January 15, 1986
The Airport Advisory Board met at the Airport Terminal Building
on January 15, 1986, at 4:30 p.m. Those present:
Truman Cole, Board Member Dave Patterson, Board Member
Jerry McClanahan, Secretary Jeff Hancock, Airport Manager
The purpose of the meeting was to outline the proposed projects
for the Capital Improvement Budget for the years 1986 through
1991. The following was approved by the Airport Board:
Airport lighting - Taxiway A
Beacon replacement
Reconstruction - Taxiway F
Reconstruction - Access Road
Reconstruction - Apron Area
Reconstruction - T Hangar Taxiways
Land Acquisition - Runways 20, 02 and 10
Discussion was held concerning a request by American
International Rent-A-Car concerning two proposals. The letter
is attached which outlines these two proposals. The first
proposal included a telephone placed at the airport, and the
second proposal included the rental of terminal space. After
some discussion, it was decided that the placing of a telephone
for outside car rentals was unacceptable and, due to the
inavailability of space, proposal two should also be rejected.
Discussion was then held concerning the comments from FAA which
recommended the deletion of a 1,500 foot proposed expansion of
Runway 10 from the Airport Layout Plan. The critical aircraft
necessary for this future extension is a DC -9 with at least 500
or more annual itinerant operations per year. The Airport Board
had no comment concerning this FAA requirement.
There being no further business, the meeting adjourned at 5:45
p.m.

Dear Jeff,
It was a pleasure meeting and talking with you yesterday.
As you requested, I am enclosing two proposals for locating our
operation within the Airport terminal.
I would like to reiterate some of what I said yesterday that I feel
should be taken into consideration on our proposals.
First and foremost, we do not intend to dilute the current income
you receive at the terminal. There are two types of rental customers.
There are the Hertz, National and Avis cardholders who will rent from
these companies regardless. The second type is the shopper. This renter
is looking for the lowest price car rental he can find. Upon arrival at
the airport, if he doesn't see American International, Thrifty or Dollar
in the terminal, he will go to the phone book and call two or three
off -terminal companies and shop for the lowest rate. Our experience
shows that ten to twenty percent of the incoming travelers do this.
This would be the business that we would be seeking.
Presently we are in the St. Louis Lambert Field Terminal with three
telephones with a small lighted display ad at each telephone. We are
charged $150.00 per location plus the telephone charges.

If we can reach an agreement on either of the enclosed proposals,
it will mean 'plus' income to the airport.

PROPOSAL #1
American International Rent-A-Car of Cape Girardeau requests
permission to install a direct -line wall telephone with a lighted
display sign, not to exceed 30 inches by 40 inches in the Cape
Girardeau Air Terminal. All expenses for said installation and
maintenance of the telephone and the sign would be at the expense
of American International Rent-A-Car. Based on the deplaning passengers,
we feel a lease rate of one hundred dollars ($100.00) per month would
be a fair rate for said space.
PROPOSAI 02
American International Rent-A-Car of Cape Girardeau requests
approximately forty (40) square feet of floor space in the Cape
Girardeau Air Terminal for placement of a small car rental counter
and a lighted wall sign not to exceed eighteen (18) square feet,
plus telephone and other attendant business machines necessary for
doing business. All expenses for installation of signs, counter,
telephone, etc. and their maintenance would be borne by American
International Rent-A-Car.
Considering the number of deplaning passengers, and based on
available information on the percentage of car rental revenue
obtained from in -terminal operators of car rental companies competing
with the 'Big Four', we can expect 15% of the market. We feel a
lease rate of $200.00 per month plus 5% for all airport revenue
over $5,000.00 per month would be a fair rate.

