I. MINUTES OF PREVIOUS MEETING
Mr. Seeping made a motion to approve the minutes of the April 13, 1999 ineeting. Mr. Drummond seconded the motion.
I'he motion passed by unanimous vote.
11- OLD BUSINESS
A. Mouth]' Activity Report - Mr. Loy reported that the local traffic count for April was not as good as March, but
overall the couin is slight]) above last year. hnptancments for TWE are above last year's figures as well.
B. Zenair Update - Mr. Lay explained to the board that Zcnair will not be locating in Cape Girardeau. They made the
determination that they would have a cash short fall the way the funding was set up. They terminated their
Memorandum of Understanding, Just three hours prior to the bond mooring. Since tine State Block Grant way
established for that specific company, Elie 56011,000 for waterisewer line improvements will not be seen by the City at
this tine. But. the water%sewer improvements would not be needed for a company unless they had about 80
employees. A debriefing meeting is planned to discuss the Zenair project and plans for future airport industrial
recmitnent.
III. NEW BUSINESS
FAA Airports Conference Report - Mi. Loy reported on his trip to Kansas City to attend the FAA Central
Region's Airports Conference. I'he main issue on the conference agenda was AIP legislation. There are two bills,
HR Ill and HR 1000, which would take the Aviation Trust Fund out of the budget. HR 1000 would also allow the
Passenger Facility Charge (PFG to be increased from a maximum of S3A0 to 56.00. It also proposes to innease

ni um AIP funding, from 5500.000 to approximately $1.5 million. Mr. toy explained the state still dues not have
its 1998 AIP funds due to difficulties with Federal AIP re-authorizatiou
Airport Finances - During previous hoard meetings, Mr. Robertson had requested copies of airport revenues. Mr,
Loy presented the board a copy just received front Finance Director, John Richbotu'g. These reports may be useful in
tracking comparisons of fuel flowage and increased traffic.
IV. NON -AGENDA ITEMS
Mr. Loy showed the board a copy of a draft ad which will be in the Southeast Missom'ian for the Air Festival. He
also showed the artwork for a slide which will be appearing in four theatres at Cape West 14 Cine before each wnvie
dunrg May and June.
He showed the members a press release sent out referencing the Southeast Missouri Modelers Associations Model
Air Show to be held at the airport on May _a'. 1999. He explained ads will be running in the paper on television and
radnt. The Air Festival, Skydiving Boogie and the addition of the Modelers Show gives us three major activities at
the airport during the year.
