry McClanahan, Secretary, Dave
Patterson, Earl Norman and Richard Taylor. Also present were Airport Manager Jeff
Hancock, and Mark Bliss.
It was announced that the FAA -Flight Service Station will be closing on October
1, 1987, but it will probably be about December before the FSS is completely shut
down.
NWB weather operations will go out for bid in July and will require
approximately 150 to 200 square feet.
Runway lights - a question was raised whether it is possible to be operated by
the Tower or to have an automated system radio receiver to be operated by the pilots
at a cost of $1,500.
Enplanements and deplanements are up 57% with the past 12 months showing
28,881 passengers.
The gate to the ramp behind Cape Central Airways has been budgeted for
replacement this year. The new gate will be automated with an issued access card.
It was announced that Senator Danforth's Bill has passed the Senate and is now in
the House of Representatives. The House is trying to change the figure on the 10,000
person usage, of which Cape is now qualified. It is hoped we will still qualify for these
entitlements of approximately $300,000 per year.
Capital improvements will be coming!
Jeff Hancock presented a survey that is used by Columbia Regional Airport. It
was noted this survey probably should go to the Air Transport Committee of the
Chamber of Commerce.
Earl Norman, representing the Ad Hoc Committee, spoke concerning the
Regional Airport. Mr. Norman noted that the price of a one-way ticket to St. Louis is
now $65. He would like tickets in the $45 range, knowing that this would require more
volume. He explained that his reason was because of 8-10 trips per week to St.
Louis. Proctor and Gamble needs a charter service to move approximately 60 people
per week.
Better service was discussed concerning Air Freight: Purolater; U.P.S.; Cape
Central; Federal Expreess; ACL It was proposed that the City should begin
negotiations with TWA for a committed flight from St. Louis and departing to
Cincinnati, Ohio, for Proctor h Gamble.
Mr. Patterson made the motion that information be obtained from business
people for a commitment for freight and passengers and to link this information with
the marketing people from TWA. An additional motion was made that research be
made by the City Attorney for a possible tax base to become a regional facility.

AIRPORT BOARD MINUTES
OCTOBER 12, 1987
4:00 P.M.
The Airport Board convened on Monday, October 12, 1987, at 4:00 pan. at City
Nail with Chairman Paul Miles presiding; present were Jerry McClanahan, Secretary,
and Truman Cole. Also present were Jeff Hancock, Airport Manager, Mr. Reggie
Hopwood and Mr. Mark Sewing of Cape Central Airways, Mr. Mask Hea therington
representing Barton A.T.C., and Mr. Mark Cook, employee of the Airport.
The meeting was called to order, and upon motion duly made and seconded, the
minutes of the previous meeting were unanimously approved.
Mr. Jeff Hancock, Airport Manager, introduced Mr. Reggie Hopwood, who is the
new fixed base operator. Mr. Truman Cole noted that since Mr. Hopwood has taken
over the fixed base operation, a noticeable improvement has been made.
Mr. Hancock discussed the implementation of a new security gate which will be
automated and card operated. A letter will be sent to the appropriate pilots and
businesses based at the Airport instructing them how to obtain cards. Discussion was
then held on the appropriate rules and regulations, and Mr. Hopwood indicated that he
would assist in the implementation of this program.
Discussion was held on the possibility of sharing the cost of a security person
after the Airport Closes. This cost would be shared equally by the fixed base operator
and the City of Cape Girardeau. This arrangement would provide 24-hour service to
the Airport. No action was taken or recommended due to the existing, financial
situation of the Airport.
Discussion was held regarding the possibility of implementing tie -down fees at
the public ramp. :After much discussion, there was no action taken on this possibility.
Mr. Traman Cole moved that the Air?ort recommend to the City Council that
parking spacer; be moved for the car rental agencies. This motion was seconded by Mr.
Paul Miles, but on a vete, of 2 in favor and 1 opposed, the motion failed.
It was agreed that the Airport Manager would bring back to the Airport Board a
new parking lot plan and review the possiblity of long -team parking fees and the
implementation of an appropriate ordinance.
Mr. Jeff Hancock then provided a review of the capital improvements and
mai;itenance operations. He noted that the new bathrooms in the terminal had been
completed, that the federally -funded capital improvernent project was moving along,
and that the City would have to spend approximately $10,000 for a new door at the
PBO hangar. Mr. Hancock also noted that the sealing of Taxiway E and the parking lot
was proceeding.

Discussion was held on the closure of the flight service station. A weather
observation contract has been awarded, and since October 1, 1987, weather
observations have been taking place. The flight service. station will close October 31,
1987. Mr. Hancock noted that the existing federally -funded capital improvement
project was being amended fo include a pilot -controlled lighting systevn. Hopefully the
cost of this additional item wilt be paid by the FAA on the 90/10% match. Discussion
was held on the for„ation of the weather observation center and the wall that would be
built on the north side of the terminal. The cost for these improvements should be
paid by the FAA. It was also noted that the PAA would give up some space in the
terminal.
A financial review was made by the Airport Manager and presented to the
Airport Board.
Discussion was held on the intention of the Board to advertise, as of January 1,
1988, for an Airport Manager. it was noted that approximately $10,000 had been set
aside in this year's budget for an Airport Manager. This individual could either be
hired on the basis of a 20 -hour week or on the basis of a 40 -hour week from January I
to .lune 30, [988. Aftermuch discussion, Mr. Truman Cole moved that if an Airport
Manager were to be hired, that this individual should have the competency to operate
an airport and should be a professionally -trained person, and that the salary should be
appropriate for the job. If this could not be obtained, then the existing airport
management situation should remain in status quo. This motion was seconded by Mr.
Jerry McClanahan and unanimously approved.
Information was discussed regarding the increase in operations at the Airport,
the number of visiting <.:omrnuters passing through the Airport, and the results of the
recently initiated Origin and Destination Survey. Attached to these minutes is a copy
of the results of this Survey.

AIRPORT BOARD MINUTES
DECF_MBER 2, 1987
4:00 P.M.
The Airport Board convened on Wednesday, December 2, 1987, at 4:00 p.m. at
City Hall with Chairman Paul Miles presiding; present were Jerry McClanahan,
Secretary, Dave Patterson and Truman Cole. Also present was Jeff Hancock, Airport
Manager.
The meeting was called to order, and upon motion duty made and seconded, the
minutes of the previous meeting were unanimously approved.
The most recent tabulation of the number of passengers using the Airport was
presented to the Board. Total passenger count for the month of November has shown a
slight decrease.
Mr. Hancock presented new information concerning job descriptions and salary
information for hiring a new Airport Manager.
On behalf of the Board, Mr. Paul ,Mites congatulated Mr. Hancock on his
acceptance of a new position at Warrensburg, Missouri as the City Manager. The
Board unanimously recorded their opinion that they have had an excellent relationship
with Jeff Hancock and especially appreciated his ability to get things done at the
Airport with limited funding. "Our lest goes with Jeff in his new endeavors!'
There followed a discussion of the new security gate system which will be
activated on December 7, 1987. All aircraft owners have been notified by mail to pick
up key -cards, which are now available at the Airport.
The Airport Board was informed of a proposed lease to construct two billboards
at the Airport. In addition the Board was informed that it was looking favorable that
the U. S. House/Senate Compromise Committee would approve lowering the number of
passengers needed for designation as a primary airport to 10,000 passengers. This
would enable the Cape Girardeau Municipal Airport entitlement funding of $250,000 to
$300,000 annually for the next five years.
