MINUTES OF PREVIOUS MEETING The meeting was called to order at 5:06 PM. Mr. Dunn made a motion to approve the minutes of the October 8, 2002 meeting and Mr. Eggley seconded the motion. The motion passed by unanimous vote. II. OLD BUSINESS A. Monthly Activity Report — Mr. Loy presented an Airport Usage Report for October. Mr. Loy stated that enplanements were up by 22% from last year. Reactant was down for the month, but still remained up on the year to date comparison, whereas Local and Instrument Operations were both up significantly. Mr. Loy stated that Cape Air Charter now has a Pilams Aircraft on their Part 135 certificate and had 30 enplanements in the month of October. With the business going well and gaining new aircraft for charters, the Part 135 could help obtain the 10,000 enplanements needed in the next couple of years. B. Cape Aviation Report — Mr. Loy presented a Cape Aviation Fuel Report for October. He stated that fuel sales are very good and that he has been very happy with the amount of businesses that Cape Aviation has been able to draw and maintain through Military, transient and local customers. C. Renaissance Aircraft Update — Mr. Loy reported that Renaissance is almost in the new facility. Nearly everything has been moved over from the offices and the jigs are all in. The dies are still in the Corporate Hangars. Mr. Loy indicated that once Renaissance has moved completely out of the Corporate Hangars, the Pauley's have requested one of them and the Airport would keep the second one. Mr. Keene inquired about when Renaissance would be delivering their first aircraft. Mr. Loy stated that they are still a couple of months down the road, due to the move and setting up. Mr. Shantz inquired about the projection of Renaissance. Mr. Loy stated that they plan on producing 18 planes in the first six months, with between 50 — 70 aircraft in a year. A discussion was held in regards to the production of planes in a period of aviation uncertainty. Mr. Loy stated that since 9/11, General Aviation has seen an increase — and the type of aircraft that Renaissance will be producing will sell for around $75,000 - $80,000 per airplane, whereas other companies that are experiencing layoffs where sell their aircraft sell for over $150,000 per airplane. D. Airport Security — Mr. Loy indicated that the Transportation Security Administration (TSA) has a mobile crew on site. The permanent employees are currently in training in St. Louis. There are six permanent part-time employees that will be working split -shifts in order to cover all of the flights. A question was raised regarding the advantage of having six part-time rather than three full -lime Ms. Thurman explained that to run a shift there needs to be four screeners to cover all of the checkpoints including identification, x-ray, baggage search and hand-wanding. E. Air Festival/Silent Auction Update— Mr. Loy discussed the Air Festival Banquet, Wine Tasting and Silent Auction. He indicated that the event was very successful and raised around $2,500 - $3,000 for the Air Festival. He also reported that he had received many great comments from people that had attended the banquet. November 12, 2002 Page I F. Update of Leases and Contracts - Mr. toy gave a breakdown of the status on several teases including: Y Dr. Braxton -" Land lease is in effect. Construction has begun on the hangar. Cape Air Charter - final draft has been prepared and is in Bill Beard's hands. We are hoping to receive back by tomorrow for the next City Council Agenda. Y Transportation Security Administration - Currently working on two leases- one or temporary space before construction of permanent office space, Temporary lease is ready for City Council, Permanent lease will require a lot of paperwork and will take a while, with construction requirements. i> Brian Ozark -- Final draft of Lease is in Brian Ozark's hands awaiting approval before going to City Council. Y Paul Fisher - Has approached Mr. Loy regarding building on [last side of Corporate Hangars on old hangar slabs. Y `Power Grant - The Grant update for the tower will be presented to City Council on the next agenda for $125,000. Y Kiehl Hendrickson - The contract has been approved. G. Update on the Small Community Air Service Development Grant - Mr. Loy stated that the contract with Kiehl Hendrickson had been approved I'he additional retainer is tied to the Small Communities Air Service Grant. Kiehl Hendrickson will set up the ticket fund and track the money. They will also do a resurvey of the leakage analysis. The Small Communities Air Service Grant should result in a fourth round trip. H. Update on T-Hangar Ramp Construction Project/Grant -- The grant has been approved for the T-Hangar Ramp Construction Project. The project is now waiting on warn weather. The project may have to go out for re-hid, unless the contractor stay within price withjust a little bit added for inflation. There was a problem with $20,000 not being eligible for grant-funding due to being within 20 feet from the T-Hangars which is considered exclusive space. One option would be to do a 10 ft, concrete slip with 3 feet between the strip and the Hangar and do a slump fix, the other option is to have the City pay more than the 10% match, from $50,000 - $80,000. Fonds had been set aside to reconstruct Taxiway Alpha but it was decided not to do the reconstruction this year. NEW BUSINESS A. Airport Layout Plan and Master Plan Update - The Public Advisory 'I'earn Meeting was held on October 29, 2002 at Mac's Smokehouse. Neil Ralston with CMT presented the facilities phase of the Master Plan to the committee. The Master Plan will again be presented at the next City Council Meeting and then offered as a presentation for an open public information meeting. B. Corporate Airlines Questionnaire -- The Questionnaire for the Small Community Service Development (';rant has been developed and will be forwarded to the airline to start issuing at their flights.