April 9, 1986

Discussion was held concerning large truck auctions proposed by
a firm from Little Rock, Arkansas. Board members expressed
concern that 100 trucks at the airport for an auction each month
would be rough on grass and on blacktop roads. They discussed
the possibility of requiring a $20,000 cash bond and a charge of
$50.00 per unit, whether they sold or not, with the money
collected to be used for airport improvements. It was decided
that if auction company contacts City again, they should be
requested to make a proposal stating how much revenue could be
generated for airport improvements. The company should be told
that they will be responsible for all damage done to roads and
grounds.
Vince Howard's agricultural lease with the City was discussed.
Mr. Howard owes approximately $19,000 or $91.00 per acre. He
has offered to pay $7,000 and to haul dirt for the City to pay
off the balance of his debt.
Discussion was held on budgeting for the required terminal roof
repairs.
It was reported that a new mower has been purchased.
Discussion was held on car rental agencies', American
International Car Rental and Budget Car Rental, requests for
telephone service to be installed in the terminal building.
American International Car Rental has also requested office
space. No action was taken.
Discussion was held concerning lease requirements of Cape
Central Airways, specifically relating to condition of
bathrooms. No action was taken.
Mr. Andy King has made an initial request to build several
rental hangars on a sub -lease of Mid -States Automotive
property. He will be making a formal proposal in the future.
The Board expressed their continued support of the efforts of
the Chamber of Commerce Air Transportation Committee to delay
the closing of the Flight Service Station. It is the Board's
feeling that the new consolidated A.F.F.S. is not providing
equal or better service.

AIRPORT BOARD MINUTES - JUNE 18, 1986
The Airport Board convened June 18, 1986, at 4:00 p.m. at the Cape
Girardeau Municipal Airport with Paul Miles, Chairman, presiding and
Jerry McClanahan - Secretary, Truman Cole, David Patterson and Jeff
Hancock in attendance. Discussion was held concerning the review of
the present financial structure and rental payments at the airport.
Mr. Hancock stated that he will be making a complete review within
the next few months and that a possible new financial structure for
rental payments will be presented.
Discussion was held concerning problems with the fixed base
operator. The Airport Board noted the following problems:
1. The interior of the building is in bad repair including floors,
walls, ceilings and lobby areas in the office and bathrooms
where the general public locate. These areas are not being
kept in good repair and have deteriorated.
2. On the exterior, mowing of the areas under the lease has not
taken place, and there is trash and debris which needs to be
removed by the lessor.
3. The charter service is questionable.
4. The equipment being used for rentals is questionable and a
review should be made.
5. Instruction is not always available for students and private
pilots.
6. The Airport Board is noticing that the students are going to
other airports to get instruction and that it is difficult for
them to pass the schedule due to unreasonable instruction.
7. The mechanical maintenance of the airplanes is questionable.
8. The doors are not working on T -Hangars; there are birds in the
hangars; lights do not work; generally not in good repair and
services questionable for the rent.
These points are being brought to the attention of the Airport Board,
and it is their feeling that the City should bring the lessee in
compliance with the lease and give 30 days to comply.
It was brought to the attention of the Airport Board that the Airport
Manager is presently negotiating a lease with Republic Express.
Discussion was held on a possible lease with American National Car
Rental for a telephone in the airport lobby. This item was approved
by the Airport Board.
The next meeting will be held sometime after July 4, 1986.

