Chairman Walker called the meeting to order at 4:02 PM. Maki made a motion to
approve the minutes of the 6/7/94 regular meeting as well as a special meeting held
6/16/94. Nesler seconded and the motion carried.
Giving an update on airport projects, Holdman reported that R.L. Persons
Construction received the bid on the water main. Appropriate documents will be sent
to MHTD. The tentative date to begin work is 9/1/94.
It will take four -to -six weeks to review paperwork for ramp work. CMT hopes to
open a line into existing drainage in the spring/summer of 1995.
The airport's ARFF vehicle has gone out for bids. There is a possibility it will be
y.. delivered in September of this year; it will be housed at Fire Station #2, on Mt. Auburn
Road.
Leslie stated the DBE list has been updated; in order to be approved, a company
must be on MHTD's list.
The maintenance grant to paint the runway has been approved for next year's
monies. The ALP will be updated to include a 1500' extension, with rezoning for
commercial and industrial. Leslie stated funding is in place but takes longer than
wanted.
Holdman reported TWE's enplanements for 6/94 totalled 563. July to -date shows
CGI is out -boarding Marion; if the month continues like it has started, projected
enplanements are 642. We are averaging 21 passengers per day; we need an
average of 833 each month to reach our goal of 10,000 enplanements per year.
Holdman commented he feels some of the increase is due to the airport's newsletter
which has been put out monthly since 11/93; many of the airport's news stories are a
direct result of the newsletter. Holdman also told the Board that during BalloonFest
TWE is giving away four baseball tickets and accommodations at the Holiday Inn -
Airport in St. Louis.
Maki asked who writes the newsletter. Holdman replied that Bloom writes about
98% of it; he does very little editing. Maki commented he thought it was well-written
and informative.
The Airport Board asked how BalloonFest '94 is progressing. Holdman replied the
committee is struggling to meet their prize monies; they waited too long to obtain
sponsors. Activities include three balloon races, tethered rides, static displays, radio -
controlled airplanes, a skydiver, and arts and crafts. The field north of the T -hangars
will be used for the balloons. A NOTAM has been filed.

Holdman stated that Perry is coordinating an emergency drill for the airport. As an
FAR 139 field, such an exercise is to be held bi-annually. Perry reported he has met
with area hospitals, the EMS from Scott and Cape counties, and other emergency
representatives. Everyone is excited; another meeting is scheduled for 7/27. Seminars
on crash rescue, mass casualties, etc. are also being planned. The simulated crash
will be held Tuesday or Wednesday, October 18 or 19; hopefully the airport's ARFF
vehicle will have arrived and can be used in the drill. Approximately 50 volunteers,
possibly SEMO's theatrical department, will be used as victims. St. Francis Hospital is
planning to treat this drill as an actual disaster... their staff will carry the exercise
through the entire procedure, from rescue to releasing the patients from the hospital.
Holdman said Sabreliner might supply a fuselage for extractions. Leslie suggested
burning a car for additional practice; Perry commented Mark Hashider with the Fire
Department had also mentioned doing that.
Robertson expressed concern about the media becoming involved in the drill; they
could portray it as "ghoulish". Holdman said it all depends on how the exercise is
presented, positively or negatively. Overbey commented the media will not focus on
the "bloody' part of the drill if they are given plenty of action shots (i.e. lights and
smoke). Perry stated he had spoken with the Director of Operations at the Huntsville,
Alabama airport concerning their disaster drill. He had a VIP area for the media and
handed out media packets; he said everything went smoothly and the coverage was
handled very professionally with no sensationalism.
Walker asked if all Airport Board members had received their invitation to the City -
sponsored Advisory Board Appreciation Dinner. All members replied they had; all will
be in attendance.
Walker then asked if all members had received the memo and press release
concerning Holdman's resignation. Each member present offered words of praise to
Holdman for the job he has done since being hired as Airport Manager in 6/93.
Robertson made a motion Walker write a "Letter to the Editor" and send it to the
Southeast Missourian praising Holdman and "toot the horn" about the increase in
TWE's boardings. Wandrick seconded and the motion passed unanimously.
Leslie said the advertisement used when Holdman was hired will be used this time
as well. The City will advertise in the AAAE newsletter and the Cape Girardeau and
St- Louis newspapers- Walker asked if the City still had applications on file from last
year; Leslie replied that yes, they are on file but they are really dated. He went on to
say that advertising will begin "next week" it will not be in the AAAE newsletter until
8/15. They are hoping to hire someone by 10/94. He added that economic
development is the primary objective and the City intends to keep all projects ongoing.
Bloom will be handling day-to-day activities, dealing with tenant relations, doing
payroll, and preparing all invoices for payment. Perry will handle all maintenance,
confirm everything is in compliance with FAA, and ensure all safety and security
programs are in place. Bloom and Perry will be working closely with Leslie.
Walker expressed concern about following up on development issues, TSII for
example. Leslie commented he and Mr. Fischer are working with TSII's
representatives.
Nesler asked if BART had been contacted, as discussed in the last meeting.
Holdman stated John Mehner had talked to the owner but he does not want to work
with the airport. Holdman went on to say that Perry had contacted a cab company in
Sikeston; they are willing to work out a $10 coupon or something similar to what the
City of Cape Girardeau is currently using.
Continuing with matters from the last regular meeting, Nesler asked if anything
had been done with the water faucet to wash the airplanes, which had not been

connected to the new water line. Holdman replied it had "fallen through the cracks"
but will be put on priority.
Holdman informed the Airport Board he is trying to obtain an F4 for a permanent
static display.
Maki made a motion the Airport Board adjourn into closed session. Wandrick
seconded and the motion passed.
The Airport Board returned to regular session. Holdman thanked the Airport Board
for the support they gave him in the 13 months he served as Airport Manager. The
members thanked him for a job well done, and wished him well in his new position.
There being no further business to discuss, Nesler made a motion to adjourn the
meeting. Maki seconded and the motion carried. The meeting adjourned at 5:35 PM.
The next regular meeting of the Airport Board will be held Tuesday, 8/2/94 at 4:00 PM
in the Business Service Center.