AIRPORT BOARD MINUTES
SEPTEMBER 3, 1986
4:30 P.M.
The Airport Board convened September 3, 1986, at 4:30 p.m. at the
Municipal Airport with Chairman Paul Miles presiding and Jerry
McClanahan, Secretary, David Patterson, Truman Cole, Airport Manager
Jeff Hancock, Police Chief Ray Johnson, John Farcuar, Reggie
Scheminann and Richard Lowe in attendance.
Mr. Richard Lowe was in attendance to discuss plans for the
construction of a hangar 164 feet by 60 feet with open doors and
spaces for 8 airplanes. This proposed hangar would be built in
between the Drury Corporate Hangar and a hangar operated by John
Farquar. It is proposed that this would be a joint venture with Mr.
Lowe and Mr. Farquar and that the building would be built on land
leased by Mr. Farquar. After a review of the plans, a motion was
made by David Patterson, seconded by Truman Cole, that the Airport
Board recommend to the City Council that this project be approved
subject to a review by the Engineering Department and appropriate
leqal work with the leasee. The same terms of the exis`ing lease
would apply and the lease would be renewed to include monthly revenue
to the City equal to one rental space of the hangar. This motion
passed unanimously.
Mr. Hancock advised the Airport Board of several activities at the
Airport. Discussions were held on the possibility of contracting out
with Ackerly Advertising for courtesy phones and advertising at the
terminal building with the City receiving a percentage of the
revenue. Mr. Hancock advised the Airport Board that the security
plan is being revised by Mr. Johnson and should be completed
shortly. In addition, it was noted that the Citv is accepting bids
on the repainting of runways, taxiways and apron areas. The Airport
Board was advised that, as required by FAA, the City is proceeding
with the Airport grant, and requests for engineering services will be
solicited. Discussion was held on the recent improvements at the
terminal building and the Airport Board was informed rear the walkway
in front of the terminal building will be expanded as recommended by
Tom Holshouser, Architect. It was noted that the Airpor� Board may
be approached by Lamar Advertising for the purposes of placing signs
at the Airport along the State right-of-way. The Airport Board will
review this proposal when approached by Lamar Advertising.
Discussions were held on the current situation of the FBO and it was
noted that Mr. Reggie Hopewood is the present manager of this
facility and that he is managing the facility with the possibility of
purchasing Cape Central Airways. The Airport Board was advised of
the current status of helicopter operations within the City.
Mr. Miles complimented the mowing at the Airport; however, it was
recommended that the weeds along the fence next to the north hangars
be eliminated. There being no further discussion, the Airport Board
adjourned at 5:30 p.m.

Airoort Board Minutes
October 14, 1986
?he Airport Board convened Tuesday, October 14, 1986, at 4:00 p.m., in
the Office of the City Manager at City Hall, 401 Independence, wit❑
Paul Miles, Chairman, presiding. Also attending, Glenn Reeves, Jerry
McClanahan, Truman Cole, Jeff Hancock, Ray Johnson and Ray Arvin. Mr.
Arvin of Air Midwest, Inc., discussed with the Airport Board the fact
that Air Midwest, Inc., will serve as Trans -World Express from Cape
Girardeau Municipal Airport to and from Lambert Airport in St. Louis.
Air Midwest is a company which has been in the airline business for 21
years and is a certified FAA Part 121 carrier. The company flies 65
airplanes in 60 cities and is an independent contractor. Trans -World
Express will be providing five trips to and from St. Louis. Three will
be non -stops and two will go through Marion, Illinois. The station
manager, Steve Lane, will be coming from Columbia, Missouri, and will
join the local Chamber of Commerce. This action will provide Cape
Girardeau with three carriers and should provide the best of service
for municipal and area passengers. Trans -World Express will begin
service starting Sunday, October 26, 1986.
Mr. Cole moved that the Airport Board recommend to the City Council
that a contract be entered into with Air Midwest. The details of this
contract will include $4.68 per square foot, $,55 per thousand gross
landing weight and $100 per month for some space currently being leased
by Britt Airways. This motion was seconded by Mr. Reeves and passed
unanimously.
Mr. Hancock noted that the repainting of the runways, taxiways and
apron areas should be completed by Wednesday, October 15, 1986.
Sidewalk reconstruction in front of the airport should be completed in
approximately two weeks. The Board was advised that local traffic is
up and that the grant work necessary for providing the concrete overlay
in front of the terminal and asphalt overlay in front of the FBO,
reconstruction of Taxiway F, lighting of Taxiway A and a new Beacon is
proceeding swiftly. Construction for this work should be started in
the spring of 1987. Discussion was held over the possibility of having
a telephone for car rental service. The Board was advised that the
last proposal for hangars on the north end of the airport has been put
on hold. The Airport Board was advised that the complaint of Mr. Miles
concerning weeds along the fence has been taken care of. In addition,
the Board was informed that new a new VASI system has been installed
and the lights are now working.
Chief Ray Johnson informed the Airport Board that the possibility of
X-ray screening equipment has been reviewed and the cost for this item
is approximately $30,000 rather than $2,500. The Chief of Police will
follow up on examining this equipment and the Airport Manager will
explore the possibilities of the airlines including this in their
future lease. Chief Johnson is meeting with a variety of firms to
explore the possibility of card operated security gates.
There being no further discussion, the Board adjourned at 6:00 p.m.
